Upon Your request I’d like to inform You that European Union cosmetic regulation https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A02009R1223-20240424 is also in place in Estonia.

Term importation is appropriate to use for products outside EU, as we deal with the single European Union market. So from France to Estonia it is distribution.

Responsible person (France manufacturer has to make notifications on these cosmetic products in the CPNP – cosmetic products notification portal) and distributor in Estonia also has to notify in CPNP about the distribution of these products. The labelling has to be in Estonian language as a sticker – the minimum reguirements are:

The Estonian label must contain at least the following information, provided that the mandatory elements of the original label mentioned above are not affixed to it:

the purpose of the cosmetic product, if this is not clear from its presentation;

the nominal quantity in units of mass or volume (g, ml);

information on the minimum shelf life, if the shelf life of the cosmetic product is less than 30 months;

special precautions to be taken during use and all information on precautions for cosmetic products intended for professional use.
