Appliance information template regarding requirements for 14th Electronic Monitoring conference in Autumn 2026
1) General info:
a) General organisational support to the event;
b) Number of participants: approx. 200-250 participants, including 6 persons from each exhibitor
c) The event is to take place in the Autumn of 2026
d) It would be preferred to have the participants and exhibitors stay at the conference venue to avoid transportation costs and time loss or else a conference venue with a sperate hotel which is in walking distance of the conference venue.
2) Hotel:
a) approx. 250-300 rooms (to also accommodate the exhibitor support staff)
b) 4 star hotel with a room rate of approximately € 150 incl breakfast & taxes.
c) The hotel should be easy to reach from the airport and at a range of maximum 45min from airport by public transportation or car or taxi.
d) Possibility of organising a shuttle between airport and hotel
3) Conference:
a) Plenary Room
i) 1 main plenary room, seating 200 - 250 persons in theatre style with, if needed, enough space in the back of the room for 1/2 translation booths depending on the number of languages.
ii) The plenary room should have Wi-Fi at the disposal of the participants; minimum one beamer; minimum one screen, a pointer/clicker and a lectern.
iii) Additional new technologies of communication (videoconference, skype etc), locally managed, will be welcome.
iv) Dedicated technicians should manage sound, imagery, Wi-Fi and technicians issues and stay during conference activities
v) In plenary room fixed microphones for 3-4 speakers. 1 microphone on the lectern. 2 roaming microphones for the questions session
b) WorkShops
i) Workshop rooms, 3 or 4 depending on the programme seating minimum 40 -50 persons in cabaret form.
ii) For 1-2 days depending on the programme.
iii) The plenary room can also be used for a workshop that requires translation;
iv) All workshop rooms should have Wi-Fi at the disposal of the participants; one beamer; one screen, a pointer/clicker and a flip-over or whiteboard.

Dear CEP member,
As you may know the CEP Electronic Monitoring conference is organized every two years and is attended by over 250 delegates from countries throughout Europe and even Worldwide. The last Electronic Monitoring conference was organized in close co-operation with the Directorate-General for the Rehabilitation and Penitentiary Services and the support of the Ministry of Justice of the Republic of Portugal on 3-5 December 2024.
Since we are starting the process of planning the 14th edition of the CEP Electronic Monitoring conference, I hereby would like to approach you, on behalf of the EM expert group, to enquire if you would be willing and able to host the next Electronic Monitoring conference planned to take place in autumn 2026. Please find attached the call for applications.
Additional information concerning the organization of the EM conference can be found in the EM2026 appliance information requirements. If your organization is able and interested in organizing the next EM conference, please submit your proposal by completing the appliance information form and preliminary expenditure overview template before Monday 1st September 2025.
The EM expert group will then discuss the submitted proposals at the next expert group meeting on 9 September 2025.

Host the 2026 CEP Electronic Monitoring Conference
The Confederation of European Probation (CEP) is excited to invite proposals from members interested in hosting the prestigious 14th CEP Electronic Monitoring Conference, scheduled for September/October 2026.
Since its inception in 1998, the CEP EM Conference has become the leading platform for European and international experts to exchange insights on the evolution of Electronic Monitoring (EM). From discussions on best practices and ethical considerations to exploring innovative applications in mental health, domestic violence prevention, counter-terrorism, and rehabilitation, the conference continues to shape the future of electronic monitoring in justice systems.
Why Host the 2026 CEP EM Conference?
Hosting this significant event offers a unique opportunity to:

The Evolving role of Electronic Monitoring
Over the years, Electronic Monitoring (EM) has developed into a widely utilized tool across multiple fields, including mental health interventions, domestic violence prevention, counter-terrorism efforts, and rehabilitation for juveniles and victims of domestic violence. This expansion has raised both new challenges and opportunities for probation services, prompting critical discussions:
• How does EM transform, enhance, or redefine traditional probation roles?
• To what extent should police, families, and social services be involved in supervising monitored individuals?
• What are the most effective ways to provide support and supervision for monitored individuals?
EM is also a catalyst for multi-agency and multi-sector collaboration, bridging public policy and social services to ensure a holistic approach to offender management. The conference serves as a forum to explore these developments, exchange best practices, and drive further innovation in the field.
Conference duration & expected attendance
The CEP Electronic Monitoring Conference typically spans three days, featuring a mix of keynote speeches, panel discussions, and workshops. It is expected to welcome around 250 participants, including policy experts, criminal justice professionals, researchers, and technology specialists from across Europe and beyond. Besides an inspiring programme there will be a large marketplace with several companies showcasing their electronic monitoring equipment and services. The host organization should ensure that the venue and logistics can support this format while fostering engaging and dynamic discussions.
Funding and Support
The organization of the EM conference is mainly financed by sponsoring companies that provide electronic monitoring equipment and services. As a result, we would therefore only ask your support in terms of involvement in the programme by having a representative join the Expert Group on EM, assisting with approaching local suppliers and venues and providing assistance with the logistical preparation and execution.
Selection criteria
Applications will be assessed based on:
• Organizational capacity: Experience in hosting large-scale international conferences, ensuring smooth execution.
• Location suitability: Accessibility, infrastructure, and accommodation facilities for international attendees.
Who can apply?
We welcome applications from CEP Member organizations with:
• A strong connection to the electronic monitoring and criminal justice sectors.
• Experience in organizing major international conferences.
