Shaping the future of justice: building a system that earns trust and delivers
shared prosperity
Concept Note
The Justice Leaders’ Dialogue on “Shaping the future of justice: building a system that earns
trust and delivers shared prosperity” will take place on 12 November 2025 in Madrid, Spain,
as part of the 10th OECD Global Roundtable on Equal Access to Justice (12-14 November 2025).
Co-hosted by the OECD and the Ministry of the Presidency, Justice and Parliamentary
Relations of Spain, in collaboration with the Open Government Partnership and the
Pathfinders for Peaceful, Just and Inclusive Societies, this Dialogue will convene justice leaders
and decision-makers to chart a path towards effective, resilient, and future-oriented justice
systems.
Around the world, people and communities are testing institutions and asking critical
questions: Which institutions can be trusted? What are they delivering? How can they ensure
safety and prosperity – both now and in the future?
As countries navigate unprecedented challenges – from digital transformation and artificial
intelligence to demographic shifts –, the need for agile, effective, and forward-thinking justice
institutions has never been greater. In this complex landscape, justice systems play a crucial
role in fostering economic competitiveness and social stability by ensuring legal certainty,
resolving disputes efficiently, and maintaining a fair business environment.
The Leaders’ Dialogue will explore strategies to shape the justice sector of the future as a pillar
of stability and growth. Recognising that effective justice systems are essential for economic
welfare, foreign investment, and innovation, the discussion will address how to reinforce the
rule of law amid rising pressures and declining public trust. It will also examine what is needed
to build a justice sector that not only upholds protection and opportunity but also serves as
an enabler – empowering people, communities, and economies to thrive.

Key discussions will focus on:
• Delivering justice as a public service. Transforming the justice systems for better
outcomes by centering services around user needs and leveraging innovation to enhance
user experience, streamline processes, optimise costs and improve efficiency.
• Harnessing data-driven justice solutions. Gaining deeper insights into justice experiences
to create more responsive and effective justice systems that proactively address legal
issues and facilitate economic competitiveness.
• Rebuilding trust and engagement. Countering dissatisfaction and disengagement by
making justice more accessible through people-centred and local approaches that
empower individuals and strengthen democratic connections with justice institutions.
Format and High-Level Participation
The Justice Leaders’ Dialogue will serve as the flagship event of the 10th OECD Global
Roundtable on Equal Access to Justice, bringing together Ministers of Justice, Attorneys
General, and senior justice leaders. Participants will be invited to discuss the challenges their
justice sectors face, define actionable policy responses, shape global priorities and strengthen
international cooperation to promote the rule of law and access to justice for greater trust
and shared prosperity. Discussions will be grounded in the 2023 OECD Recommendation on
Access to Justice and People-Centred Justice Systems.
Following the Justice Leaders’ Dialogue, participants will be invited to continue the discussion
through the Justice Policy Forum and Technical Roundtable Sessions, where they will delve
deeper into policy innovations, best practices, and collaborative strategies to build future-
ready justice systems. These sessions will offer an opportunity to exchange perspectives on
global challenges such as AI in justice decision-making, economic resilience in the face of
disputes in the aftermath of extreme weather events, and ensuring access to justice for small
businesses and specific groups that find it harder to obtain justice.
The 2025 OECD Global Roundtable on Equal Access to Justice will take place at the majestic
Royal Collections Gallery in Madrid, offering an exclusive setting for peer learning,
collaboration, and the co-creation of actionable solutions that can strengthen justice systems.
By joining this strategic Dialogue, Justice Leaders will contribute to a global agenda for future-
oriented, accountable, and people-centred justice systems that not only promote the rule of
law but also serve as key enablers of economic stability and sustainable growth.
