Starting from September, a requirement will be implemented for the training of beauty service providers. There are no specific requirements for teachers/educational institutions, but preference may be given to continuing education providers that are registered in the Estonian Education Information System (EHIS). For these training providers, it is confirmed that they comply with the requirements outlined in the Adult Education Act.
According to the new requirements, the areas of knowledge that beauty service providers must have expertise in are specified. Proofs of knowledge or evidence may be submitted, such as educational certificates, training certificates, or other documentation. Knowledge and skills can be obtained through formal education, training, experience, or other learning methods.
In fact, it is already expected that beauty service providers train themselves in line with the specifics of the service before offering it. So, for an experienced beauty service provider who has received the necessary training, there should not be significant changes. Existing certificates, proof, etc., should be gathered and made available at the service location. If it turns out that any essential knowledge or skills are lacking, additional training should be taken, which is sufficiently available in Estonia and can be completed in a reasonable time and at a reasonable cost.
It is important to note that the verification of the training certificate will also involve an on-site assessment at the beauty service provider’s premises. Thus, the final evaluation will consider the overall picture, including the visual inspection of the salon and interviews with the service provider. Document verification is just one part of the supervision process.
Service providers offering body piercing should be adults. When specifically discussing the employment of minors as piercers, it is important to consider the requirements of occupational safety regulations in the context of biological hazards. The Government of the Republic Regulation No. 94 prohibits minors from performing certain hazardous work. For example, an employer is not allowed to permit a minor to work in conditions that pose a risk to their health, particularly due to biological hazards classified in Groups 3 and 4 as outlined in the Government of the Republic Regulation No. 144 of May 5, 2000, "Occupational Health and Safety Requirements for Work Environments Affected by Biological Hazards."
Currently, body piercing services are not included in the scope of the existing regulation of beauty services. The general Consumer Protection Act requirement applies, ensuring that the service is safe.
