Thank you for the question.
Sandra receives the salary from the Swiss programme. There will be nothing on top of that. We are simply applying that her salary remains eligible under the Swiss programme while she participates in the event, which is organised and funded within the ESF and takes place outside the EU-13 and Switzerland.

Thank you for the request.
In general the content part sounds fine and seems to be relevant. However, we would like more clarification regarding costs: Only payroll (salary and taxes of the salary) . How does this work? Is this on top of the salary that Swiss programme is already paying? Sandra will be going to the event as part of ESF but her salary will be paid from the Swiss programme?
We would need a bit more explanation regarding this.

Hereby I’m sending a request regarding participation at a coming study visit to Portugal on May 13th – 17th, 2025.
Please consider the following request for approval of work assignments abroad suitable for the program:
Participants: Sandra Paulus, Swiss-Estonian Cooperation Program Social Innovation component activities coordinator
Date and place: 13. – 17.05.2025, Portugal
Event: study visit regarding youth engagement and social innovation, organized by the National Foundation of Civil Society in Estonia, within a European Social Fund project which aims to increase the impact and sustainability of civil society and support its development
Overview of the event:
The aim of the study visit is to meet local organizations and governments regarding social innovation and youth engagement in four regions – Lisbon city, Setubal, Torres Vedras and Sintra.
A detailed schedule of the study visit is yet to arrive, an overview of the general agenda is as follows:
13th May: arrival to Lisbon, meeting with the Lisbon Youth Centre: https://cjl.ipdj.gov.pt/en/home
14th May: meeting with Setubal’s local goverment, incl. learning about youth programmes and local governance: https://www.mun-setubal.pt/programas-municipais-para-a-juventude/

Purpose for participating:
The aim of participating is to gather good practices and contacts regarding social innovation to gather input into the following CH-EE project activities:
Three major challenges regarding the Estonian social innovation ecosystem are: raising the awareness and involvement of local governments, policymaking and funding. As Portugal is a pioneer in terms of social innovation, the expected value of participating in this study visit is to learn from Portugals’ experience and practices regarding local goverments’ support to social innovation, including how they involve young people in activities aimed at social innovation. As local governments’ role in the Estonian social innovation ecosystem needs developing and local goverments are one of the key stakeholders in enabling a supportive ecosystem for social innovation, also in terms of supporting social cohesion, it would be beneficial to learn about good practices and identify approaches that could be transferable to the Estonian context, in order to support sustainability and impact of innovative solutions.
Learning about Portugal’s social innovation ecosystem on local governments’ level and how it has been achieved can support our activities within the project in order to support raising awareness of local governments and to better engage them into the projects’ activities.
There is also an opportunity to meet one-on-one with representatives of organizations involved in social innovation, in order to get more specific input into our projects’ activities.
Good practices, methods and approaches regarding social innovation serve as input into awareness-raising materials (depending on the input, either an article, podcast episode, newsletter content etc).
Costs: Only payroll (salary and taxes of the salary). Accommodation, travel insurance, flight tickets, daily subsidies, travelling to and from airports are covered by the organizers of the study visit.
