The World Health Organization (WHO) presents its compliments to Member States and Associate Members and has the honour to refer to the World Health Assembly resolution WHA71.8 (2018) on Improving access to assistive technology which requests the Director-General to report on progress in the implementation of the resolution to be presented to the Health Assembly in 2022, 2026 and 2030.
Member States are invited to designate a focal point from the Ministry of Health to contribute to the development of the progress report as mandated by resolution WHA71.8. The focal point is requested to coordinate with relevant departments and other ministries to identify progress made in areas of access to assistive technology within the country following the adoption of the resolution, including in relation to legislation, coverage, financing, human resources, regulations and standards, and specific initiatives.
Ten progress indicators for access to assistive technology have been devised by WHO to measure progress in implementation of resolution WHA71.8. In 2021, seventy Member States responded to the first progress indicator survey, contributing to reporting to the World Health Assembly in 2022 and the WHO and UNICEF Global report on assistive technology (2022).
The progress indicators have been further refined in 2025 in consultation with Member States. To facilitate data collection, WHO has prepared an online questionnaire hosted on the DataForm platform. Countries’ focal points will be given individual access to DataForm where they will upload responses and related data for the ten progress indicators. The questionnaire will be available in the six official languages during the data collection period: 1 August to 31 October 2025.
Member States are requested to send the nomination of the focal point to the following email address with “AT progress indicators” in the subject field: [email protected] with the following information:
– focal point title, surname and first name; – country, position and affiliation; – preferred language from Arabic, Chinese, English, French, Russian, Spanish; – contact email(s).
Upon receiving the nomination, the Secretariat will be available to answer any questions, and will provide the focal point access to the DataForm questionnaire as soon as it is open.

世卫组织为获得辅助技术制定了十项进展指标，旨在衡量 WHA71.8 号决议的执行进
展情况。2021 年，70 个会员国对首次进展指标调查作出了答复，为提交 2022 年世界卫生
大会的报告以及世卫组织和联合国儿童基金会的《全球辅助技术报告》（2022 年）作出
了贡献。
2025 年经与会员国协商后进一步完善了进展指标。为便利数据收集，世卫组织在
DataForm 平台上编制了一份在线调查问卷。各国的联络员将获得 DataForm 平台的个人访
问授权，并上传对十项进展指标的答复和相关数据。在数据收集期间，即 2025 年 8 月 1 日至 10月 31日，将以六种正式语文提供调查问卷。

L’Organisation mondiale de la Santé (OMS) présente ses compliments aux États Membres et Membres associés et a l’honneur de se référer à la résolution WHA71.8 (2018) de l’Assemblée mondiale de la Santé relative à l’amélioration de l’accès aux technologies d’assistance, dans laquelle le Directeur général est prié de faire rapport sur les progrès accomplis dans l’application de la résolution à l’Assemblée mondiale de la Santé en 2022, en 2026 et en 2030.
Les États Membres sont invités à désigner un point focal issu du Ministère de la santé, qui sera chargé de contribuer à l’établissement du rapport de situation demandé dans la résolution WHA71.8. Ce point focal sera tenu d’assurer la coordination avec les départements concernés et les autres ministères pour déterminer les progrès accomplis dans le pays en matière d’accès aux technologies d’assistance après l’adoption de la résolution, y compris en ce qui concerne la législation, la couverture, le financement, les ressources humaines, la réglementation, les normes et les initiatives spécifiques.
L’OMS a mis au point 10 indicateurs d’amélioration de l’accès aux technologies d’assistance pour mesurer les progrès réalisés dans l’application de la résolution WHA71.8. En 2021, 70 États Membres ont répondu à la première enquête sur ces indicateurs et ont ainsi contribué au rapport présenté à l’Assemblée mondiale de la Santé en 2022 et au rapport mondial sur les technologies d’assistance publié par l’OMS et l’UNICEF en 2022.
Les indicateurs de progrès ont été encore affinés en 2025, en consultation avec les États Membres. Pour faciliter la collecte de données, l’OMS a préparé un questionnaire en ligne (DataForm). Un accès individuel à ce formulaire sera fourni aux points focaux afin qu’ils puissent charger les données demandées pour les 10 indicateurs de progrès. Le questionnaire sera disponible dans les six langues officielles du 1er août au 31 octobre 2025.
Les États Membres sont priés de communiquer par courrier électronique à l’adresse [email protected], en indiquant comme objet du message « AT progress indicators », les informations suivantes sur le point focal qu’ils auront désigné :

Всемирная организация здравоохранения (ВОЗ) свидетельствует свое уважение государствам-членам и ассоциированным членам и имеет честь ссылаться на резолюцию Всемирной ассамблеи здравоохранения WHA71.8 (2018 г.) об улучшении доступа к ассистивным технологиям, в которой Генеральному директору было поручено представить Ассамблее здравоохранения доклады о ходе осуществления этой резолюции в 2022, 2026 и 2030 гг.
Государствам-членам предлагается назначить координатора от министерства здравоохранения для участия в подготовке доклада о прогрессе, предусмотренного резолюцией WHA71.8. Координатор будет отвечать за координацию с соответствующими департаментами и другими министерствами работы по оценке прогресса в области обеспечения доступа к ассистивным технологиям, достигнутого в стране за период после принятия резолюции, в частности в таких областях, как законодательство, расширение охвата услугами, финансирование, подготовка кадров, нормы и стандарты, а также конкретные инициативы.
Для оценки прогресса в осуществлении резолюции WHA71.8 и обеспечении доступа к ассистивным технологиям ВОЗ разработала десять показателей. В 2021 г. состоялось первое опросное исследование, посвященное показателям прогресса, участие в котором приняли семьдесят государств-членов и результаты которого использовались при подготовке доклада, представленного Всемирной ассамблее здравоохранения в 2022 г., и Глобального доклада ВОЗ и ЮНИСЕФ об ассистивных технологиях (2022 г.).
В 2025 г. показатели прогресса были усовершенствованы в консультации с государствами-членами. Для облегчения процесса сбора данных ВОЗ подготовила и разместила на платформе DataForm онлайн-анкету. Страновым координаторам будет предоставлен индивидуальный доступ к платформе DataForm, на которой они смогут загружать ответы на вопросы и соответствующие данные, касающиеся десяти показателей прогресса. Анкета для сбора данных будет доступна на шести официальных языках в течение следующего периода: 1 августа – 31 октября 2025 г.
Государствам-членам предлагается направить информацию о назначенных ими координаторах на адрес электронной почты [email protected] (тема сообщения: “AT progress indicators”), указав в сообщении следующие сведения:
– форма обращения, ФИО координатора; – страна, должность, организация; – предпочитаемый язык общения (английский, арабский, испанский, китайский,

La Organización Mundial de la Salud (OMS) presenta sus respetos a los Estados Miembros y Miembros Asociados y tiene el honor de referirse a la resolución WHA71.8 (2018) de la Asamblea Mundial de la Salud, titulada «Mejora del acceso a la tecnología de asistencia», en la que se solicita al Director General que presente informes sobre los progresos logrados en la aplicación de la resolución a la Asamblea de la Salud en 2022, 2026 y 2030.
Se invita a los Estados Miembros a que designen a un punto focal del Ministerio de Salud para que contribuya a la elaboración del informe sobre los progresos logrados de conformidad con lo dispuesto en la resolución WHA71.8. Se pide al punto focal que se coordine con los departamentos pertinentes y otros ministerios para identificar los progresos realizados en las áreas del acceso a la tecnología de apoyo dentro del país tras la adopción de la resolución, en particular en relación con la legislación, la cobertura, la financiación, los recursos humanos, los reglamentos y normas, e iniciativas específicas.
La OMS ha elaborado diez indicadores de progreso respecto del acceso a la tecnología de apoyo con el fin de medir los avances en la aplicación de la resolución WHA71.8. En 2021, setenta Estados Miembros respondieron a la primera encuesta sobre los indicadores de progreso, lo que contribuyó a la presentación de informes a la Asamblea de la Salud en 2022 y al informe mundial de la OMS y el UNICEF sobre tecnología de apoyo (2022).
Los indicadores de progreso se han perfeccionado en 2025 en consulta con los Estados Miembros. Para facilitar la recogida de datos, la OMS ha preparado un cuestionario en línea alojado en la plataforma DataForm. Los puntos focales de los países tendrán acceso individual a DataForm, donde cargarán las respuestas y los datos relativos a los diez indicadores de progreso. El cuestionario estará disponible en los seis idiomas oficiales durante el periodo de recopilación de datos: del 1 de agosto al 31 de octubre de 2025.
Se ruega a los Estados Miembros que envíen los siguientes datos del punto focal designado por correo electrónico a la dirección [email protected], indicando «AT progress indicators» en el campo de asunto:
