Dear National Coordinators,
ECDC needs your feedback. As part of our ongoing project for handling and processing of EU Classified Information (EUCI) within the European Centre for Disease Prevention and Control (ECDC), we are conducting a short survey to gather information on the future needs from our stakeholders. This survey is related to the provisions of Article 21 of Regulation (EC) No 851/2004 establishing a European centre for disease prevention and control, which mandate the adoption of internal rules and tools to facilitate the exchange of classified information (CI) relevant to public health and serious cross-border health threats. Until now, there were no cases where such exchange of CI between ECDC and the CCBs was needed, so the survey is focused on the future needs.
Your participation in this survey is vital for two reasons:
- Understanding the future needs: By collecting the information we can understand and plan for the future needs and practices. This will help us to identify tools and rules we would need to adapt for a possible exchange of CI.
- Compliance with Regulations: Completing this survey will help us comply with the new mandate of ECDC and ensure that we are meeting the required standards for handling of CI.
Please take a few minutes to complete the attached survey by 12 March (4 questions only). To facilitate you in this process, we are also attaching the Annex I from the COMMISSION DECISION (EU, Euratom) 2015/ 444 of 13 March 2015 on the security rules for protecting EU classified information where you can find the equivalence between the national and EU classification levels. Important: If you are not the right person to answer, please forward this email to the respective colleague/s in your CCB who can provide the feedback. Your input is needed, and we appreciate your cooperation in this important initiative.

ECDC survey for processing of classified information
Definition of EU classified information and EU classification levels
The Commission Decision (EU, Euratom) 2015/444 of 13 March 2015 defines European Union Classified Information (hereafter ‘EUCI’) as “any information or material designated by an EU security classification, the unauthorised disclosure of which could cause varying degrees of prejudice to the interests of the European Union or of one or more of the Member States”;
EUCI is classified at one of the following levels:
(a) TRES SECRET UE/EU TOP SECRET: information and material the unauthorised disclosure of which could cause exceptionally grave prejudice to the essential interests of the European Union or of one or more of the Member States;
(b) SECRET UE/EU SECRET: information and material the unauthorised disclosure of which could seriously harm the essential interests of the European Union or of one or more of the Member States;
(c) CONFIDENTIEL UE/EU CONFIDENTIAL: information and material the unauthorised disclosure of which could harm the essential interests of the European Union or of one or more of the Member States;
(d) RESTREINT UE/EU RESTRICTED: information and material the unauthorised disclosure of which could be disadvantageous to the interests of the European Union or of one or more of the Member States.
Relation between EU classification and the national classification
Member States can introduce classified information bearing a national security classification marking into the structures or networks of the Commission, the Commission shall protect that information in accordance with the requirements applicable to EUCI at the equivalent level, as set out in the table of equivalence of security classifications contained in Annex I to COMMISSION DECISION (EU, Euratom) 2015/ 444 of 13 March 2015 on the security rules for protecting EU classified information.
Purpose of the Survey
This survey concerns the processing of EUCI0 within ECDC in relation to Article 21 (6) of Regulation (EC) No 851/2004 establishing a European centre for disease prevention and control, which stipulates that “the Centre shall develop, deploy and operate an information system capable of exchanging classified and sensitive non-classified information…”. A reference to classified information is also included in Article 7 (4) and (5) of Regulation (EC) 2022/2371 on serious cross-border threats to health in the context of reporting on prevention, preparedness and response planning.
ECDC currently does not receive classified information from the Member States. The objective of this survey is to understand if there are Coordinating Competent Bodies (CCBs) from the Member States which intend to send to ECDC classified information relevant to public health and serious cross-border health threats in the future and through which means. Based on the feedback and the needs, ECDC may adapt and develop internal rules and tools to allow the exchange of classified information.
