3) Implementation and enforcement of sanctions following Russia’s aggression against

Ukraine: Best practices (10h10 – 11h30)

Participants will exchange views on good practices on effective implementation and

enforcement of Union restrictive measures. The Commission (Céline Gauer, Director-General

Reform and Investment Task Force) and Czechia will share their experience from the Technical

Support Instrument (TSI) on effective implementation of Union restrictive measures and

enhanced cross-border cooperation. Malta, Latvia and Spain will share their good practices on

implementation and enforcement. A discussion amongst participants will follow, moderated by

the Commissioner.

4) Reflections on the way forward: a coordinated approach for sanctions implementation

(11h30 - 12h25)

The Netherlands will present the non-paper on strengthening European cooperation to

reinforce national efforts on the implementation and enforcement of Union restrictive measures.

The Commission will give a short overview of best practices observed in Member States and

share its views on potential way forward, including on central coordination, mutual recognition

of decisions and better information sharing to fight circumvention, e.g. in the form of enhanced

customs cooperation. A discussion amongst participants will follow, moderated by the

Commissioner.

Dear Minister,

I am writing to invite you to attend the seventh meeting of the High-Level Group on sanctions implementation, which will take place in person, in Brussels on Tuesday 8 April 2025, starting at 9h30.

Ensuring the effective implementation of sanctions adopted by the EU remains among the main priorities of the Commission, in particular in response to Russia’s war of aggression against Ukraine. Following the practice established by my predecessor, former Commissioner Mairead McGuinness, I would like to bring together once again high-level representatives from all EU Member States and the relevant Commission services working in the field of sanctions implementation and enforcement, in order to continue our discussions and enhance common efforts in these areas.

During the morning, Member States will have the opportunity to exchange views on implementation and enforcement of Union restrictive measures, identify best practices, and jointly reflect on how to improve coordination going forward.

In the afternoon, the EU Sanctions Envoy David O’Sullivan will convene the fifth Sanctions Coordinators Forum, gathering Member States alongside our international partners and allies. As on previous occasions, colleagues from Ukraine will join for a dedicated session.
