Guidance on the call for nominations for the European
Environment and Health Task Force Bureau
Where can I find a
description of the
Bureau's roles and
responsibilities?
The roles and responsibilities of the Bureau and its officers (Chair and Co-
Chair) are outlined in Chapter V of the Rules of Procedure of the European
Environment and Health Task Force (EHTF), as adopted at the 14th EHTF
meeting (26–27 June 2024, Utrecht, Netherlands).
Why consider joining
the Bureau?
Being part of the Bureau allows a country to:
• Play a more active role and contribute to shaping the EHTF agenda
and, in turn, the broader environment and health agenda in the
WHO European Region.
• Show commitment to international cooperation and enhance its
visibility on the international stage.
• Strengthen collaboration with other countries and organizations.
• Advocate for national priorities in the European Environment and
Health Process (EHP).
What is the Bureau
expected to do?
The Bureau members will support the EHTF and collaborate closely with the
EHP Secretariat to shape and guide the EHTF programme of work, help
prepare EHTF and Bureau meetings, propose initiatives for the EHTF, and
support the follow-up of meetings’ outcomes.
How does the Bureau
work?
The Bureau works mostly virtually, through online email exchanges and
virtual meetings, usually held twice a year to prepare for EHTF meetings and
follow up on them. During the preparation of Ministerial Conferences, the
Bureau may meet more frequently to support the drafting and negotiation
of the Conference declaration, as well as the preparation and development
of its programme.
What is the
composition of the
Bureau?
The Bureau consists of (ref. Rule 14):
• 8 to 14 Member States representatives, including the Chair, Co-
Chair, and immediate past Chair as ex-officio members.
• One representative from UNECE and one from UNEP.
• One representative from youth organizations.
• Two representatives from recognized EHP stakeholders (as per Rule
1.2).
The list of EHTF members and EHP stakeholders' representatives is available
for your review on the WHO public website: https://shorturl.at/XzS6c
2
What is the working
language of the EHTF
Bureau?
The EHTF Bureau operates in English (ref. Rule 30).
Are there financial
obligations for Bureau
members?
There are no financial obligations for this position, however, members
interested in supporting resources mobilization or providing in-kind or
financial contributions to the work of the EHP, including by hosting EHTF and
Bureau meetings or the next Ministerial Conference in their countries, are
warmly encouraged to express their interest and consider their possibilities
to contribute.
Are Bureau members
entitled to receive
any compensation for
their commitment?
No, Bureau members are expected to serve on a pro-bono basis. For
members from countries eligible for financial support - and subject to the
availability of resources - it may be possible to cover travel costs for in-
person meetings. In all other cases, Bureau members are expected to cover
any travel costs related to their role, such as attending Bureau or EHTF
meetings in person.
When will the new
Bureau be elected?
The new Bureau is expected to be elected at the 15th EHTF meeting (virtual,
17 June 2025), following Rules 15.1 and 15.6, for a two-year term
(2025−2027).
Who will be elected
to the Bureau?
At its 15th meeting, the EHTF will elect:
• The Chair of EHTF - The current Co-Chair, Prof. Raquel Duarte
Davidson (health sector, United Kingdom), is expected to assume
this role (ref. Report of the fourteenth meeting of the EHTF, para.
65).
• The Co-Chair of EHTF - The incoming co-Chair should represent the
environment sector.
• The outgoing Chair, Ms Brigit Staatsen (environment sector,
Netherlands (Kingdom of the)) will remain as ex-officio member of
the Bureau (ref. Rule 16.3).
• Bureau members from Member States.
• A youth representative.
• Two EHP stakeholders.
What is the process
for submitting a
nomination?
Member States and EHP stakeholders are invited to submit their
nominations, including a short biography and a brief statement of
motivation, using the short online form available here:
https://extranet.who.int/dataformv6/index.php/373488?lang=en
Nominations may also be submitted by email.
3
Members currently serving on the Bureau who wish to be re-elected for the
next two-year term must also submit their nominations.
What is the deadline
for nominations?
Nominations must be submitted no later than 9 May 2025.
What are the criteria
for the Bureau
election?
In the election of Bureau members representing Member States,
consideration will be given to ensuring a balanced representation of the
environment and health sectors, geographic diversity, and a broad range of
experience and expertise.
How will the
nominations be
reviewed?
The EHP Secretariat will compile all the nominations received by the
deadline and present them to the EHTF for review and decision no later than
10 June 2025.
