We are writing to inquire about a study tour visit to the Ministry of Justice and the Supreme Court of the Republic of Estonia by the Judiciary of Tanzania and the Judiciary of Zanzibar.

The letter outlines the proposed primary objectives of the study tour, and includes the list of delegation members that have been identified to participate in this knowledge exchange.
We would be grateful if you could confirm your agreement to the study tour visit on the proposed dates.

Re: Study Tour to Estonia by the Judiciaries of Tanzania and Zanzibar
May 26-30, 2025
We are writing to formally request a study tour visit to the Supreme Court and
Judiciary, and the Ministry of Justice of the Republic of Estonia by the Judiciary of
Tanzania and the Judiciary of Zanzibar. The Judiciary of Tanzania and the Judiciary of
Zanzibar are keen to learn from the exemplary work to modernize Estonia’s judiciary being
done at your esteemed institutions. The primary objectives of this study tour would be to:
• Gain insights into Estonia’s successful experience in justice sector modernization.
• Learn about good practices established in citizen and business-centric justice service
delivery, specifically through:
o digitization and rolling out of e-Courts, including case management,
o court performance and establishment of key performance indicators,
o court efficiency, including procedural simplifications,
o judge specialization and case management in small-sized judiciaries, and
o human resource management, including judge selection and training.
• Understand the reform challenges and solutions implemented by the Supreme Court
and the Ministry of Justice.
• Explore potential areas for continued collaboration and knowledge exchange.
We believe that this visit would be highly beneficial for the Judiciaries of Tanzania
and Zanzibar by providing valuable knowledge and good practice examples that can be
adapted and implemented for the benefits of the judiciary, citizens and businesses in
Zanzibar and Tanzania. We would particularly appreciate an opportunity for the visiting
delegation to meet with relevant personnel at the Supreme Court, Judiciary and Ministry
of Justice, and observe their work firsthand. We would also like to request visits to selected
courts in Tallinn and the regions, per your guidance.
We propose May 26-30, 2025, as the dates for the study tour. Please find attached
the list of delegation members that have been identified to participate in this knowledge
exchange. The delegation will be accompanied by Ms. Donna Andrews (Lead Public
Sector Specialist), and Ms. Eva Melis (Senior Governance Specialist) from the World

Bank. The study tour would be part of the World Bank-financed Zanzibar Judicial
Modernization Project and the World Bank-financed Citizen-Centric Judicial
Modernization and Justice Service Delivery Project, and the travel and any related
expenses for all participants would be covered by the projects.
