nr 1-2/23/352 punktide 1.4 ja 1.5 alusel ning kooskõlas ÜRO mereõiguse konventsiooni artikli 246

lõigetega 1−3 annab Kliimaministeerium loa teaduslike mereuuringute läbiviimiseks Eesti

Vabariigi jurisdiktsiooni all oleval merealal vastavalt esitatud taotlusele järgmiselt:

Mereuuringu eesmärk Linnustiku uurimine ELWINDi meretuulepargi

arendusalal (Eesti territoriaalmeres).

Uuringu eesmärk on koguda andmeid rändlindude

kohta, registreerides nende liikumist (ränne, toitumine,

lennud toitumis- ja puhkepaikade vahel jne), ning saada

andmeid, mis on vajalikud kavandatava tuulepargi mõju

hindamiseks lindudele.

Uuringud on jaotatud 30-ks eraldiseisvaks kruiisiks

ajavahemikus 15.07.2025-01.05.2027, kuid luba

antakse üheks aastaks kuni 15.05.2026. Uuringuid

teostatakse KIKi tellimusena.

Uuringu kuupäevad 15.07.2025–15.07.2026

Mereuuringuloa lisatingimused ja uuringuloa omaja kohustused:

1. uuringud peavad toimuma kooskõlas rahvusvaheliste ja Eesti Vabariigi õigusaktidega ega

tohi segada laevaliiklust;

2. teatada Eesti Mereväele (kutsung „Merevalvekeskus“) Eesti Vabariigi merealale sisenemise

koht ja aeg kas e-mailil [email protected] (eelistatult), VHF sagedustel 156.475

MHz (kanal 69) või 156.800 MHz (kanal 16) või telefonil +372 71 77943;

3. teavitada Kliimaministeeriumit kui mereuuringu- ja laevaloa andjat viivitamata

uuringuprojekti olulistest muudatustest e-postile [email protected];

4. uuringute üheks osaks on nelja ujuvmärgi paigaldamine ning selleks on Transpordiamet

andnud 02.07.2025 luba nr 6.1-2/25/10633-2 (lisatud) järgmistel tingimustel:

4.1. paigaldatavad poid on erimärgi tunnustega (kollane värv) ning paigaldatakse taotluses

toodud asukohtadele:

riketest tuleb koheselt teada anda aadressile [email protected];

5. kui uurimisgraafikus, asukohas või muudes meresõiduohutust puudutavates asjaoludes

toimub muudatusi, tuleb nendest viivitamatult teavitada Transpordiametit e-posti teel

aadressil [email protected].

Kruiiside teostamiseks vahemikus 16.07.2026–31.05.2027 tuleb uuringuloa omajal esitada

Kliimaministeeriumile veeseaduse § 245 kohaselt uuringuloa taotlus koos laevaloa taotlusega

(pikendamine).

Mereuuringu- ja laevaloa andmise peale võib 30 päeva jooksul haldusakti teatavakstegemisest

arvates esitada halduskohtule kaebuse halduskohtumenetluse seadustikus sätestatud korras.

Based on subsection 1 of § 245 of the Water Act, subsection 11 of §141 of the State Borders Act,

points 1.4 and 1.5 of the Decree of the Minister of Climate No. 1-2/23/352 (24.08.2023) and in

accordance with paragraphs 1−3 of the UN Law of the Sea Article 246, the Estonian Ministry of

the Climate issues the Marine Scientific Research Permit and Research Vessel Entry Clearance

according to the application submitted as follows:

Purpose of the research cruise The purpose is to conduct bird survey in the area of the

ELWIND offshore wind farm.

The aim of the bird survey is to collect data on

migratory birds in the area by recording their movement

(migration, foraging, flights between feeding and

resting grounds etc.). The research is aimed at obtaining

the data required to assess the impact of planned wind

farm on bird populations.

The research is divided into 30 separate cruises from

15.07.2025 to 01.05.2027, but the permit will be

granted for one year until 15.05.2026. The studies will

be carried out on behalf of KIK.

Additional conditions and obligations of the permit owner:

1. the research cruises must be carried out in accordance with international and Estonian

legislation and must not interfere with vessel traffic;

2. information on the place and time of entering and leaving the Estonian marine area must be

reported to the Estonian Navy Maritime Operational Centre`s radio station (call-sign:

„Estonian Coast Guard“) either by e-mail [email protected] (preferred), on the

VHF frequencies 156.475 MHz (channel 69) or 156,800 MHz (channel 16) or by phone

+372 71 77943;

3. inform Ministry of Climate ([email protected]) as an issuer of the marine

research permit immediately of any substantial changes in the research project;

4. the research involves the installations of four buoys, for which the Estonian Transport

Administration, has granted permit No. 6.1-2/25/10633-2 on 02.07.2025 (appended) under

the following conditions:

4.1. the buoys to be installed have special marks (yellow color) and will be placed at the locations

specified in the application:

4.2. the installation and removal (including temporary removal) of the buoys must be

immediately reported to: [email protected];

4.3. any malfunctions of the navigational safety equipment on the buoys (light, AIS transponder,

etc.) must be immediately reported to: [email protected];

5. if there are changes in the research schedule, location, or any other circumstances that

concern maritime safety, the Estonian Transport Administration must be notified

immediately via email at [email protected].

In order to conduct cruises between 16 July 2026 and 31 May 2027 the permit owner must

submit a new application for a marine research permit and entry clearance (prolongation)

to the Ministry of Climate in accordance with § 245 of the Water Act.

Appendix: Poide paigaldamine Läänemerre lindude rände uuringuks 6.1-22510633-2 2.07.2025.

In accordance with the Administrative Procedure Act, issuing of this Marine Research Permit

and Entry Clearance may be filed in Administrative Court within 30 days after the issuance of

the Permit.
