Hereby I answer to your questions.

1.         According to the legislation, each year different set of combined warnings must be applied to packs – please clarify what steps must be taken to receive illustrations of the combined set of health warnings. Should we send an request in written form or is there any form that must be filled? And to whom it must be addressed? Print files of combined warnings you can get from our ministry.

2.         We plan to distribute both paper packaging and metal boxes. Do the regulations for combined health warnings fully apply to metal boxes as well? Additionally, must all information be printed directly on the metal packaging, or can some of it be applied via a sticker? Warning can be a sticker too, but it should be non-removable and permanent sticker.

3.         Is it mandatory to display the full address of the manufacturer and/or the full address of the distributor on the packaging? Full address is not required.

4.         Could you provide the specific dimensions for excise stamps and clarify if there is a designated location on the packaging where the stamp must be placed? Additionally, § 10⁴.  State fee for review, amendment, publication and storage of notification, and fees for assessment of information

 (1) The person submitting a notification specified in §§ 10–10³ of this Act pays a state fee for the review and amendment of the notification according to the rate provided in the State Fees Act before submitting the notification.

 (2) The person submitting a notification specified in §§ 10–10³ of this Act pays a state fee for the publication and storage of the notification according to the rate provided in the State Fees Act by 31 March each year.

 (3) Upon submission of a notification specified in §§ 10–10³ of this Act, the person submitting the notification pays the Health Board for the assessment of the information contained therein as follows:
 1) the fee for the assessment of one substance in e-liquid is 240 euros;
 2) the fee for the assessment of emissions from e-liquids of electronic cigarettes and refill containers is 965 euros.

 (4) Upon submission of a notification on the sales volumes of tobacco products and products related to tobacco products, the person submitting the notification pays the Health Board 240 euros for the assessment of the notification.

State Fees Act:

§ 298⁴.  Notification of tobacco products and products related to tobacco products

 (1) A statutory fee of 5000 euros is paid for consideration of a notification of tobacco products and products related to tobacco products.

 (2) A statutory fee of 740 euros is paid for amendment of a notification of tobacco products and products related to tobacco products.

 (3) A statutory fee of 100 euros per year is paid for publication and storage of a notification of tobacco products and products related to tobacco products.
