EU-LAC HIGH-LEVEL EVENT
“INCLUSIVE HUMAN DEVELOPMENT AND EQUITABLE ACCESS TO HEALTH PRODUCTS”
1. Objectives
The III EU-CELAC Summit of Heads of State and Government in Brussels (17-18 July 2023) marked the revitalisation of the bi-regional relations between the European Union (EU) and the Community of Latin American and Caribbean States (CELAC). The new Global Gateway Investment Agenda for LAC emerged as a central element for enhanced collaboration, including its human development dimension.
The EU-LAC High Level Event on Human Development builds on the EU-CELAC Roadmap for 2023-2025 agreed in the Summit and proposes to strengthen the bi-regional collaboration on health including on regulatory matters. It also proposes to take this dialogue forward by offering a comprehensive overview on our bi-regional collaboration in human development with a view to enhance the social dimension of the EU-CELAC Global Gateway Investment Agenda and to showcase the broader Team Europe response for human development in the LAC region.
The expected outcomes of the EU-LAC High Level event will be:
• An EU-LAC high-level exchange focusing on health enabling frameworks and equitable access to health products. The aim is to advance discussions on potential partnerships supporting the EU-LAC Global Gateway Investment Agenda on health. The event responds to EU-LAC partners' interest in sharing recent experiences and models, providing a platform to discuss equitable access to health products and fostering future collaborations in innovation and investments towards that aim.
• An EU-LAC high-level dialogue on social policies, as a follow up of the high-level policy dialogue on social affairs held in June 2022 and the EU-CELAC Summit in 2023. This will be an opportunity to highlight key bi- regional challenges and priorities, and to look for areas of cooperation with added value in the field of social cohesion, contributing to the overall goal of increasing the resilience of social systems, fostering social inclusion and reducing inequalities.
• The launch of the regional Team Europe Initiative “Inclusive and Equitable Societies in LAC” and the presentation of new actions of the Team Europe within the framework of the EU-LAC Partnership on Health Resilience and Equitable Access to Health Products. This can be a sound opportunity to highlight how both initiatives can contribute to improve a rights based universal coverage of basic social services including health, help to reduce socio-economic inequalities, and foster social cohesion and protection by moving towards wellbeing and care societies.
2. Target Audience
The event will aim to bring high-level participation from the EU and LAC regions. This will create a milestone opportunity to identify priorities and potential deliverables in the field of human development for the CELAC-EU Summit foreseen in 2025. This will include:
• Commissioner level for the opening
• Ministerial level selected on the bases of the thematic dialogues
• Multilateral level
• Private sector
• Academia, civil society, youth and other actors
It will be important to have a well-balanced representation between high-level EU-LAC partners, including in terms of gender and stakeholders.
3. Practical Details
Venue and format: The event will take place in Brussels on March 21-22, 2023. It will be organized in a hybrid format to facilitate both face-to-face participation and virtual engagement of all the key stakeholders. The in- person portion will be held at the Charlemagne Building and the Albert Borschette Centre (see agenda for details).
Sessions: On the first day, March 21, there will be a series of High-Level Roundtable Dialogues between EU and LAC representatives. The second day, March 22, will feature a series of Technical Roundtable Dialogues involving key stakeholders from partner countries. Each roundtable will allow time for interaction and exchanges between participants.
Side events may be incorporated based on the feasibility of coordination with available opportunities. It's important to note that the event will coincide with an EU-AU High-Level Event on a related topic during the same week. This presents an opportunity to promote triangular cooperation among the EU, LAC, and the AU.
Participants: The event will bring together around 100-150 participants (tbc), involving key EU and LAC actors in the areas to be discussed, representing public authorities, private sector, experts, academia, civil society, local authorities and youth, among other. Indicatively, the health-focused sessions will engage regulatory authorities, industry representatives, research institutions, public health institutes and organisations, local authorities, civil society networks, and financial institutions active in the region.
Travelling expenses for speakers and selected in-person participants may be covered by the European Commission.

The Team Europe Initiative (TEI) will be launched by the EU Commissioner jointly with the EU Member States involved, in presence of the EU-LAC high-level representatives present in the opening. Indicatively, frontline participants representing the Team Europe will be:

Equitable Access to Health Products”, foreseen on 21-22 March 2024 in Brussels.
This important event is part of the EU-CELAC Roadmap for 2023-2025, adopted at the
Summit on 17-18 July. It will focus on inclusive human development and health equity
enabling frameworks in the context of the EU-LAC Global Gateway Investment Agenda.

opportunities towards equitable access to health products.

collaboration in the respective efforts to build inclusive and equitable societies.
