Title of this year's conference:. "DISINFORMATION AND INFORMATION CYBER SECURITY OF THE XXI CENTURY". - STRATCOM GDANSK Today, in the age of war, we often hear about hypersonic missiles, thermobaric bombs, cluster bombs and so on. We are slowly becoming familiar with such terms, and some are even beginning to feel expert in this military terminology. Quite quickly, an awareness of war, bombing and death is building up. Real and imminent. However, we rarely think about the fact that war is also being waged in another theatre of operations: information operations. We have long known that information is a commodity, but today we have also realised that it can be a weapon, a tool of aggression. We can see more and more clearly what power it manifests, capable of attacking millions of people - their way of perceiving the world and other people, how it can influence the creation of opinions, attitudes and, consequently, actions, how it can change judgements and decisions and even arouse hatred. Today, we can also see the power of DEZINFORMATION to attack millions of people's consciousnesses, perceptions, thinking, opinions and, consequently, actions and behaviours. What is information? How do we characterise disinformation? Where can the boundaries be drawn? How does freedom of expression relate to the need to protect against manipulation? Who can and should decide what is information and what is disinformation? Should disinformation be punished? It is time to start thinking seriously about these questions!

During the 3rd Conference, we will also focus our attention on information activities and the impact of these activities on the functioning of local governments in Poland, as the democratic institutions closest to the citizen. We will discuss the problems and dangers of disinformation and negative narration, the consequences of misrepresentation, the use of these techniques in political struggle and how to deal with false information in the Internet media. Important from the point of view of the location of the countries grouped around the Baltic Sea is the exchange of experiences and good practices in every space affected by cyber information security. During the Conference, it is planned to sign a letter of intent to launch the STRATCOM Information Strategy Centre in Gdansk in cooperation with the Baltic Sea States.
Planned conference programme: The event will be debated in three panel discussions. In each of the thematic panels related to the areas of information creation, message tools and defensive actions, awareness building in the field of education of generations. After each part, the audience will have the opportunity to ask questions to the experts. On the second day of the Conference, 6 expert workshops are planned to be held simultaneously in two time panels and a 'summer school' for secondary school pupils, students organised on the terrace of the building where the main part of the Conference will be held. During the conference the "OKSYMORON OF THE YEAR 2024" will be awarded - statuette awarded for a public statement, action, project or publication in the field of media, politics, advertising, drawing attention to a hitherto overlooked issue, having groundbreaking significance or overturning a myth, taboo. Attached to the Invitation is the Conference Programme. If you respond positively to the invitation, please send us a confirmation and let us know if we can count on your personal attendance or that of a representative. Once we have received a positive response, we will send detailed information related to the organisational arrangements.

3. Brittany Kaiser - co-founder of the Own Your Data foundation. Cambridge Analytica whistleblower. Brittany Kaiser is co-founder of the Own Your Data Foundation. She is also co-founder of the Digital Asset Trade Association (DATA), a non-profit lobbying firm that promotes legislative reform to protect the rights of individuals to control their digital assets. To raise awareness of data rights, she co-founded the Own Your Data Foundation to promote digital literacy education. Aware of the challenges posed by disinformation and threats in the information cyberspace, we declare our willingness to work together to counter these phenomena and build a strong information cyber security in Poland. In view of current world events, especially in the context of the war in Ukraine and the change in the US security paradigm, we jointly believe that it is necessary to unite forces to protect society from information threats. The war in Ukraine has highlighted how disinformation and cyber attacks can destabilise states and influence public opinion. An example is the Russian aggression, which was accompanied by massive disinformation campaigns aimed at weakening public morale and introducing information chaos, including affecting the stability of democracy and democratic election processes. Cooperation between our actors will allow for.
1. Share experiences and best practices:. By sharing knowledge and experiences, we can better understand the mechanisms of disinformation and respond to them more effectively.

2. Implementing joint education and information projects:
Educating the public on how to recognise and counter disinformation is crucial. Joint initiatives, such as information campaigns or training, can increase citizens' awareness of the dangers of disinformation.
3. Responding more effectively to threats in the information space: Through integrated action, we can identify and neutralise disinformation more quickly. Cooperation between government, local authorities, NGOs and universities is essential to effectively counter Russian, and other, disinformation.
4. Creating and promoting ethical standards in communication:. Establishing common principles and guidelines for information integrity will strengthen public trust in the media and institutions. Such standards could include codes of conduct for journalists and media organisations to promote transparency and accountability in the reporting of information.
5. International cooperation: By joining forces with foreign partners, we can better counter cross-border disinformation campaigns. Cooperation within the European Union and NATO allows for the exchange of information and strategies, making action against disinformation more effective.
6. Indications for the introduction of core curriculum reforms in education at every level. Wide-ranging measures to support the education of generations. Our long-range goal is to create a structure in Poland, in Gdansk, along the lines of
StratCom, which would effectively prevent disinformation and strengthen cyber security. StratCom, or strategic communications, plays a key role in achieving political and military
objectives, ensuring appropriate, timely and accurate communication about operations and missions. In Poland, there is a need to integrate activities in this area in order to effectively respond to modern information threats.
We believe that our joint efforts will contribute to increasing the public's resilience to disinformation and strengthening the country's digital security.

During the 3rd Conference, we will also focus our attention on information activities and the impact of these activities on the functioning of local governments in Poland, as the democratic institutions closest to the citizen. We will discuss the problems and dangers of disinformation and negative narration, the consequences of misrepresentation, the use of these techniques in political struggle and how to deal with false information in the Internet media. Important from the point of view of the location of the countries grouped around the Baltic Sea is the exchange of experiences and good practices in every space affected by cyber information security. During the Conference, it is planned to sign a letter of intent to launch the STRATCOM Information Strategy Centre in Gdansk in cooperation with the Baltic Sea States.
Planned conference programme: The event will be debated in three panel discussions. In each of the thematic panels related to the areas of information creation, message tools and defensive actions, awareness building in the field of education of generations. After each part, the audience will have the opportunity to ask questions to the experts. On the second day of the Conference, 6 expert workshops are planned to be held simultaneously in two time panels and a 'summer school' for secondary school pupils, students organised on the terrace of the building where the main part of the Conference will be held. During the conference the "OKSYMORON OF THE YEAR 2024" will be awarded - statuette awarded for a public statement, action, project or publication in the field of media, politics, advertising, drawing attention to a hitherto overlooked issue, having groundbreaking significance or overturning a myth, taboo. 3. Brittany Kaiser - co-founder of the Own Your Data foundation. Cambridge Analytica whistleblower. Brittany Kaiser is co-founder of the Own Your Data Foundation. She is also co-founder of the Digital Asset Trade Association (DATA), a non-profit lobbying firm that promotes legislative reform to protect the rights of individuals to control their digital assets. To raise awareness of data rights, she co-founded the Own Your Data Foundation to promote digital literacy education. Kaiser is the lead character in the Netflix original documentary "The Great Hack" , which premiered at the Sundance Film Festival. Aware of the challenges posed by disinformation and threats in the information cyberspace, we declare our willingness to work together to counter these phenomena and build a strong information cyber security in Poland. In view of current world events, especially in the context of the war in Ukraine and the change in the US security paradigm, we jointly believe that it is necessary to unite forces to protect society from information threats. The war in Ukraine has highlighted how disinformation and cyber attacks can destabilise states and influence public opinion. An example is the Russian aggression, which was accompanied by massive disinformation campaigns aimed at weakening public morale and introducing information chaos, including affecting the stability of democracy and democratic election processes. Cooperation between our actors will allow for.
1. Share experiences and best practices:. By sharing knowledge and experiences, we can better understand the mechanisms of disinformation and respond to them more effectively.

2. Implementing joint education and information projects:
Educating the public on how to recognise and counter disinformation is crucial. Joint initiatives, such as information campaigns or training, can increase citizens' awareness of the dangers of disinformation.
3. Responding more effectively to threats in the information space: Through integrated action, we can identify and neutralise disinformation more quickly. Cooperation between government, local authorities, NGOs and universities is essential to effectively counter Russian, and other, disinformation.
4. Creating and promoting ethical standards in communication:. Establishing common principles and guidelines for information integrity will strengthen public trust in the media and institutions. Such standards could include codes of conduct for journalists and media organisations to promote transparency and accountability in the reporting of information.
5. International cooperation: By joining forces with foreign partners, we can better counter cross-border disinformation campaigns. Cooperation within the European Union and NATO allows for the exchange of information and strategies, making action against disinformation more effective.
6. Indications for the introduction of core curriculum reforms in education at every level. Wide-ranging measures to support the education of generations. Our long-range goal is to create a structure in Poland, in Gdansk, along the lines of
StratCom, which would effectively prevent disinformation and strengthen cyber security. StratCom, or strategic communications, plays a key role in achieving political and military
objectives, ensuring appropriate, timely and accurate communication about operations and missions. In Poland, there is a need to integrate activities in this area in order to effectively respond to modern information threats.
We believe that our joint efforts will contribute to increasing the public's resilience to disinformation and strengthening the country's digital security.
