My name is Carola Bertone, I work as a Junior Policy Analyst at the OECD, and I am currently working on a project in Latvia with a focus on market surveillance which is supported by the European Commission (SG REFORM) and funded through the Technical Support Instrument (TSI). As part of this project, we are also looking into the supervision of non-road machinery, specifically the registration, technical supervision, and market surveillance of tractors and trailers.

As part of our benchmarking research, we aim to gather information on how supervision systems are implemented across various countries in the EU. We would greatly appreciate it if you could share some insights on the following:

1. 1. Could you please confirm whether your authority is responsible for the registration, technical supervision, and market surveillance of non-road machinery in your country? If not, would you kindly indicate which authority(-ies) is responsible for these activities?

Yes, the Estonian Transport Administration is responsible for maintaining the motor vehicle register and for the registration of vehicles, including certain types of non-road mobile machinery. Also supervision over the technical inspection and market surveillance.

2. 2. How does the registration and supervision scheme work, and how many human resources are employed in public administration to ensure these activities? How many tractors and trailers are registered / supervised?

The registration and supervision scheme in Estonia is managed by the Estonian Transport Administration. All vehicles, including tractors and trailers used on public roads, must be registered in the motor vehicle register. The process involves technical inspection, verification of ownership documents, and compliance with relevant national and EU regulations.

The technical supervision of vehicles used on public roads (including tractors and trailers) is conducted through periodic roadworthiness tests. Non-road mobile machinery that is not used on public roads is generally not subject to mandatory registration.

3. 3. Could you provide details on the process of market surveillance of tractors and trailers in your country, as well as the resources employed for this activity?

Market surveillance mainly relies on verifying that the information provided in the type-approval documentation matches the actual characteristics of the vehicle. This ensures that vehicles placed on the market comply with safety, environmental, and technical requirements. Cooperation with the Customs authorities is frequent to ensure that products entering the market from third countries also meet the applicable requirements.

4. 4. Any other relevant information regarding how non-road machinery is monitored or controlled would be greatly appreciated.
