Dear Commissioner Teresa Ribera,
On behalf of the Estonian Ministry of Justice and Digital Affairs, I have the honour to inform you that Estonia has successfully adopted the necessary amendments and supplements to its Competition Act, bringing it fully into alignment with the provisions of Directive (EU) 2019/1. Following the completion of all internal legislative procedures, the amended Competition Act entered into force on 6 July 2025.
This directive holds significant importance for Estonia. Throughout the process, our goal was to ensure the adoption of a high-quality legal framework that fully complies with the directive. To this end, dozens of substantive discussions and consultations were held between legal experts, government officials, and stakeholders to fine-tune the law and address complex legal, technical, and procedural issues.
Regrettably, it must be acknowledged that the transposition of the directive in Estonia was significantly delayed. However, the updated Competition Act has now received broad support in the Estonian Parliament, Riigikogu, and has officially entered into force.
We are firmly convinced that the newly adopted Competition Act now meets all expectations and ensures both legal clarity and effective enforcement of competition rules in accordance with the directive. Estonia remains fully committed to the principles of fair competition, transparency, and the correct implementation of EU law.
We would like to thank the Commission for its engagement and oversight, and we reaffirm our readiness to continue constructive dialogue and cooperation.
