Kliimaministeerium andis 3Bird OÜ-le 04.04.2025 välja mereuuringu- ja laevaluba nr 16-12/25/7,
mis muudeti 04.07.2025 mereuuringu- ja laevaloaga nr 16-12/25/7-2 uurimislaeva muutumise
tõttu. Veeseaduse § 248 lõike 1 alusel ning tulenevalt 3Bird OÜ poolt 11.06.2025 esitatud
mereuuringu- ja laevaloa muutmistaotlustest muudab Kliimaministeerium 04.07.2025 välja antud
mereuuringu- ja laevaluba nr 16-12/25/7-2 ja sõnastab selle järgmiselt (konsolideeritud versioon):
Veeseaduse § 245 lõike 1, riigipiiri seaduse §141 lõike 11 ning kliimaministri 24.08.2023 käskkirja
nr 1-2/23/352 punktide 1.4 ja 1.5 alusel ning kooskõlas ÜRO mereõiguse konventsiooni artikli 246
lõigetega 1−3 annab Kliimaministeerium loa teaduslike mereuuringute läbiviimiseks Eesti
Vabariigi jurisdiktsiooni all oleval merealal vastavalt esitatud taotlusele järgmiselt:

On 4 April 2025, the Ministry of Climate issued Marine Scientific Research Permit and Entry
Clearance No. 16-12/25/7 to 3Bird OÜ, which was subsequently amended by 04.07.2025 issued
Marine Scientific Research Permit and Entry Clearance No. 16-12/25/7-2 due to change of the
research vessel.
Based on subsection 1 of § 248 of the Water Act and in accordance with the Entry Clearance
amendment applications by the 3Bird OÜ on 10.07.2025, the Ministry of Climate amends the
Marine Scientific Research Permit and Entry Clearance No 16-12/25/7-2 (issued on 04.07.2025)
and formulates it as follows (consolidated version):
Based on subsection 1 of § 245 of the Water Act, subsection 11 of §141 of the State Borders Act,
points 1.4 and 1.5 of the Decree of the Minister of Climate No. 1-2/23/352 (24.08.2023) and in
accordance with paragraphs 1−3 of the UN Law of the Sea Article 246, the Estonian Ministry of
the Climate issues the Marine Scientific Research Permit and Research Vessel Entry Clearance

and do not interfere with vessel traffic;
2. information on the place and time of entering and leaving the Estonian marine area must be
reported to the Estonian Navy Maritime Operational Centre`s radio station (call-sign:
„Estonian Coast Guard“) either by e-mail [email protected] (preferred), on the
VHF frequencies 156.475 MHz (channel 69) or 156,800 MHz (channel 16) or by phone
+372 71 77943;
3. inform Ministry of Climate ([email protected]) as an issuer of the marine research
permit immediately of any substantial changes in the research project.
On 07.03.2025, the Transport Administration has issued a permit for the installation of buoys and
submitted the conditions to 3Bird OÜ by letter No 6.1-2/25/2741-6 (Annex). The conditions are
listed below and form part of the obligations of the holder of the permit owner:

In accordance with the Administrative Procedure Act, issuing of this Marine Research Permit and

2. the installed buoys must comply with the description provided in the application;
3. the installation of the buoys must be reported immediately to [email protected].
The report should include the MMSI of the AIS transponders installed on the buoys and the
name transmitted by them;
4. the removal of the buoys (including temporary removal) must be reported immediately to
5. any malfunctions affecting the maritime safety equipment on the buoys (light, AIS
transponder) must be reported immediately to [email protected].
In accordance with the Administrative Procedure Act, issuing of this Marine Research Permit and
Entry Clearance may be filed in Administrative Court within 30 days after the issuance of the
Permit.

Oleme läbi vaadanud Teie poolt esitatud taotluse poide paigaldamiseks Läänemerre nahkhiirte
uuringu läbiviimiseks ajavahemikus 1. mai 2025 kuni 20. september 2025.
Tulenevalt meresõiduohutuse seaduse § 45 lg 7 ja taotluses toodud ning täiendavalt kogutud
teabele anname loa paigaldada ujuvmärgid järgmistel tingimustel:
1) poid paigaldatakse taotluses toodud asukohtadele:

2) Paigaldatavad poid peavad vastama taotluses toodud kirjeldusele;
3) poide paigaldamisest tuleb koheselt teada anda aadressile [email protected].
Teates palume ära tuua ka poidele paigaldatud AIS transponderite MMSI ja nende poolt
edastatav nimi;
4) Poide väljavõtmisest (sh ajutisest) tuleb koheselt teada anda aadressile

5) Poidel paiknevatest meresõiduohutust tagavate seadmete (latern, AIS transponder) riketest
tuleb koheselt teada anda aadressile [email protected].
