UN Field Operations Security Management Programme 2/2025 (UNFOSMP 2/2025)
Finnish Defence Forces International Centre (FINCENT), United Nations Department of Safety & Security (UNDSS), United Nations Department of Peace Operations (DPO) and United Nations Department of Political and Peacebuilding Affairs (UNDPPA) welcome you to the UN Field Operations Security Management Programme (UNFOSMP) 2/2025. UNFOSMP will be held as a hybrid iteration including online self-study phase (Foundation Course), instructor-led online phase (Basic Course) and residential phase (Advanced Course). UNFOSMP 2/2025 will be in the Autumn of 2025 (Advanced Course at UNON, Nairobi Kenya).
1 Introduction
The UN Field Operations Security Management Programme (UNFOSMP), former United Nations Peace Operations Security Management Course (UN POSMC), was originally developed collaboratively between the Finnish Defence Forces International Centre (FINCENT), the United Nations Department of Safety and Security (UNDSS) and the Department of Peace Operations (DPO). The first pilot-course was conducted at FINCENT in 2019. In 2023 the United Nations Department of Political and Peacebuilding Affairs (UNDPPA) joined the initiative as a partner.
2 UN Field Operations Security Management Programme (UNFOSMP)
2.1 Purpose and Aim
The purpose of UNFOSMP is to equip military, police, and civilian personnel with the necessary skills for managing security-related interactions and collaborations among various elements of UN Field Operations and other UN entities. UNFOSMP aims to augment participants' knowledge and critical comprehension of security as an integral and essential aspect of operational capabilities, emphasizing it’s integrated processes within a multinational peace operation context. The training focuses on fostering an understanding of the roles, responsibilities, interaction and collaboration among military, police, and civilian actors from UN System Organizations engaged in security matters and processes within multidimensional UN Peace Operations, UN Country Teams and other UN entities in the Field.
The primary aim of UNFOSMP is to encourage heightened collaboration among security stakeholders in UN field operations. It strives to improve the understanding and application of security policies and procedures, ultimately resulting in an enhanced level of safety and security for UN personnel and facilitating the effective implementation of mandates.
Upon completion of the programme, the learner:
1. Knows and understands the UN system actors, mandates and operational environment, and is able to identify UN actors and main security practices (Foundation Course)
2. Understands UN Security Management System (UNSMS) and is able to participate in Security Cell and own component’s security management supporting activities (Basic Course)

3. Is able to apply UNSMS policies and practices, and cooperate in all aspects of and contribute to UN security management planning and cooperation activities in UN field operations (Advanced Course)
2.2 Concept of the Course
The programme will be conducted in the Finnish Defence Forces Moodle Learning Management System's platform (PvMoodle) supported by Zoom online conference meetings.
The programme is a combination of online- and residential activities. The pre-learning, self-study phase (UNFOSMP Foundation Course) must be completed before the instructor-led online phase (UNFOSMP Basic Course) and further to instructor-led residential phase (UNFOSMP Advanced Course).
Didactical approach: The programme uses a broad range of interactive and peer-learning methods, as well as innovative digital tools to cater to different learning styles. It aims at building on the experiences and knowledge of the participants and places their contributions at the entre.
2.3 Learners Criteria
This Programme is designed for UN system security personnel, and UN Civilian, Military and Police personnel who are or are expected to play a role or work in the UN Security Management System at an operational (Sector, Bde/Security Area) level. Additionally, the course is also meant for strategic (Mission/Designated Area) level personnel in UN Field Operations, and for those in analysis, planning, operational or intelligence roles, or those in management or leadership roles where they interact and co- operate with different actors in the field of security management.
To be eligible to attend the programme, applicants must fulfil the following criteria: Serving/will serve in:
UN Military Component (Leadership, Staff Officers, Planning Officers, Military Liaison Officers, Force Protection Officers, Operations Officers, Intelligence, CIMIC Officers, Military Advisers or equal),
UN Police Component (Leadership, Planning Officers, Operation Officers, Intelligence, FPU Leadership or equal),
UN Military Observer Component (S/CMO, Planning Officers, Sector Liaison Officers, Staff Security Officers, Team Site Leaders, Observer Group Leadership or equal),
UN Country Team Component/AFPs/UNDSS Security Experts/Other UN Security Personnel (Operational/SA level; SA, SIOC Officers, FSCO or equal)
Personnel working in relation to security functions and who are required to or are positioned to interact on security functions in their respective organizations.
Educational background/experience:
Experienced or working in their own field, or expected to work in the position listed above. Experience from working in Peace Operations/Crisis Management Operations/Conflict
Environment, preferably in a multinational staff (mil, pol, civ). Security professionals serving in the UN should have completed the Security Certification
Programme (SCP) with at least 2 years of field security experience. Others than those serving UN security professionals: Academic degree EQF 6 and 7 or
equivalent education. (Rank) Level: OF3-4 /P3-P4. Language Proficiency: UN III (Advanced Language Competence) (https://hr.un.org/page/un-
language-framework) or English language NATO STANAG 6001: 3232. The learners are expected to present findings of syndicate works both verbally and in writing.

Target Audience for UNFOSMP Foundation Course: anyone interested in, no selection criteria.
3 Course Presentation and Methods of Studying
The UNFOSMP consists of three courses; Foundation, Basic and Advanced Courses.
3.1 UNFOSMP Foundation Course
UNFOSMP Foundation Course (self-study online) is open for studies 24/7/365. The Foundation Course is open to anyone and can be completed anytime without any application process.
There is no fee for the Foundation Course. Instructions for registering to the course can be found below.
This self-paced Foundation Course comprises of eight mandatory courses and self-studies. They require approx. 1-5 hours each to be completed. More information about the Foundation Course can be found in the UNFOSMP Foundation Course after the registration in the PVMoodle Learning platform (see below).
Applying to UNFOSMP 2/2025 does not require the completion of the Foundation Course. However, the selected learners to the UNFOSMP 2/2025 must successfully complete the Foundation Course prior to continuing studies in the Basic and Advanced Courses.
3.2 UNFOSMP 2/2025 Basic Course
Basic Course (instructor-led online) is conducted in PvMoodle LMS supported by Zoom online conference meetings. The course study dates are 23-25 September and 30 September - 02 October 2025. Daily online studies are from 09:00 to approx. 17:00 (UTC). Learning Days:

Successful completion of the Basic Course requires full online participation in the course programme. There is no course fee for the Basic Course.
3.3 UNFOSMP 2/2025 Advanced Course
Advanced Course (instructor-led residential) is conducted at UN Office in Nairobi (UNON) Kenya on 13 - 17 October 2025. Daily studies are from 08:30 to 17:00 (Local time). Advanced Course will end at 12:00 on 17 October 2025. Learning Days:

Successful completion of the Advanced Course requires full participation in the course programme.

There is no course fee for the Advanced Course. Costs and arrangements related to travel, accommodation and meals will be on the participants’ and/or sending organizations’ responsibility.
Qualified students to UNFOSMP 2/2025 will get more practical information about the course in a later date.
4 How to Apply
1) You can accomplish UNFOSMP Foundation Course in PVMoodle already before applying to the UNFOSMP 2/2025, if you want. The Foundation Course can be accomplished also after sending the application or having been selected to the UNFOSMP 2/2025. However, selected learners must successfully complete the Foundation Course prior to the beginning of Basic Course. 2) Send your application to UNFOSMP 2/2025 no later than 25 August 2025 via link: https://www.lyyti.in/25UNFOSMP2 All course applications must be filled out through our application system LYYTI. Application sent via email are not valid. The link is open until 25 August 2025. Selected learners for the Basic Course will be informed by a Course Confirmation letter NLT in the beginning of September 2025.
5 Course Confirmation
A Course Confirmation letter will be sent to the selected learners for UNFOSMP 2/2025. The instructions for pre-studies will be provided in this Confirmation Letter as well as all the necessary information about the programme and social events.
