Applying "Enhanced Proportionate

Arrangements"

According to Article 83 (a) of the CPR 2021/1060, the managing authority may apply only

national procedures to carry out management verifications for the programme, provided that

the conditions set out in Article 84 are fulfilled. Article 84 states that a Member State may apply

enhanced proportionate arrangements at any time during the programming period, provided that

the European Commission has confirmed in its published annual activity reports for the two

years preceding such a decision that:

- the management and control system of the programme is functioning effectively, and

- the total error rate for each of those years is 2% or below.

As you know, Estonia meets the requirements for applying EPA for AMIF, ISF and BMVI, as

we have assessed the Management and Control System over the last two years under category

2, and the error rate has been consistently below 2%.

Thus, we would like to inform you that, based on Article 84 (1), we will be applying the EPA

for the programming period 2021–2027, starting from the next accounting year in July 2025.
