In follow-up to the message below, we are pleased to invite you to the fifteenth meeting of the European Environment and Health Task Force (EHTF), which will be held virtually: 📅 Tuesday, 17 June 2025 | 🕤 09:30–15:30 CEST.
The EHTF consists of officially nominated focal points from all WHO European Member States and representatives
of the stakeholders. The list of EHTF members is available for your review on the WHO
public web site. We kindly ask you to review it and inform
us if any changes are needed.
The meeting aims to:
- Review progress made by Member States, EHP stakeholders, and EHP Partnerships in implementing the Budapest Declaration commitments;
- Discuss the draft outline of the EHTF Programme of Work for 2026–2027, with a view to shaping our collective priorities; and
- Elect a new EHTF Bureau to guide future activities.
For further information, please see attached the scope and purpose and the provisional agenda for the meeting.
The remaining working documents will be shared and uploaded to the EHP SharePoint website (https://worldhealthorg.sharepoint.com/sites/ws-EEHP/default.aspx).

ЦГОСЗ состоит из официально назначенных координаторов из всех государств-членов в Европейском регионе ВОЗ и представителей
заинтересованных сторон. Перечень членов ЦГОСЗ представлен на

сообщить, если требуются какие-либо изменения.
Цели совещания:
- оценить прогресс, достигнутый государствами-членами, заинтересованными сторонами ЕПОСЗ и Партнерствами ЕПОСЗ в реализации обязательств, принятых в рамках Будапештской декларации;
- обсудить проект структуры Программы работы ЦГОСЗ на 2026–2027 гг., определяющей наши общие приоритеты;
- избрать новый состав Коллегии ЦГОСЗ для руководства дальнейшей деятельностью;

Scope and purpose
By adopting the Budapest Declaration in 2023, countries reaffirmed their commitment to
strengthening policies and actions that protect people's long-term health and the environments they
depend on. To support its implementation, they established a new mechanism European
Environment and Health Process (EHP) Partnerships.
Since then, the broader context for implementation has continued to evolve. Health and
environmental conditions are increasingly shaped by a range of interconnected factors−including
geopolitical changes, demographic trends, the growing burden of chronic disease, and rapid
technological development. These shifts reinforce the relevance of the Budapest Declaration and
the need for continued coordinated action.
The fifteenth meeting of the EHTF will provide a platform to assess progress, strengthen
collaboration, and identify the transformational shifts needed to navigate this complexity, build
resilience, and seize emerging opportunities. The meeting will also introduce the WHO/Europe
Second European Programme of Work (2026–2030) currently under development.
The EHTF members will have the opportunity to shape the 2026–2027 Programme of Work by
reviewing the draft outline and contributing ideas on its strategic direction, priorities, and actions.
They will also exchange updates on major global, regional, and subregional developments relevant
to environment and health with the aim of fostering synergies and strengthening coordination.
The EHTF will elect a new Bureau for the 2025–2027 mandate to support the Task Force in
carrying out the responsibilities entrusted to it.
In addition, the EHTF will discuss recent work undertaken through the six EHP Partnerships,
including achieved results and future plans. It will review the Partnerships’ annual report and
promotional materials, and consider ongoing efforts to enhance their visibility through the
WHO/Europe website.
The EHTF meeting is intended for national focal points of the EHTF and the EHP Partnerships, as
well as representatives of international, intergovernmental and nongovernmental organizations,
academia, and other key stakeholders working in the field of environment and health.

Цели и задачи
Приняв в 2023 г. Будапештскую декларацию, страны подтвердили свою приверженность задаче
укрепления мер политики и действий, направленных на защиту здоровья людей в долгосрочной
перспективе и окружающей среды, от которой они зависят. Для поддержки осуществления этой
декларации они учредили новый механизм партнерств в рамках Европейского процесса
«Окружающая среда и здоровье» (ЕПОСЗ) (на англ. яз.).
За минувший период общая ситуация, в которой происходит воплощение декларации в жизнь,
не переставала меняться. Здоровье людей и состояние окружающей среды все чаще
определяются разнообразными взаимосвязанными факторами, включая геополитические
изменения, демографические тенденции, увеличивающееся бремя хронических заболеваний и
стремительное развитие технологий. Эти изменения еще больше подчеркивают актуальность
Будапештской декларации и необходимость дальнейших скоординированных действий.
Пятнадцатое совещание ЦГОСЗ станет площадкой для оценки успехов, укрепления
сотрудничества и определения преобразующих изменений, необходимых для того, чтобы
ориентироваться в лабиринте сложных задач, наращивать устойчивость и использовать новые
возможности. Кроме того, на совещании будет представлена находящаяся в процессе
разработки Вторая европейская программа работы ЕРБ ВОЗ на 2026–2030 гг. (на англ. яз.).
Члены ЦГОСЗ получат возможность сформировать Программу работы на 2026–2027 гг.,
проанализировав проект ее плана и предложив идеи, касающиеся стратегического направления,
приоритетов и мероприятий. Они также обменяются новой информацией о важнейших
глобальных, региональных и субрегиональных событиях в области окружающей среды и
здоровья, чтобы способствовать достижению эффекта синергии и укрепить координацию.
На совещании состоятся выборы новой Коллегии ЦГОСЗ на период 2025–2027 гг., которая
будет поддерживать Целевую группу в выполнении возложенных на нее обязанностей.
Кроме того, члены ЦГОСЗ обсудят проведенную за последнее время работу шести партнерств
ЕПОСЗ, включая достигнутые результаты и планы на будущее. Участники совещания обсудят
годовой отчет и информационные материалы партнерств, а также проанализируют текущие
усилия по привлечению внимания к их работе с помощью публикаций на веб-сайте ЕРБ ВОЗ.
В совещании ЦГОСЗ будут принимать участие национальные координаторы ЦГОСЗ и
партнерств ЕПОСЗ, представители международных, межправительственных и
неправительственных организаций и научных кругов, а также другие ключевые
заинтересованные стороны, связанные с вопросами окружающей среды и здоровья.

Session 1 − Welcome and introduction, adoption of agenda and programme

Session 2 − New reality driving opportunities
To set the scene, this session will explore how evolving political and economic contexts are
influencing environment and health policies, priorities, and implementation efforts across the
European Region.
The keynote will be followed by Q&A and open discussion. EHTF members will also have the
opportunity to share the challenges their countries are facing and the lessons they have learned.
Session 3 – Talk show: On the road to implementing Budapest commitments
The EHP Secretariat will present key highlights on the implementation of the EHTF Programme
of Work for 2024–2025.
Participants will hear examples of how Member States are implementing the Budapest
commitments, presented in a talk-show-style format.
Session 4 – Elections of officers
In accordance with its Rules of Procedure, the EHTF will elect a new Bureau (mandate for 2025–
2027) and will welcome new EHP stakeholders.
Session 5 – Lightning talks: Global and regional developments shaping environment and
health
The EHP Secretariat, stakeholders, and partners will share updates on major global and regional
developments relevant to environment and health.
Session 6 – Mapping the future: Co-creating the EHTF Programme of Work for 2026-
2027
The EHP Secretariat will present the outline of the draft Programme of Work, and EHTF members
will contribute to shaping the priorities and actions for the upcoming biennium.
Session 7 – Update on the EHP Partnerships
Lead countries will provide updates on the development of the EHP Partnerships, presented in a
talk-show-style format.

Заседание 1. Приветственное слово, представление участников, утверждение
повестки дня и программы совещания
Председатель и организаторы совещания приветствуют участников; участники
утверждают повестку дня и программу совещания.
Заседание 2. Новые реалии, определяющие возможности
На этом совещании участники поговорят о том, как меняющаяся политическая и
экономическая обстановка влияет на политику, приоритеты и осуществление мер в
области охраны окружающей среды и здоровья в различных странах Европейского региона.
После основного доклада состоится сессия вопросов и ответов, а также общая дискуссия.
Члены ЦГОСЗ также получат возможность обсудить трудности, с которыми
сталкиваются их страны, и накопленный опыт.
Заседание 3. Ток-шоу «На пути к выполнению принятых в Будапеште
обязательств»
Секретариат ЕПОСЗ расскажет об основных результатах осуществления Программы
работы ЦГОСЗ на 2024–2025 гг.
В формате ток-шоу участников ознакомят с примерами успешного выполнения
государствами-членами принятых в Будапеште обязательств.
Заседание 4. Выборы официальных лиц
В соответствии с правилами процедуры участники ЦГОСЗ выберут новую Коллегию,
полномочия которой будут распространяться на 2025–2027 гг., и поприветствуют новых
членов ЕПОСЗ.
Заседание 5. Блиц-дискуссия «Глобальные и региональные события,
определяющие ситуацию в области окружающей среды и здоровья»
Секретариат ЕПОСЗ, заинтересованные стороны и партнеры обсудят последнюю
информацию о важнейших событиях на глобальном и региональном уровне в области
окружающей среды и здоровья.
Заседание 6. Разработка плана на будущее: совместное составление Программы
работы Программы работы ЦГОСЗ на 2026–2027 гг.
Секретариат ЕПОСЗ представит проект основных положений Программы работы, а
члены ЦГОСЗ примут участие в определении приоритетов и мероприятий на предстоящий
двухлетний период.
Заседание 7. Новая информация о партнерствах ЕПОСЗ
Руководящие партнерствами ЕПОСЗ страны представят в формате ток-шоу последнюю
информацию о достижениях партнерств.
