DEAR LADIES AND GENTLEMEN,
I am addressing you in my capacity as a member of the Supreme Judicial
Council of the Republic of Bulgaria and Deputy Chairperson of the Commission
"Professional Qualification and Information Technologies" of the Plenum of the
Supreme Judicial Council.
In connection with the challenges, related to the introduction of digital
services and the use of artificial intelligence and other technological innovations
the judicial systems in Europe are facing, we are in the process of studying good
practices among some of the Member States of the European Union. After
reviewing the presentation of your representative at the expert conference on
"Enhancing European Legal Competitiveness - AI and Advanced Technologies
for Better Justice and Legislation", held in Budapest, Hungary, on November 4-
5, 2024, I find that the experience of Estonia in this area is of interest to the
justice system in Bulgaria.
In this regard, I would like to kindly ask you to provide us with the
adopted "Plan for the Development of the Judicial System and the Processes
therein", in the part concerning all forms of digitalization and the introduction of
artificial intelligence in the judicial process, including data anonymization,
introduction of a ChatBot, finding similar cases, etc.
In addition, we would highly appreciate if you could also provide us with
the technical specifications or other technical characteristics of the AI or
technologies for better justice you use.
