Letter of Endorsement
The Estonian Ministry of Culture is pleased to support the grant application ‘Youth Transitions in
Times of Increasing Uncertainty: A Mixed-method Longitudinal Study,’ prepared by a research
team in the Institute of International Social Studies, Tallinn University.
The Ministry of Culture recognises the significance of studying youth transitions and well-being,
particularly in times of growing uncertainty. This project will examine the youth cohort (born in
2009) whose critical life path choices in education and employment coincide with a period of
multiple crises, including the war in Ukraine, global economic instability, rising inflation and costs
of living, rapid technological change, AI-driven labour market transformations, and increasing
geopolitical instability. Using a longitudinal mixed-method research design, the study will explore
both the short-term and long-term effects of these crises on young people's transitions to adulthood.
Youth development, transitions to adulthood, and the impact of multiple crises on young people's
mental health and well-being are key areas of interest within the Ministry’s domain. We highly
value the insights this research will provide and look forward to the knowledge gained from the
project. The Ministry is pleased to offer its expertise and support, and our experts are ready to
consult with researchers to refine the plans for the study focusing on youth transitions. We see this
as an excellent opportunity to enhance knowledge transfer and establish a strong foundation for
collaboration between the Ministry and the Institute of International Social Studies at Tallinn
University.
Yours sincerely,
