Letter of Recommendation
The Estonian Lifeboat Institution, Eesti Merepäästeühing, a non-profit organization,
contributes to the Estonian SAR system by coordinating the voluntary non-emergency maritime
assistance service for small vessels, known as Trossi. This service focuses on providing
technical support and towing services to small vessels in non-distress situations.
The Estonian Lifeboat Institution contributes to the development of Estonian voluntary non-
emergency maritime assistance sector by coordinating cooperation between voluntary SAR
units, supporting training, and ensuring preparedness to assist small vessels at sea.
The Estonian Lifeboat Institution is also a key partner of the Joint Rescue Coordination Centre
(JRCC Tallinn) and acts as the central coordinating body for the Trossi voluntary maritime
assistance network, which supports assistance efforts along the entire Estonian coastline. By
offering training opportunities, coordinating equipment and support, and guiding development
efforts, the Estonian Lifeboat Institution helps strengthen the capacity of voluntary SAR units
and their role in Estonia’s maritime safety.
At the international level, the Estonian Lifeboat Institution is an active and valued member of
the International Maritime Rescue Federation (IMRF), having contributed to international
cooperation and best practice sharing for over 15 years.
Recognizing its professionalism and dedication, the Estonian Police and Border Guard Board,
as the authority responsible for maritime search and rescue, fully supports and recommends the
Estonian Lifeboat Institution as a trusted and competent partner in developing Estonia voluntary
maritime rescue and non-emergency assistance system.
