On behalf of the Ministry of Justice of the Republic of Latvia and the Ministry of Justice of the

Republic of Finland, we are pleased to invite you to the Nordic-Baltic Council of Ministers

expert seminar on Nordic-Baltic Cooperation with Ukraine in the area of Justice 2025.

The aim of the seminar is to bring together experts from the Nordic-Baltic region and Ukraine

to discuss effective coordination and support for Ukraine in various areas of justice. The

seminar will provide a platform to exchange best practices, strengthen regional cooperation,

and identify concrete steps to enhance assistance efforts, based on the needs expressed by

Ukraine. This seminar is being organized within the NB8 regional cooperation framework,

which includes Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden.

The seminar will take place on May 15, 2025 starting at 9:00 a.m., in Wellton Riverside SPA

Hotel, address: 11. Novembra krastmala 33, Riga, Latvia.

This invitation is extended to a delegation of up to five experts, including professionals in areas

such as European integration, prison and probation systems, and alternative dispute resolution.

Additionally, we are pleased to invite participants to a reception on the evening of May 14,

starting at 6:00 p.m. The detailed programme, including the venue for the reception, will be

shared in due course.

Discussion between NB8 states and Ukraine on how to effectively coordinate and

provide aid for Ukraine in implementing necessary reforms.

Proposed focus: 1) Resocialization of prisoners, dynamic safety, risk and needs

assessments, personal training and development, mentoring systems); 2) How can

NB8 states provide aid with the continuous development of Ukraine’s probation

system?

14:30- 16:00 Working group on alternative dispute resolution

Discussion between NB8 states and Ukraine on how to effectively implement different

ADR methods in judicial systems and how can NB8 states coordinate and provide aid

to Ukraine in the field of ADR.
