Dear Mr Williams,
First of all, According to Estonian Aviation Act § 18 to register Aircraft in Estonian register the owner or operator of the aircraft shall be an Estonian citizen, a person holding a long-term residence permit or the right of permanent residence in Estonia, a legal person registered in Estonia, a local authority or the Estonian state.
If first requirement is fulfilled, then non-EASA a/c L-39 can be only registered if there are available records to identify a/c as ex-military.
As L-39 has been defined by Estonian Aviation Act as complex non-EASA aircraft then airworthiness shall be managed by Estonian national airworthiness organisation and maintenance by Estonian national maintenance organisation.
If the a/c is not in original configuration, then airworthiness of non-EASA a/c shall be ascertain case by case.

My name is Forrest Williams, and I am with East 2 West Aero, a company based in the United States specializing in the modernization of Aero L-39 Albatros aircraft.
I am inquiring about the possibility of registering one of our aircraft in Estonia under the Experimental Category. The aircraft in question has undergone extensive modifications from its original military configuration, including:
The aircraft is currently registered in the United States under an Experimental Exhibition airworthiness certificate issued by the FAA, confirming its civilian, non-military status and significant deviation from its original military specifications.
I would like to confirm the following:
Our goal is to ensure full compliance with Estonian regulations and EASA requirements for civilian operation within the EU. I greatly appreciate your guidance on how best to proceed.
