Shaping National AI Strategies for Health
The future of health systems in Europe will be shaped by how countries invest in and govern Artificial Intelligence. Developing effective national AI strategies requires collaboration across health, finance, and digital sectors to drive innovation, secure sustainable funding, and ensure ethical, equitable deployment. This dialogue brings together European Health, Finance, and Digitalization Ministers to share experiences, align policy priorities, and explore coordinated approaches to AI investment and regulation. Ministers will discuss opportunities to strengthen health systems, manage financial and technological risks, and build public trust. Scope and purpose
Introduction and Background
The rapid evolution of artificial intelligence (AI) technology has dramatically changed the
landscape of the health sector and spurred initiatives across the region. These efforts are bearing
fruit but realization of the benefits of AI on a broader scale is more challenging. WHO Europe is
taking several key actions to address these challenges and guide the region toward ethical
adoption of AI, including:
• Gathering evidence on how AI is being used to improve access to quality health services
in European countries to create a landmark WHO “State of AI for Health” report.
• Creating new partnerships to ensure safe and ethical AI solutions.
• Setting a new strategic vision for AI and its adoption in the region.
To foster this collaboration WHO Europe will host High Level Meeting: Artificial Intelligence
for Health: Practical Solutions for a Healthy Future to be held in Mellieha, Malta on 19
November 2025. This event is generously supported by the government of Malta, the
government of Portugal, and by the European Commission funded action: “Supporting Member
States in the WHO European Region in strengthening health information systems and boosting
health data governance.”
This policy dialogue is an invite-only event aimed at decision makers in government to explore
practical approaches which help foster investment in good quality solutions to shape the future of
AI for the long-term prosperity of populations across the region.
Objectives of the Meeting
This high-level meeting aims to:
• Strengthen Political Commitment:
Engage European Ministers and senior policymakers to build high-level political will and
coordinated national strategies for responsible AI adoption in healthcare.
• Promote Practical, Country-Level Solutions:
Share actionable models and frameworks for implementing AI sustainably within
national health systems, with a focus on workforce optimization, genomics, and precision
medicine.

Explore strategies to upskill and empower the health workforce to collaborate with AI,

Expected outcomes
The expected outcomes from the high-level meeting are to foster, develop and solidify:

Format of the Meeting
The programme of the meeting will consist of keynote and plenary sessions that address topics
and ideas of relevance to the use of AI in National health systems. Participation in the meeting is
by invitation only. The working languages will be English and Russian.
The meeting will be, to the greatest extent possible, a paper-free environment. As such, the
agenda, speaker details, background literature and documents will be made available to
participants via a website supporting the event.
Participants
Decision-makers from the broadest range of institutions relevant to the national digital
transformation and AI agenda are encouraged to attend, including from health ministries and
permanent missions, e-government agencies, entities participating in the national data and digital
health ecosystem, statistics entities, academia, institutes of public health, as well as others.

I have the pleasure to invite you to the aforementioned event organized by the WHO Regional Office
for Europe (WHO/Europe), with the kind support provided by the governments of Malta and Portugal,
as well as the European Commission.
This high-level meeting aims to engage Member States, partners and key thought leaders in a dialogue
addressing the pressing challenges and opportunities for artificial intelligence (AI) and health systems
in the WHO European Region, with a particular emphasis on sustainable models for AI
implementation at country level in areas such as workforce optimization, genomics and precision
medicine. The meeting will bring ministers and decision-makers relevant to the national digital
transformation and AI agenda together for a high-level policy dialogue to explore practical approaches
that will help foster investment in high-quality solutions to shape the future of AI for the long-term
prosperity of populations across the Region.
We look forward to receiving your nomination to attend this meeting at your earliest convenience and
no later than 11 July 2025. Please send your reply to [email protected], including the name,
functional title, address and email address of the proposed participant. Our office will then
communicate directly with the nominated representative and, in due course, provide them with the

The working language will be English, with simultaneous translation into Russian. Please find
attached the provisional programme and the scope and purpose for the meeting.
If your government is able to fund the travel and accommodation costs, we would be very grateful, as
WHO/Europe has limited funding for this event. However, if adequate funds are not available, please
notify us as soon as possible and WHO/Europe will endeavour to cover the travel expenses and a daily
subsistence allowance for one nominated official, in accordance with WHO’s rules and regulations.

High-level meeting on Artificial Intelligence for Health: Practical Solutions for a Healthy Future

Dear Madam,
I have the pleasure to invite you to the aforementioned event organized by the WHO Regional Office
for Europe (WHO/Europe), with the kind support provided by the governments of Malta and Portugal,
as well as the European Commission.
This high-level meeting aims to engage Member States, partners and key thought leaders in a dialogue
addressing the pressing challenges and opportunities for artificial intelligence (AI) and health systems
in the WHO European Region, with a particular emphasis on sustainable models for AI
implementation at country level in areas such as workforce optimization, genomics and precision
medicine. The meeting will bring ministers and decision-makers relevant to the national digital
transformation and AI agenda together for a high-level policy dialogue to explore practical approaches
that will help foster investment in high-quality solutions to shape the future of AI for the long-term
prosperity of populations across the Region.
We look forward to receiving your nomination to attend this meeting at your earliest convenience and
no later than 11 July 2025. Please send your reply to [email protected], including the name,
functional title, address and email address of the proposed participant. Our office will then
communicate directly with the nominated representative and, in due course, provide them with the
necessary documentation and administrative information. Should you have questions regarding the

The working language will be English, with simultaneous translation into Russian. Please find
attached the provisional programme and the scope and purpose for the meeting.
If your government is able to fund the travel and accommodation costs, we would be very grateful, as
WHO/Europe has limited funding for this event. However, if adequate funds are not available, please
notify us as soon as possible and WHO/Europe will endeavour to cover the travel expenses and a daily
subsistence allowance for one nominated official, in accordance with WHO’s rules and regulations.
