Invitation letter for Exercise STEADY SHEPHERD AUTUMN 2025 On behalf of the Estonian Ministry of Defence, NFIU Estonia is organizing an event in order to discuss third line sustainment, infrastructure and movement of equipment to and from the third line. The purpose of this letter is to invite representatives to Exercise STEADY SHEPHERD (STSH). The event will be held at NFIU EST on 5-6 November 2025. In the previous iterations of Ex STSH, we concentrated on the deployment of the Forward Land Force (FLF) and the C2 between the ministries, EDF and Allied Forces. For this event, the setting will be the UK FLF and the French Battle Group (BG) stationed in Estonia prior to crisis. By running through each organizational requirement and the NATO plan, this event will serve as an opportunity to achieve common understanding of the plan for 3rd line sustainment. The Planning Conference will be held in NFIU EST, room 114 at 1330 local on Tues 2 Sep 25. The aims of the Planning Conference are to:

a. Introduce the Ex to the participants; b. Discuss Aims and Objectives; c. Determine planning requirements; d. Develop the Exercise specification; e. Develop the Agenda; f. Introduce CONOPS; and g. Discuss levels of attendance.

PVMR Dial in number is: 9580015486587 (please be prepared for the comms check 10 minutes prior to VTC) All logistic assets involved with FLF sustainment in Estonia, EDF HQ J4, Support Command, 1st Estonia Division, 1st and 2nd Brigade J4, all UK and French Sustainment Force Elements and Organizations as determined by nations and government departments are requested to save the date for Ex STSH Autumn 25, which will be conducted on 5-6 November 2025 at NFIU Estonia. This event will be held in a NATO SECRET environment and will be in-person only. For the registration process an Administrative Instruction will be provided at a later date.
