The Director-General of the World Health Organization (WHO) presents his compliments
to Member States and regional economic integration organizations and has the honour to refer to resolution WHA78.1, which established the open-ended Intergovernmental Working Group
(IGWG) on the WHO Pandemic Agreement.
Member States are informed that the second meeting of the IGWG will be held at WHO
headquarters, Geneva, from 15 to 19 September 2025 in hybrid format. The second meeting will
open at 09:00 (CEST) on Monday, 15 September 2025.
Meeting registration and access
Online registration is required to participate virtually and in-person in the IGWG.
Registration can be initiated as of 11 August 2025 by going to the following link:
https://indico.un.org/e/IGWG2. Registration should be completed by 8 September 2025.
To participate virtually only, renewed online registration will not be required for the second meeting for Member States who have previously registered for the first and
organizational meeting of the IGWG (9–10 July 2025). In that regard, WHO will consider Member States’ credentials submitted during the registration process for the first meeting as remaining valid for the purposes of registration for the second meeting, unless informed
otherwise by email to [email protected] no later than 08 September 2025.
Following registration, a personalized link to access the virtual platform will be sent to delegates in the days preceding the meeting. Registrations sent after the deadline may cause a
delay in the receipt of a link to participate in the meeting.
In view of the space restriction in connection with ongoing renovations at WHO headquarters, up to two persons per delegation are invited to be physically present in the meeting
room at WHO headquarters in Geneva, Switzerland, with other members of the delegation
participating through the virtual platform.

In accordance with resolution WHA49.9 (1996), and to support the aim of achievement of
SDG 5 (Achieve gender equality and empower all women and girls), the Director-General

Le Directeur général de l’Organisation mondiale de la Santé (OMS) présente ses compliments aux États Membres et aux organisations d’intégration économique régionale, et a l’honneur de se référer à la résolution WHA78.1, en vertu de laquelle l’Assemblée mondiale de la Santé a décidé de créer un Groupe de travail intergouvernemental à composition non limitée sur l’Accord de l’OMS sur les pandémies.
Les États membres sont informés par la présente que la deuxième réunion du Groupe de travail intergouvernemental se tiendra au siège de l’OMS, à Genève, du 15 au 19 septembre 2025, selon des modalités hybrides. La deuxième réunion s’ouvrira le lundi 15 septembre 2025 à 9 heures (HNEC).
Inscription et accès aux réunions L’inscription en ligne est obligatoire pour la participation en présentiel ou en ligne au
Groupe de travail intergouvernemental. Elle pourra être effectuée à partir du 11 août 2025 en utilisant le lien suivant : https://indico.un.org/e/IGWG2. Les inscriptions devront être achevées le 8 septembre 2025 au plus tard.
Pour participer uniquement virtuellement, les États Membres qui se sont déjà inscrits pour la première réunion d’organisation n’auront pas à renouveler leur inscription en ligne pour la deuxième réunion du Groupe de travail intergouvernemental (9 et 10 juillet 2025). À cet égard, l’OMS considérera que les pouvoirs soumis par les États Membres lors de la procédure d’inscription à la première réunion demeureront valables aux fins de l’inscription à la deuxième réunion, sauf indication contraire envoyée par courrier électronique à l’adresse [email protected], le 8 septembre 2025 au plus tard.

Conformément à la résolution WHA49.9 (1996) et pour contribuer à la réalisation de l’ODD 5 (Parvenir à l’égalité des sexes et autonomiser toutes les femmes et les filles), le Directeur général invite les États Membres à envisager de respecter la représentation équilibrée des genres au sein de leur délégation.

Генеральный директор Всемирной организации здравоохранения (ВОЗ) свидетельствует свое уважение государствам-членам и региональным организациям экономической интеграции и имеет честь сослаться на резолюцию WHA78.1, предусматривающую учреждение Межправительственной рабочей группы (МПРГ) открытого состава по Соглашению ВОЗ по борьбе с пандемиями.
Уведомляем государства-члены о том, что второе совещание МПРГ будет проведено с 15 по 19 сентября 2025 г. в гибридном формате в штаб-квартире ВОЗ в Женеве. Совещание откроется в понедельник, 15 сентября 2025 г. в 09:00 (по центральноевропейскому летнему времени).
Регистрация участников и доступ на совещание
Для дистанционного и очного участия в совещании МПРГ требуется пройти онлайн-регистрацию. Регистрация откроется с 11 августа 2025 г. по адресу https://indico.un.org/e/IGWG2. Зарегистрироваться необходимо не позднее 8 сентября 2025 г.
Если государства-члены планируют участвовать в совещании только в виртуальном формате и ранее уже регистрировались для участия в первом (организационном) совещании МПРГ (9 и 10 июля 2025 г.), повторная онлайн-регистрация не требуется. В данном случае ВОЗ будет считать документы о полномочиях, представленные ими при регистрации на первое совещание, действительными на втором совещании, если государства-члены не направят по электронной почте [email protected] до 8 сентября 2025 г. уведомление о каких-либо изменениях, касающихся полномочий.
После регистрации каждому делегату будет за несколько дней до совещания направлена персональная ссылка на доступ к виртуальной платформе совещания. В случае регистрации по истечении установленного срока ссылка для участия в совещании может быть выслана с задержкой.
Ввиду нехватки помещений, вызванной текущими ремонтными работами в штаб-квартире ВОЗ в Женеве, Швейцария, в зале заседаний могут присутствовать не более двух членов каждой делегации, а остальные члены делегаций будут участвовать в работе через виртуальную платформу.

В соответствии с резолюцией WHA49.9 (1996 г.) и в интересах достижения ЦУР 5 (Обеспечение гендерного равенства и расширение прав и возможностей всех женщин и девочек) Генеральный директор предлагает государствам-членам рассмотреть возможность обеспечения гендерного баланса в составе их делегаций.

El Director General de la Organización Mundial de la Salud (OMS) presenta sus respetos a los Estados Miembros y a las organizaciones de integración económica regional y tiene el honor de referirse a la resolución WHA78.1, por la que se estableció el Grupo de Trabajo Intergubernamental de composición abierta acerca del Acuerdo de la OMS sobre Pandemias.
Se informa a los Estados Miembros de que la segunda reunión del Grupo de Trabajo Intergubernamental se celebrará en la Sede de la OMS, Ginebra, del 15 al 19 de septiembre de 2025 en formato híbrido. La segunda reunión dará comienzo a las 09.00 horas (hora centroeuropea de verano) del lunes 15 de septiembre de 2025.
Inscripción y acceso a la reunión
Para participar, ya sea virtualmente o en persona, en la reunión del Grupo de Trabajo Intergubernamental es necesario inscribirse en línea, proceso que puede iniciarse a partir del 11 de agosto de 2025 a través del siguiente enlace: https://indico.un.org/e/IGWG2. La inscripción deberá realizarse, a más tardar, el 8 de septiembre de 2025.
