The Public Services Agency of the Republic of Moldova extends its greetings to the Department of Transport of the Republic of Estonia and has the honour to inform you of our institution's intention to organise a working visit to your headquarters in June 2025.
The main purpose of the visit is to gain detailed insight into Estonia's practices in the field of vehicle registration, within the context of European legislation. We are particularly interested in the following aspects:
Vehicle registration procedures: We wish to become acquainted with the specific steps involved in these processes, as well as the required documentation and applicable deadlines.
Use of the "EUCARIS" tools: Considering that Estonia is a member of the Treaty concerning the European Car and Driving Licence Information System (EUCARIS), signed on 29 June 2000 in Luxembourg, and the Republic of Moldova is in the process of acceding to this treaty, we would like to familiarise ourselves with your experience in utilising the EUCARIS platform.
Initial registration and re-registration of vehicles: We are interested in the specific procedures for the initial registration of both new and used vehicles, as well as the re-registration of already registered vehicles. Additionally, we would like to obtain more information on the issuance of duplicate registration certificates and the deregistration of vehicles.
Driver test: We would like to know how the theory test process works, how the exam is programmed, what security measures are in place to prevent fraud, and how the questions in the questionnaire are developed

and updated. For the practical exam, we want to know how error quantification is done, if there are any exam automation applications, fraud prevention methods, how the exam is conducted, and how the test yard is arranged for categories A and C.
Driving licence and right to drive: In the context of EU accession, we would like to know what are the most important issues to be considered when aligning the regulatory framework, what are the potential gaps, and what challenges might be encountered.
The infrastructure: We would like to know the technical and design aspects related to the buildings and utilities (places for the examination of vehicles, examination classrooms, front and back offices, service areas, parking facilities, etc.) of the territorial points of service provision for vehicle owners and drivers.
We are confident that the exchange of experience with an authority of your impeccable reputation will be extremely beneficial for the improvement of our own procedures and the services provided to the citizens of the Republic of Moldova.
We kindly ask you to confirm your availability to receive our delegation during the period in June 2025. Round-trip travel expenses, accommodation, and per diem for our delegation will be covered by the Moldovan side.
