The Director General of Civil Aviation, Government of India, presents its compliments to
Director General, Estonian Transport Administration, Estonia and has the honour to state that
the Government of India intends to seek re-election to the Council of the International Civil
Aviation Organisation (ICAO). The election to this body is scheduled to be held during the 42nd
General Assembly of ICAO in Montreal, Canada, from 23rd September 2025 to 03rd October 2025.
2. India intends to present its candidature for election as a Part II member, i.e., States that
make the largest contribution to the provision of facilities for international civil air navigation but
are not members of Part I. India has been a member of the ICAO Council since ICAO's inception
in 1944 and has always been elected under Part II. An ‘Aide Memoire' highlighting India's contribution to international civil aviation is enclosed for your kind consideration.
3. The DGCA of India has the honour to solicit the support of the Government of Estonia for
India's candidature for election to the ICAO Council through the good offices of Estonia.
4. DGCA of India avails itself of this opportunity to renew to the Estonia assurances of its
highest consideration.
