The Director-General of the World Health Organization (WHO) has the honour to communicate to Members of the Organization, in accordance with Rules 5 and 8 of the Rules
... of Procedure of the Executive Board, the provisional agenda and provisional annotated agenda for the 157th session of the Executive Board, which will be convened on Wednesday, 28 May 2025,1 commencing at 09:30 (CEST) at WHO headquarters, Geneva.
The Executive Board will be held in person. There is no limitation applying to the number of persons registering as part of Member States and Associate Members’ delegations. However, in view of the space restrictions two persons per each Member State may be present in the meeting room where the Executive Board is convened.
Registration can be initiated as of 14 April 2025 by going to the following link: https://indico.un.org/e/EB157. Registration should be completed by 26 May 2025.
In accordance with resolution WHA49.9 (1996), and to support the aim of achievement of SDG 5 (Achieve gender equality and empower all women and girls), the Director-General invites Member States to consider that gender balance be applied to their delegations.

REGISTRATION
Online registration is required to participate in the Executive Board which will be held in person.
Registration can be initiated as of 14 April 2025 by going to the following link: https://indico.un.org/e/EB157 and should be completed by 26 May 2025.
Before each meeting, an invitation will be sent to Member States indicating a link to access the electronic Registration System (INDICO). Each participant is invited to register her/himself.
The WHO Department of Governing Bodies will verify the information received which will then be submitted into the registration system to generate the meeting badges and the list of participants.
CREDENTIALS
The credentials shall be issued by the Head of State, the Head of Government, the Minister for Foreign Affairs, the Minister of Health, or any other appropriate authority, i.e. Permanent Missions and senior government officials, such as Directors-General for Health. A copy of the credentials will have to be uploaded and submitted through the online registration system before the opening of the 157th session of the Executive Board. Credentials should include the following information for each participant: LAST NAME (in capital letters), first name, title, function, institution, city, gender (unless indicated in title).
ACCESS TO WHO HEADQUARTERS
Members of the delegations should register through INDICO in order to collect their badge and access WHO.
In view of the space restrictions, please note that up to two members of each delegation of Member States may be present at a time in the meeting room.
VISAS
Attention is drawn to the strict provisions in force regarding entry into Switzerland – those not having the required visa will be refused entry.
As of 13 December 2008, Switzerland has applied the Schengen visa regulations. Therefore, certain nationalities travelling to WHO headquarters to participate in meetings will require a Schengen visa in order to enter Switzerland.
Since that date, it is no longer sufficient for a participant to present the invitation letter in order to obtain a visa. A visa support letter prepared by WHO/HQ is now required.
Before requesting a visa support letter, participants are advised to contact their nearest Swiss embassy or consulate to determine whether or not they require a visa.
Member States requiring the assistance of WHO to obtain a Swiss Schengen visa are kindly invited to do so when they register for the meeting through INDICO.

6. Management, governance and financial matters
6.1 Evaluation: annual report
In line with WHO’s evaluation policy, approved by the Executive Board in decision EB143(9) (2018), an annual report on evaluation will be submitted to the Board through its Programme, Budget and Administration Committee. It describes the progress made and challenges faced in implementing the policy and the Organization-wide evaluation workplan for 2024–2025, and summarizes the findings of and organizational learning for recently-conducted evaluations. The Board will be invited to note the report and, following from decision EB155(1), to consider the updated evaluation policy (2025) for approval.
6.2 Governance reform
• Improving the effectiveness of the WHO governing bodies: implementation of the discretionary mandate on the postponement of agenda items (decision EB154(3) (2024))
With reference to decision EB154(3) (2024), the report provides an update on the implementation of the discretionary mandate granted to the Chair of the Executive Board starting at the 155th session of the Board to consider, in consultation with the Officers of the Board, the postponement of agenda items with late documentation.

• Matters emanating from the Agile Member States Task Group on Strengthening WHO’s Budgetary, Programmatic and Financing Governance: results of the questionnaire on the preparation of draft resolutions and decisions (decision EB153(2) (2023))
Further to the 153rd session of the Executive Board and decision EB153(2), the report provides an overview of the results of two surveys to assess Member States experience in using the template, checklist and timeline in preparing resolutions and/or decisions for consideration by the Health Assembly. The first survey was conducted following 154th session of the Board and the second following 156th session.
• Proposals for improving the effectiveness of the governing bodies
A report outlining the challenges for improving the effectiveness of the governing bodies, including the management of agendas and resolutions, will be submitted for consideration by the Board.
6.3 Process for the nomination and appointment of Regional Directors (decision EB154(14) (2024))
In accordance with decision EB154(14) (2024), the Director-General will report on the consultations that took place in the regional committees and with Member States regarding possible measures to enhance the transparency, accountability and integrity of the process for the nomination of Regional Directors and submit options for the Board’s consideration.
6.4 Hosted partnerships
The Board will consider reports submitted pursuant to decision EB132(10) (2013), in which, inter alia, it requested its Programme, Budget and Administration Committee to ensure that the arrangements for hosted health partnerships were regularly reviewed on a case-by-case and timely basis in respect of their contributions to improved health outcomes, WHO’s interaction with individual hosted partnerships, and the harmonization of their work with the work of WHO; and to make recommendations for the consideration of the Board, as appropriate, through a standing item on the subject on the Board’s agenda. The Board will be invited to note the reports.

The Director-General will submit to the Board a general annual update on hosted partnerships. The Board will be invited to note the report.

REGISTRATION
Online registration is required to participate in the Executive Board which will be held in person.
Registration can be initiated as of 14 April 2025 by going to the following link: https://indico.un.org/e/EB157 and should be completed by 26 May 2025.
Before each meeting, an invitation will be sent to Member States indicating a link to access the electronic Registration System (INDICO). Each participant is invited to register her/himself.
The WHO Department of Governing Bodies will verify the information received which will then be submitted into the registration system to generate the meeting badges and the list of participants.
CREDENTIALS
The credentials shall be issued by the Head of State, the Head of Government, the Minister for Foreign Affairs, the Minister of Health, or any other appropriate authority, i.e. Permanent Missions and senior government officials, such as Directors-General for Health. A copy of the credentials will have to be uploaded and submitted through the online registration system before the opening of the 157th session of the Executive Board. Credentials should include the following information for each participant: LAST NAME (in capital letters), first name, title, function, institution, city, gender (unless indicated in title).
ACCESS TO WHO HEADQUARTERS
Members of the delegations should register through INDICO in order to collect their badge and access WHO.
In view of the space restrictions, please note that up to two members of each delegation of Member States may be present at a time in the meeting room.
VISAS
Attention is drawn to the strict provisions in force regarding entry into Switzerland – those not having the required visa will be refused entry.
As of 13 December 2008, Switzerland has applied the Schengen visa regulations. Therefore, certain nationalities travelling to WHO headquarters to participate in meetings will require a Schengen visa in order to enter Switzerland.
Since that date, it is no longer sufficient for a participant to present the invitation letter in order to obtain a visa. A visa support letter prepared by WHO/HQ is now required.
Before requesting a visa support letter, participants are advised to contact their nearest Swiss embassy or consulate to determine whether or not they require a visa.
Member States requiring the assistance of WHO to obtain a Swiss Schengen visa are kindly invited to do so when they register for the meeting through INDICO.

In line with WHO’s evaluation policy, approved by the Executive Board in decision EB143(9) (2018), an annual report on evaluation will be submitted to the Board through its Programme, Budget and Administration Committee. It describes the progress made and challenges faced in implementing the policy and the Organization-wide evaluation workplan for 2024–2025, and summarizes the findings of and organizational learning for recently-conducted evaluations. The Board will be invited to note the report and, following from decision EB155(1), to consider the updated evaluation policy (2025) for approval.
6.2 Governance reform
• Improving the effectiveness of the WHO governing bodies: implementation of the discretionary mandate on the postponement of agenda items (decision EB154(3) (2024))
With reference to decision EB154(3) (2024), the report provides an update on the implementation of the discretionary mandate granted to the Chair of the Executive Board starting at the 155th session of the Board to consider, in consultation with the Officers of the Board, the postponement of agenda items with late documentation.

• Matters emanating from the Agile Member States Task Group on Strengthening WHO’s Budgetary, Programmatic and Financing Governance: results of the questionnaire on the preparation of draft resolutions and decisions (decision EB153(2) (2023))
Further to the 153rd session of the Executive Board and decision EB153(2), the report provides an overview of the results of two surveys to assess Member States experience in using the template, checklist and timeline in preparing resolutions and/or decisions for consideration by the Health Assembly. The first survey was conducted following 154th session of the Board and the second following 156th session.
• Proposals for improving the effectiveness of the governing bodies
A report outlining the challenges for improving the effectiveness of the governing bodies, including the management of agendas and resolutions, will be submitted for consideration by the Board.
6.3 Process for the nomination and appointment of Regional Directors (decision EB154(14) (2024))
In accordance with decision EB154(14) (2024), the Director-General will report on the consultations that took place in the regional committees and with Member States regarding possible measures to enhance the transparency, accountability and integrity of the process for the nomination of Regional Directors and submit options for the Board’s consideration.
6.4 Hosted partnerships
The Board will consider reports submitted pursuant to decision EB132(10) (2013), in which, inter alia, it requested its Programme, Budget and Administration Committee to ensure that the arrangements for hosted health partnerships were regularly reviewed on a case-by-case and timely basis in respect of their contributions to improved health outcomes, WHO’s interaction with individual hosted partnerships, and the harmonization of their work with the work of WHO; and to make recommendations for the consideration of the Board, as appropriate, through a standing item on the subject on the Board’s agenda. VISAS
L’attention des participants et des participantes est attirée sur le fait que l’entrée en Suisse est régie par des dispositions strictes : les personnes qui ne sont pas en possession du visa requis se verront refuser l’entrée.
Depuis le 13 décembre 2008, la Suisse applique, en matière de visas, les dispositions en vigueur dans l’espace Schengen. Les ressortissants et ressortissantes de certains États souhaitant venir au Siège de l’OMS pour participer à des réunions doivent donc obtenir un visa Schengen pour entrer en Suisse.
Depuis cette date, il n’est plus possible pour les participants et participantes d’obtenir un visa sur simple présentation de la lettre d’invitation. Il est désormais nécessaire de produire une lettre appuyant la demande de visa préparée par le Siège de l’OMS.
Il est recommandé aux participants et aux participantes, avant de demander une lettre appuyant la demande de visa, de contacter l’ambassade ou le consulat de Suisse le plus proche pour vérifier s’ils ou elles ont besoin d’un visa.
Les États Membres ayant besoin de l’aide de l’OMS en vue d’obtenir un visa Schengen pour la Suisse sont invités à l’indiquer au moment de l’inscription à la réunion sur la plateforme INDICO.

Ce rapport décrit les progrès accomplis et les difficultés rencontrées dans la mise en œuvre de la politique et du plan de travail pour l’évaluation à l’échelle de l’Organisation, 2024-2025, et résume les conclusions des évaluations récemment menées, ainsi que l’apprentissage institutionnel qui s’y rapporte. En ce qui concerne la décision EB154(3) (2024), le rapport fait le point sur la mise en œuvre du mandat discrétionnaire confié au Président ou à la Présidente du Conseil exécutif à partir de la cent cinquante-cinquième session du Conseil l’autorisant à examiner, en concertation avec les membres du Bureau du Conseil, le report éventuel des points de l’ordre du jour pour lesquels la documentation est en retard.
• Questions soulevées par le Groupe de travail des États Membres à fonctionnement souple sur le renforcement de la gouvernance budgétaire, programmatique et financière de l’OMS : résultats du questionnaire sur la préparation des projets de résolution et de décision (décision EB153(2) (2023))
Après la cent cinquante-troisième session du Conseil exécutif et suite à la décision EB153(2), le rapport donne un aperçu des résultats de deux enquêtes visant à évaluer l’expérience des États Membres dans l’utilisation du modèle, de la liste de contrôle et du calendrier pour la préparation des résolutions et/ou des décisions soumises à l’Assemblée de la Santé pour examen. La première enquête a été menée après la cent cinquante-quatrième session du Conseil et la seconde après la cent cinquante-sixième session.
• Propositions en vue d’améliorer l’efficacité des organes directeurs
Un rapport décrivant les défis à relever pour améliorer l’efficacité des organes directeurs, y compris la gestion des ordres du jour et des résolutions, sera soumis au Conseil pour examen.
6.3 Processus de désignation et de nomination des Directrices régionales et Directeurs régionaux (décision EB154(14) (2024))
Conformément à la décision EB154(14) (2024), le Directeur général rendra compte des consultations qui ont eu lieu au sein des comités régionaux et avec les États Membres sur les mesures qui pourraient être prises pour renforcer la transparence, la responsabilisation et l’intégrité du processus de désignation des Directeurs régionaux et des Directrices régionales et soumettra des options au Conseil pour examen.
6.4 Partenariats hébergés
Le Conseil examinera des rapports soumis conformément à la décision EB132(10) (2013), dans laquelle le Conseil a notamment prié le Comité du programme, du budget et de l’administration du Conseil exécutif de veiller à ce que les modalités relatives aux partenariats hébergés soient réexaminées périodiquement et au cas par cas concernant leurs contributions à l’amélioration des résultats sanitaires, l’interaction de l’OMS avec chacun des partenariats hébergés et l’harmonisation de leurs activités avec celles de l’OMS ; ainsi que de formuler des recommandations à soumettre à l’examen du Conseil, le cas échéant, moyennant l’inscription systématique d’un point sur ce sujet à l’ordre du jour du Conseil. ВИЗЫ
Просьба обратить внимание на действующие строгие положения касательно въезда в Швейцарию — лицам, не имеющим необходимой визы, будет отказано во въезде.
Начиная с 13 декабря 2008 г. Швейцарией применяются правила Шенгенского визового режима. Поэтому гражданам некоторых стран, направляющимся для участия в совещаниях, проводимых в штаб-квартире ВОЗ, для въезда в Швейцарию требуется получение шенгенской визы.
Начиная с указанной даты представление участниками пригласительного письма недостаточно для получения визы. В настоящее время требуется представление подготовленного штаб-квартирой ВОЗ письма о визовой поддержке

В нем освещается достигнутый прогресс и трудности, возникающие при осуществлении политики и общеорганизационного плана работы по оценке на 2024–2025 гг., а также кратко излагаются результаты недавно проведенных оценок и сделанные организационные выводы. Исполкому будет предложено принять доклад к сведению и в соответствии с решением EB155(1) рассмотреть вопрос об утверждении пересмотренной политики в области оценки (2025 г.).

В докладе со ссылкой на решение EB154(3) (2024 г.) представлена обновленная информация об осуществлении возложенного на Председателя Исполнительного комитета начиная со 155-й сессии дискреционного мандата по рассмотрению в консультации с должностными лицами Исполкома вопроса о переносе пунктов повестки дня, по которым документация была представлена с опозданием.
• Вопросы, возникшие по итогам работы Гибкой целевой группы государств-членов по усилению управления бюджетом, программами и финансами ВОЗ: результаты опроса, касающегося подготовки проектов резолюций и решений (решение EB153(2) (2023 г.))
В докладе во исполнение поручений 153-й сессии Исполнительного комитета и решения EB153(2) обобщаются результаты двух опросов, проведенных для оценки опыта использования государствами-членами стандартных шаблонов, графика и контрольного перечня при подготовке резолюций и/или решений, предназначенных для рассмотрения Ассамблеей здравоохранения. Первый опрос был проведен после 154-й сессии Исполкома, а второй – после 156-й сессии.
• Предложения по повышению эффективности работы руководящих органов
На рассмотрение Исполкома будет представлен доклад с изложением трудностей, препятствующих повышению эффективности работы руководящих органов, в том числе по ведению повесток дня и резолюций.
6.3 Процедура выдвижения и назначения директоров региональных бюро (решение EB154(14) (2024 г.))
В соответствии с решением EB154(14) (2024 г.) Генеральный директор представит доклад о проведенных с региональными комитетами и государствами-членами консультациях относительно возможных мер по повышению транспарентности, подотчетности и добросовестности процедуры выдвижения кандидатур на должности директоров региональных бюро и представит на рассмотрение Исполкома различные варианты действий.
6.4 Размещенные партнерства
Исполком рассмотрит доклады, представленные ему в соответствии с решением EB132(10) (2013 г.), в котором он, в частности, поручил своему Комитету по программным, бюджетным и административным вопросам обеспечить регулярное рассмотрение на индивидуальной и своевременной основе механизмов, регулирующих прием и размещение партнерств в области здравоохранения, с учетом их вклада в улучшение результатов в отношении здоровья, взаимодействия ВОЗ с индивидуальными партнерствами при ВОЗ и гармонизации их работы с работой ВОЗ; и в соответствующих случаях представлять на рассмотрение Исполкома рекомендации

Para participar en la reunión del Consejo Ejecutivo, que se celebrará presencialmente, es necesario ins- cribirse en línea.

Antes de cada reunión se enviará a los Estados Miembros una invitación en la que habrá un enlace para acceder al sistema electrónico de inscripción (INDICO). Se invita a cada participante a inscribirse por sí mismo.
El Departamento de Órganos Deliberantes de la OMS, tras verificar la información recibida, la integrará en el sistema de inscripciones con el fin de generar las tarjetas identificativas para la reunión y la lista de participantes.
CREDENCIALES
Las credenciales habrán de ser expedidas por el Jefe de Estado, el Jefe de Gobierno, el Ministro de Relaciones Exteriores, el Ministro de Salud o cualquier otra autoridad competente, por ejemplo, las misiones permanentes o altos funcionarios gubernamentales, tales como los directores generales de salud. VISADOS
Se señalan a la atención de los participantes las estrictas disposiciones vigentes con respecto a la entrada a Suiza: se denegará la entrada a quienes no dispongan del visado requerido.
Desde el 13 de diciembre de 2008, Suiza aplica la normativa de visados de Schengen. En consecuencia, los nacionales de determinados países que deseen desplazarse a la Sede de la OMS para participar en reuniones necesitarán un visado Schengen con el fin de entrar en Suiza.
Desde esa fecha, para obtener un visado ya no basta con que el participante muestre una carta de invitación. Ahora se requiere una carta de apoyo para la obtención del visado preparada por la Sede de la OMS.
Antes de solicitar una carta de apoyo para la obtención del visado, se recomienda a los participantes que se pongan en contacto con la embajada o el consulado de Suiza más cercanos para determinar si necesitan o no un visado.
Se invita a los Estados Miembros que necesiten la asistencia de la OMS a fin de obtener un visado Schengen para entrar en Suiza a que lo comuniquen cuando se inscriban para la reunión por conducto de INDICO.

Con referencia a la decisión EB154(3) (2024), el informe proporciona información actualizada sobre la aplicación del mandato discrecional otorgado a la Presidencia del Consejo Ejecutivo a partir de la 155.ª reunión del Consejo para considerar, en consulta con la Mesa del Consejo, el aplazamiento de los puntos del orden del día con documentación atrasada.
Cuestiones derivadas del Grupo de Tareas Versátil de los Estados Miembros sobre el Fortalecimiento de la Gobernanza Presupuestaria, Programática y Financiera de la OMS: resultados del cuestionario sobre la preparación de proyectos de resolución y decisión (decisión EB153(2) (2023))
A raíz de la 153.ª reunión del Consejo Ejecutivo y la decisión EB153(2), en el informe se ofrece un panorama general de los resultados de dos encuestas para evaluar la experiencia de los Estados Miembros con el uso de la plantilla, la lista de verificación y el cronograma para la preparación de resoluciones y/o decisiones con miras a su examen por la Asamblea de la Salud. La primera encuesta se llevó a cabo después de la 154.ª reunión del Consejo, y la segunda, después de la 156.ª reunión.
Propuestas para mejorar la eficacia de los órganos deliberantes
Se someterá a la consideración del Consejo un informe en el que se esbozarán los desafíos para mejorar la eficacia de los órganos deliberantes, incluida la gestión de los órdenes del día y las resoluciones.
6.3 Proceso de propuesta de nombramiento y nombramiento de Directores Regionales (decisión EB154(14) (2024))
De conformidad con la decisión EB154(14) (2024), el Director General informará sobre las consultas celebradas en los comités regionales y con los Estados Miembros sobre posibles medidas para aumentar la transparencia, la rendición de cuentas y la integridad del proceso de propuesta de nombramiento de Directores Regionales y someterá opciones a la consideración del Consejo.
6.4 Alianzas acogidas
El Consejo examinará los informes presentados en virtud de la decisión EB132(10) (2013), en la que, entre otras cosas, el Consejo pidió al Comité de Programa, Presupuesto y Administración que procurara examinar periódicamente los arreglos de las alianzas en pro de la salud acogidas, una por una y oportunamente, con respecto a sus aportaciones a la mejora de los resultados de salud, la interacción de la OMS con cada alianza acogida y la armonización del trabajo de aquellas con el de la OMS; y que formulara recomendaciones para su consideración por el Consejo, según correspondiera, mediante un punto permanente sobre este tema en el orden del día de las reuniones del Consejo. 10. Clausura de la reunión
Nota:
El 7 de marzo de 2025, y de conformidad con el artículo 8 del Reglamento Interior del Consejo Ejecutivo, el Director General envió el proyecto de orden del día provisional a los Estados Miembros para que formularan observaciones. Finalizado el plazo el 19 de marzo de 2025, no se había recibido de los Estados Miembros ninguna propuesta de inclusión de puntos adicionales en el orden del día.
