Dear Sir or Madam,
We are reaching out on behalf of the European Commission’s Directorate-General for Migration and Home Affairs (DG HOME) to invite you to participate in a survey as part of the ongoing Study supporting the evaluation of Council Framework Decision 2004/757/JHA laying down minimum provisions on the constituent elements of criminal acts and penalties in the field of illicit drug trafficking. Intellera Consulting, Verian Group and Transcrime are part of the consortium that oversees the study. (see attached invitation letter).
The purpose of this survey (available at the following LINK) is to collect information from selected stakeholders in order to gain insights with regard to any problems/gaps related to the Framework Decision’s implementation, as well as good practices and areas of improvement.
The survey shall take no more than 15-20 minutes to complete. The survey will be open until July, 4th 2025.
All data collected will be treated in strict confidence and used solely for the purposes of this study.

The European Commission's Directorate-General for Migration and Home Affairs (DG HOME) has commissioned a consortium led by Intellera Consulting and including Verian and Transcrime to carry out a study supporting the evaluation of Council Framework Decision 2004/757/JHA laying down minimum provisions on the constituent elements of criminal acts and penalties in the field of illicit drug trafficking.
The aim of this study is to assess the relevance, effectiveness, efficiency, coherence, and EU added value of the aforementioned Council Framework Decision, aimed at establishing minimum rules relating to the offences of illicit trafficking in drugs and precursors, as well as of its current transposition and implementation, including its effects on judicial cooperation in the field of illicit drug trafficking.
The external consortium will conduct a number of data collection activities to achieve this purpose. All personal information collected will remain confidential when being accessed by the Commission, in line with Regulations (EC) No 45/2001 and (EU) 2016/679 and will be treated for study purposes only.
