SUPREME COURT REPUBLIC OF ESTONIA
Letter of support to the PICTURE project Project proposal for the Action Grant CERV-2O2S-DAPHNE
on behalf of the Supreme Court of Estonia, I, Üllar Kaljumäe, hereby express strong support forthe project proposal "Preventing Image-based Sexual Abuse in Cyberspace Through Understanding, Research, and Education" (PICTURE).
The PICTURE project aims to combat image-based sexual abuse (IBSA) comprehensively, by advancing legislative and policy discourse; conducting unique research on IBSA's underlying factors,
consequences, and responses; enhancing educational efforts; strengthening professional training; improving victim support with a user-friendly chatbot; and raising social awareness through tailored communication strategies.
I believe that the goals of the PICTURE Consortium align closely with the mission of the Supreme Court of Estonia, particularly in the following areas:
o Collaborating with academia, civil society organisations, and stakeholders to address the new
and evolving phenomenon of IBSA.
o Consolidating socio-legal knowledge about IBSA to inform evidence-based recommendations
at the national and EU level.
o Developing educational and training materials and activities to enhance understanding and
response to IBSA.
o Ensuring accessible support for victims through a user-friendly and anonymised chatbot.
o Providing continuous support to professionals working with IBSA victims through the chatbot's
capabilities.
o Establishing a comprehensive support infrastructure for follow-up information, counselling, and
treatment.
o Raising public awareness about the nature, scale, significance, and impact of IBSA.
Accordingly, I fully endorse the PICTURE project and encourage the European Commission to give due consideration to this proposal.
