The Director-General of the World Health Organization (WHO) presents his compliments to Member States and regional economic integration organizations and has the honour to refer to Resolution WHA78.1, which established the open-ended Intergovernmental Working Group (IGWG) to, inter alia, draft and negotiate the Annex to the WHO Pandemic Agreement described in Article 12 of the WHO Pandemic Agreement, and subsequently facilitate, as necessary, activities related to the adoption of said Annex and the opening for signature, ratification, acceptance, approval, accession or formal confirmation of the WHO Pandemic Agreement.
Member States are informed that the organizational meeting of the IGWG will be held at WHO headquarters, Geneva, from 9 to 10 July 2025 in hybrid format. The organizational meeting will open at 09:30 (CEST) on Wednesday, 9 July 2025.
Meeting registration and access Online registration is required to participate virtually and in-person in the IGWG.
Registration can be initiated as of 9 June 2025 by going to the following link: https://indico.un.org/e/IGWG. Registration should be completed by 2 July 2025.
Following registration, a personalized link to access the virtual platform will be sent to delegates in the days preceding the meeting. Registrations sent after the deadline may cause a delay in the receipt of a link to participate in the meeting.
In view of the space restriction in connection with ongoing renovations at WHO headquarters, up to two persons per delegation are invited to be physically present in the meeting room at WHO headquarters in Geneva, Switzerland, with other members of the delegation participating through the virtual platform.

Le Directeur général de l’Organisation mondiale de la Santé (OMS) présente ses compliments aux États Membres et aux organisations d’intégration économique régionale et a l’honneur de se référer à la résolution WHA78.1, moyennant laquelle a été institué le groupe de travail intergouvernemental à composition non limitée chargé, entre autres, de rédiger et de négocier l’annexe à l’Accord de l’OMS sur les pandémies décrite à l’article 12 de l’Accord, puis de faciliter, selon que de besoin, les activités liées à l’adoption de ladite annexe et à l’ouverture à la signature, à la ratification, à l’acceptation, à l’approbation, à l’adhésion ou à la confirmation formelle de l’Accord de l’OMS sur les pandémies
Les États Membres sont informés que le groupe de travail intergouvernemental tiendra sa réunion d’organisation au Siège de l’OMS, à Genève (Suisse), du 9 au 10 juillet 2025, selon des modalités hybrides. La réunion d’organisation s’ouvrira le mercredi 9 juillet 2025 à 9 h 30 (HNEC).
Inscription et accès aux réunions
L’inscription en ligne est obligatoire pour la participation, en ligne ou en présentiel, au groupe de travail intergouvernemental. Генеральный директор Всемирной организации здравоохранения (ВОЗ) свидетельствует свое уважение государствам-членам и региональным организациям экономической интеграции и имеет честь сослаться на резолюцию WHA78.1, предусматривающую учреждение Межправительственной рабочей группы (МПРГ) открытого состава в целях, помимо прочего, подготовки и согласования приложения к Соглашению ВОЗ по борьбе с пандемиями, указанного в статье 12 Соглашения ВОЗ по борьбе с пандемиями, а также последующего содействия по мере необходимости осуществлению мероприятий, связанных с принятием данного приложения и открытием Соглашения ВОЗ по борьбе с пандемиями для подписания, ратификации, принятия, утверждения, присоединения или официального подтверждения.
Уведомляем государства-члены о том, что организационное совещание МПРГ будет проведено 9–10 июля 2025 г. в гибридном формате в штаб-квартире ВОЗ в Женеве. Организационное совещание откроется в среду, 9 июля 2025 г., в 9 час. 30 мин. (по центральноевропейскому летнему времени).
Регистрация участников и доступ на совещание
Для дистанционного и очного участия в совещании МПРГ требуется регистрация. Пройти регистрацию можно начиная с 9 июня 2025 г. по адресу https://indico.un.org/e/IGWG. Регистрацию необходимо пройти не позднее 2 июля 2025 г.
После регистрации каждому делегату будет за несколько дней до совещания направлена персональная ссылка на доступ к виртуальной платформе совещания. В случае регистрации по истечении установленного срока ссылка для участия в совещании может быть выслана с задержкой.

El Director General de la Organización Mundial de la Salud (OMS) presenta sus respetos a
los Estados Miembros y a las organizaciones de integración económica regional y tiene el honor de referirse a la resolución WHA78.1, por la que se estableció el Grupo de Trabajo Intergubernamental de composición abierta para, entre otras cosas, redactar y negociar el anexo del Acuerdo de la OMS sobre Pandemias descrito en el artículo 12 de dicho Acuerdo, y posteriormente facilitar, según sea necesario, las actividades relativas a la adopción de dicho anexo y la apertura a la firma, ratificación, aceptación, aprobación, adhesión o confirmación oficial del Acuerdo de la OMS sobre Pandemias.
Se informa a los Estados Miembros de que la reunión de organización del Grupo de Trabajo Intergubernamental se celebrará en la Sede de la OMS, Ginebra, los días 9 y 10 de julio de 2025 en formato híbrido. La reunión de organización dará comienzo a las 09.30 horas (hora centroeuropea de verano) del miércoles 9 de julio de 2025.
Inscripción y acceso a la reunión
Para participar, ya sea virtualmente o en persona, en la reunión del Grupo de Trabajo Intergubernamental es necesario inscribirse en línea.
