If You will be the broker between the legal entities in EU there is no any obligation in the cosmetic regulation concerning this activity.

Cosmetic products are regulated by Regulation (EC) No 1223/2009 of the European Parliament and of the Council of 30 November 2009 on cosmetic products, consolidated text is available at the webpage https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A02009R1223-20240424

But You have to know that the cosmetic products has to be notified in CPNP (cosmetic product notification portal) by the responsible person in EU (importer) and also notifications on this product distribution has to be made by the distributor at the country of distribution.

The labelling of the products has to comply with art.19 of the cosmetic regulayion.

Also the sticker at the national language where the product will be distributed has to be attached to the packaging.
