Dear Minister,
After the Uzhhorod Conference on Cooperation for Resilience in February, I sent a letter
(reference Ares(2025)2405996) inviting support for Ukraine’s efforts to safeguard its cultural
heritage - through the storage, exhibition, and conservation/restoration of cultural assets - and
to support Ukrainian students and professionals in developing their capacities in this field,
including through scholarships.
I would like to sincerely thank you and your teams for the valuable feedback and contributions
received. I am profoundly moved by the breadth and depth of actions by so many EU Member
States in support of Ukraine’s culture and cultural heritage since the beginning of Russia’s war
of aggression. This collective commitment stands as a powerful and tangible expression of our
unwavering solidarity with Ukraine.
Building on these efforts, I am pleased to inform you that I presented these initiatives as part
of a joint Team Europe approach, under the label "Team Europe for Cultural Heritage in
Ukraine" at the Ukraine Recovery Conference in Rome on 10–11 July, enhancing the visibility,
coherence, and impact of our interventions.
The Team Europe approach is a way of strengthening cooperation between the EU and its
Member States, scale up our collective impact, and strengthen the EU’s role as a partner of
reference. The "Team Europe for Cultural Heritage in Ukraine" package presents over 60
actions by EU Member States and the European Commission (see Annex), and relies on three
major pillars of intervention, reflecting the needs expressed by the Ukrainian Minister of
Culture and Communication in Uzhhorod:
1. 17 Protection Actions: To increase protection/shelter opportunities for cultural heritage
by providing venues to store and/or exhibit Ukrainian cultural artefacts in danger.
2. 17 Conservation Actions: To broaden and optimize conservation/restoration efforts for
cultural heritage, including documentation and digitization, through the provision of external
human and/or financial resources.
3. 31 Capacities Actions: To strengthen national capacities in cultural heritage conservation
and management, through capacity building and scholarships for Ukrainian
students/professionals.
Together, we are contributing to the protection, conservation, and promotion of Ukraine’s
cultural heritage as a key driver of resilience and recovery during and after the war. This
collective effort reflects our belief that culture is not only a legacy of the past but a
foundation for the future - and a vital force for hope, identity, and resilience. I look forward to
continuing this important work together.

offer financial support to organizations active in the fields of arts and culture, including cultural heritage organizations, who can develop artistic/ cultural projects using heritage.
Creative Europe-funded project for cultural recovery and development • Start date: Q4 2025 • Budget: EUR 2 million • Short description: The project will
offer financial support to support local cultural actors, organizations and products, including through the development of local cultural projects that celebrate regional heritage, promote diversity and empower local communities and minorities. A total number of 40 professionals will be trained, including 20 museum professionals and 20 specialists in restoration and conservation, through professional development certificates programmes.
Creative Europe-funded project for culture professionals working with Ukrainian displaced people in the field of arts and cultural heritage • Start date: Q4 2025 • Budget: EUR 2 million • Short description: The project will offer financial support for the
development of knowledge, capacity development projects and cultural heritage initiatives, including heritage revitalization, accessibility, digitalization, etc.
Online Competence Centre in 3D for Cultural Heritage • Start date: 2025 • Duration: 3 years • Budget: EUR 3 million • Short description: The 3D-4CH project is establishing a European
Competence Centre for 3D cultural heritage, providing advanced digitization strategies, training, and best practices to enhance the preservation and accessibility of cultural heritage. With a dedicated focus on Ukraine, the project is also supporting Ukrainian experts and the potential creation of a Ukrainian national aggregator for Europeana, within the frame of the common European data space for cultural heritage.

Republic, in partnership with the Yaroslav the Wise National Library of Ukraine and the Ukrainian Library Association, is leading the second phase of the Ark for Ukraine project to digitise Ukraine’s documentary herit- age. The conservation unit will oversee the digitisation process to safeguard long-term preservation, minimise the risk of loss, and enhance accessibility for research and educational purposes.
“Ark for Ukraine project: Ark III” – Establishing a movable digitisation unit for the digital preservation of Ukrainian artefacts • Start date: Spring 2025 • Duration: up to 1 year, with the aim of ensuring its
indefinite operation once fully established • Short description: This project implemented by the
National Museum of Czech Republic aims to establish a movable digitisation unit - a specially equipped trans- porter - for 3D scanning of artefacts. Operated by a three-person crew, this unit will travel across Ukraine as needed, with two digitisation stations allowing for the processing of smaller items inside the van and larger or fragile objects directly on-site at museums.

Support for Ukrainian art museums: Offer for artefacts conservation and on-line exhibitions • Start date: New offer, as of 01/01/2026 • Duration: 12-24 months • Budget: EUR 100,000 • Short description: The Finnish National Gallery can
support the conservation of artworks by Ukrainian artists damaged in the war, including interim storage and transport to and from Finland when conditions allow. It can also assist in relaunching exhibition projects on digital platforms that were suspended due to the full-scale invasion.
Offer to provide expertise on long-term digital preservation • Start date: New offer, as of 2026 • Short description: The Ministry of Education and
Culture through the Finnish IT Centre for Science (CSC), and via TAIEX, can offer expertise in digital long-term preservation. Cooperation may also include temporary storage for Ukrainian museum collections and cultural data using Finland’s preservation service.
France [FR] — — Professional exchange: Conserving heritage in times of crisis • Start date: 23/06/2025 • Budget: EUR 35,000 • Short description: Implemented by the French Ministry
of Culture, the project offers a specialised seminar for ten Ukrainian curators focused on heritage protection in crisis situations, especially during armed conflict. It promotes inter-professional exchange with French experts, raises awareness of civil-military cooperation, illicit trafficking, and the use of new technologies, and aims to strengthen institutional partnerships between France and Ukraine in heritage conservation.

project, implemented by the Institut National du Patrimoine and École de Chaillot, supports heritage professionals from Ukraine, Romania, Moldova, and Bulgaria by developing restoration skills, fostering regional cooperation, and building a network around Black Sea coastal heritage.
Germany [DE] Safeguarding of Roma Holocaust memory in Ukraine at the Babyn Yar Memorial Centre, Kyiv • Start date: 24/03/2025 • Duration: 2025-2030 • Budget: EUR 30,000 in year 1 • Short description: The Ukrainian Roma
Advocacy Alliance (AURA), in partnership with the Youth Agency for the Advocacy of Roma Culture (ARCA) and the Babyn Yar Memorial Centre in Kyiv are developing Ukraine’s first permanent national exhibition on the Roma Holocaust, which will be housed by the Babyn Yar Memorial Centre.
From preservation of memory to physical protection: Documentation and preservation of Jewish cemeteries in Eastern Europe • Start date: 2025 • Duration: 12 months • Budget: EUR 600,000.

and Istituto Centrale per il Restauro, this project strengthens the protection of Odesa’s heritage and boosts cultural sector employment through comprehensive training programmes. Poland [PL] — Protecting and preserving Polish-Ukrainian cultural heritage in Ukraine • Start date: 2025 • Budget: EUR 2 million • Short description: The National Institute of
Polish Cultural Heritage Abroad (POLONIKA), under Poland’s Ministry of Culture, plans to carry out 35 restoration projects in Ukraine during the 2025 restoration season, including key sites, such as the Cathedral Basilica and Boim Chapel in Lviv, and the Sieniawski Chapel in Berezhany.
Developing a platform to train art restorers in Lviv to EU heritage standards • Start date: 01/01/2026 • Duration: Activities are planned for the next 3 years,
specific programs from 2 weeks - 6 months • Budget: EUR 150 000,00 (2025-2028, 3-year perspective) • Short description: The project supports the preservation
of shared Ukrainian-Polish cultural heritage threatened by war by professionalising the Ukrainian heritage protection sector in line with EU standards. It aims to aid Ukraine’s EU accession by expanding skills in conservation and restoration during the pre-accession period.

Narodowa - Instytut Audiowizualny in Warsaw, the project trains cultural sector professionals in digitisation, conservation, and digital preservation of audiovisual heritage. It fosters collaboration, builds professional networks, and provides access to specialised equipment, including tools for cybersecurity and digital film preservation.

International Culture Centre in Krakow, the Heritage Academy for Ukraine is a five-day programme of workshops, lectures, and study visits aimed at aligning Ukrainian cultural heritage management with EU standards. It supports EU integration by building professional competencies, strengthening institutions, and promoting European values.
Portugal [PT] — Património Cultural da Ucrânia 360º / Cultural Heritage of Ukraine 360º / Культурна спадщина України 360º: Digitisation support and preservation infrastructure • Start date: 2025 • Duration: 12 months • Budget: EUR 100,000 • Short description: Implemented by
Património Cultura, Instituto Público, the project aims to train and equip specialists for digitising at-risk cultural assets in Ukraine, with a centralised implementation model chosen by Ukraine.
