In accordance with the Tobacco Act:

§ 10². Notification of ingredients of electronic cigarettes and refill containers

1. Undertakings importing electronic cigarettes or refill containers, including nicotine-free cigarettes or refill containers, into Estonia for transfer or undertakings manufacturing these in Estonia submit to the Health Board a report in electronic form six months before the intended placing on the market of a product or for each substantial modification of the product. The report is submitted in accordance with the format provided in European Commission Implementing Decision (EU) 2015/2183 establishing a common format for the notification of electronic cigarettes and refill containers (OJ L 309, 26.11.2015, pp 15–27) which contains, depending on whether the product is an electronic cigarette or a refill container, the following information:

2) a list of all ingredients contained in, and emissions resulting from the use of, the product, by brand name and type, including quantities thereof;

As refillable containers have different volumes (e.g. 2 ml and 10 ml), their notifications must be registered under different ECID numbers.

Dear Sir or Madam,

We kindly request your advice on the registration of products containing e-cigarette liquid in your country under current European Union legislation.

Can refill containers consisting of the same product (with identical composition) but varying only in terms of volume (e.g. 2 ml and 10 ml) and bottle shape be registered under a single ECID number?

We would be grateful for your interpretation of the applicable regulations in this regard and guidance on any additional procedural requirements.
