NOTE FOR THE ATTENTION OF THE PERMANENT REPRESENTATIONS OF THE MEMBER
STATES OF THE EUROPEAN UNION
Subject: Invitation to nominate Member State representatives to the Committee
on serious cross-border threats to health (in accordance with Article 29
of Regulation (EU) 2022/2371) as well as to the expert group on public
health that will provide input to delegated acts in accordance with Art
14 of Regulation (EU) 2022/2371
In the upcoming months, the European Commission will be organising several meetings
of the Committee on serious cross-border threats to health, as well as a meeting of the
expert group on public health. These meetings will focus on different legislative acts
related to the implementation of Regulation (EU) 2022/2371 on serious cross-border
threats to health as well as Regulation (EC) No 851/2004 on establishing a European
Centre for Disease prevention and Control (ECDC).
Firstly, we would like to invite you to nominate representative(s) of your country to
participate in three meetings of the Committee on serious cross-border threats to
health (described further in the annex). The Committee will be tasked to vote on draft
implementing regulations that will be put forward for adoption by the Commission. Please
note that a different representative of your country can be nominated for each of the
Committee meetings, as the scope of these meetings and the acts to be voted on will differ.
Secondly, we would like to invite you to nominate a representative of your country to
the expert group on public health. The expert group will be providing input to delegated
regulations that have been drafted by the Commission.
In the annex to this invitation, you will find the details of the upcoming meetings and the
acts that they will focus on, as well as the envisaged timing of the meetings.

OVERVIEW AND DETAILS OF UPCOMING MEETINGS OF THE COMMITTEE ON SERIOUS
CROSS-BORDER THREATS TO HEALTH AS WELL AS THE EXPERT GROUP ON PUBLIC
HEALTH
2 April 2025: Committee on serious cross-border threats to health:
- Procedures to mobilise the enhanced emergency capacity of
the EU Health Task Force (Article 11a of Regulation (EC) No
851/2004)
During this meeting, the Committee will be tasked to vote on a draft implementing
regulation setting out the procedures to be put in place to mobilise the enhanced
emergency capacity of the EU Health Task Force (EUHTF), following the recognition of
a public health emergency at Union level. The enhanced emergency capacity serves to
leverage to the maximum extent all the resources within the EUHTF to facilitate the
response to a public health emergency at Union level.
! Please prioritise your nominations of representatives to this Committee meeting as this
meeting will take place soon. The draft implementing regulation that will be put forward
for voting during this meeting will be shared soon.
7 April 2025: Expert group on public health:
- Access to the digital platform for surveillance by third
countries and international organisations (Article 14(7)(a) of
Regulation (EU) 2022/2371)
- Surveillance data to be transmitted by Member States using
the digital platform for surveillance (Article 14(7)(b) of
Regulation (EU) 2022/2371)
During this meeting, two draft delegated regulations will be presented by the
Commission and the expert group on public health will have the opportunity to provide
input and suggestions. Firstly, this concerns a delegated regulation setting out the cases
where, and the conditions under which, third countries and international organisations,
such as the World Health Organization (WHO), may be granted access to specific
functionalities of EpiPulse (the digital platform for surveillance). Secondly, the meeting
will focus on the cases where, and the conditions under which, surveillance data should
be transmitted by national competent authorities using EpiPulse (the digital platform for
surveillance).
! As this meeting will take place soon, please prioritise your nominations of
representatives to the expert group on public health so that documentation related to this
meeting can be forwarded as soon as possible.

May/June 2025: Committee on serious cross-border threats to health:
- Procedures for information exchange, consultation and
coordination of response within the Health Security Committee
(Article 21 of Regulation (EU) 2022/2371)
This meeting will focus on a draft implementing regulation setting out the procedures
necessary for the uniform implementation of the information exchange, consultation and
coordination of response within the Health Security Committee (HSC), following an alert
notification in the Early Warning and Response System (EWRS).
July 2025: Committee on serious cross-border threats to health:
- List and case definitions of communicable diseases and related
special health issues (Article 13(10)(a) and (b) of Regulation (EU)
2022/2371)
- Procedures for the operation of the network for epidemiological
surveillance (Article 13(10)(c) of Regulation (EU) 2022/2371)
- Functioning of the digital platform for surveillance (Article 14(6)
of Regulation (EU) 2022/2371)
At this Committee meeting, three draft implementing regulations will be put forward for
voting:
1. an update of the list of notifiable diseases and related special health issues and their
case definitions, to ensure coverage of communicable diseases in the Union as well as
comparability and comparability at Union level of collected surveillance data;
2. a draft implementing regulation setting out the procedures for the operation of the
network for epidemiological surveillance, under the coordination of the European
Centre for Disease prevention and Control (ECDC);
3. a draft implementing regulation setting out the technical specifications, rules for its
functioning, and arrangements for contingency and standardisation of EpiPulse (the
digital platform for surveillance), will be put forward for voting.
