MEMBERSHIP

The Policy and Coordination Committee (PCC) is the governing body of the

UNDP/UNFPA/UNICEF/WHO/World Bank Special Programme of Research, Development

and Research Training in Human Reproduction (HRP). Attached for your information is a

copy of the Memorandum on the Administrative Structure of the Special Programme (HRP

MOU), which defines the structure, functions and mode of operation of HRP, including the

membership of PCC. Also attached, for your information, is the current list of PCC members

in 2025.

The membership of PCC is described in paragraph 2.2 of the MOU, and includes as

category 3, two members elected by PCC for three-year terms from interested remaining

Cooperating Parties. The term of office of one member in category 3 will come to an end on

31 December 2026. It will therefore be necessary for an election to take place at the Thirty-

ninth meeting of PCC, which will take place in Geneva and on 22 and 23 April 2026.

In accordance with the terms of the HRP MOU, all governments in the European

Region, except those that may be listed as a category 1 or category 2 member, are eligible for

election under category 3. The term of office of the newly-elected member will run from

1 January 2027 to 31 December 2029.

In accordance with paragraph 2.2 of the HRP MOU, PCC members may be re-elected.

I would be grateful if you would take the necessary action within your Region to

solicit applications for category 3 membership for among the above-mentioned eligible

governments by 21 February 2026, which is 60 days before the start of the Thirty-ninth

meeting of PCC and the deadline for the receipt of applications.

Applications should be sent directly to Dr Pascale Allotey, Director of the Special

Programme ([email protected] and [email protected]), outlining the motivation for applying,

specifically noting work on family planning, research and development and in human

reproduction and fertility regulation, as demonstrated by national policies and programmes.

If candidatures are received by the WHO Representatives or by the Regional Office,

the date of receipt must immediately be stamped on the incoming correspondence, and

be forwarded to HRP by e-mail ([email protected]) to avoid postal delays.

Once the member is elected at the April 2026 meeting, an invitation will be extended

to the government/organization concerned to nominate their representatives for the three-year

term of office on PCC.

Memorandum on the Administrative Structure of the Special Programme of Research, Development and

Research Training in Human Reproduction (HRP)1

The Special Programme of Research, Development and Research Training in Human Reproduction (hereinafter called the Special Programme, or HRP) is structured on the basis of cosponsorship by the United Nations Development Programme (hereinafter called UNDP), the United Nations Population Fund (hereinafter called UNFPA), the United Nations Children’s Fund (hereinafter called UNICEF), the World Health Organization (hereinafter called WHO), the International Bank for Reconstruction and Development (hereinafter called The Bank), and operates within a broad framework of intergovernmental and interagency cooperation and participation.

1. Basic structure

1.1 The Special Programme is a global programme of international technical cooperation initiated by WHO to promote, coordinate, support, conduct and evaluate research in human reproduction, with particular reference to the needs of developing countries, by:

(i) promoting and supporting research aimed at finding and developing safe and

effective methods of fertility regulation, and identifying and eliminating obstacles to such research and development;

(ii) identifying and evaluating health and safety problems associated with fertility

regulation technology, analysing the behavioural and social determinants of fertility regulation, and testing cost-effective interventions to develop improved approaches to fertility regulation within the context of reproductive health services;

(iii) strengthening the training and research capability of developing countries in the

field of human reproduction;

(iv) establishing a basis for collaboration with other programmes engaged in research

and development in human reproduction, which will include the identification of priorities across the field and the coordination of activities in the light of such priorities.

1.2 The Cooperating Parties are:

1.2.1 Governments contributing to Special Programme resources; governments

providing technical and/or scientific support to the Special Programme; and governments with policies designed to address the needs for fertility regulation and family planning for their populations in the context of their overall plans for health care and social and economic development.

1.2.2 Intergovernmental organizations, United Nations Funds and Programmes, and

other non-profit-making organizations contributing to Special Programme Resources or providing technical and scientific support to the Special Programme.

1.3 The Cosponsors are UNDP, UNFPA, UNICEF, WHO and The Bank.

1.4 The Executing Agency is WHO.

1.5 Special Programme Resources are the financial resources made available to the

Special Programme by governments and organizations through the WHO Voluntary Fund for Health Promotion.

2. Policy and Coordination Committee

The Policy and Coordination Committee (PCC) is the governing body of the Special Programme.

2.1 Functions

PCC shall, for the purpose of coordinating the interests and responsibilities of the

parties cooperating in the Special Programme, have the following functions:

2.1.1 To review and decide upon the planning and execution of the Special

Programme. For this purpose it will keep itself informed of all aspects of the development of the Special Programme and consider reports and recommendations submitted to it by the Standing Committee referred to in Section 3 of this Memorandum (hereinafter called the Standing Committee), the Executing Agency and the Scientific and Technical Advisory Group referred to in Section 4 of this Memorandum (hereinafter called STAG).

2.1.2 To review and approve the plan of action and budget for the coming financial

period prepared by the Executing Agency and reviewed by STAG and the Standing Committee.

2.1.3 To review the proposals of the Standing Committee and approve

arrangements for the financing of the Special Programme.

2.1.4 To review proposed longer term plans of action and their financial implications.

2.1.5 To review the annual financial statements submitted by the Executing Agency,

and the audit report thereon submitted by the External Auditor of the Executing Agency.

2.1.6 To review periodic reports that will evaluate the progress of the Special

Programme towards the achievement of its objectives.

2.1.7 To review and endorse the selection of members of STAG by the Executing Agency in consultation with the Standing Committee.

2.1.8 To consider such other matters relating to the Special Programme as may be

referred to it by any Cooperating Party.

2.2 Membership

PCC shall consist of 34 members from among the Cooperating Parties as follows:

2.2.1 Largest financial contributors: 11 government representatives from the

countries that were the largest financial contributors to the Special Programme in the previous biennium.

2.2.2 Countries elected by the WHO regional committees: 14 government

representatives from Member States elected by the WHO regional committees for three-year terms according to population distribution and regional needs, distributed as follows:

In these elections due account should be taken of a country's financial and/or technical support to the Special Programme and its interest in the fields of family planning, research and development and in human reproduction and fertility regulation, as demonstrated by national policies and programmes.

2.2.3 Other interested Cooperating Parties: two members elected by PCC for

three-year terms from the remaining Cooperating Parties.

2.2.4 Permanent members: the Cosponsors of the Special Programme,the

International Planned Parenthood Federation and the Joint United Nations Programme on HIV/AIDS.

Members of PCC in categories 2.2.2 and 2.2.3 may be re-elected.

2.3 Observers

Other Cooperating Parties may be represented as observers with the approval of the

Executing Agency after consultation with the Standing Committee. Observers attend sessions of PCC at their own expense.

2.4 Operation

2.4.1 PCC shall meet at least once a year, and in extraordinary sessions, if

required, subject to the agreement of the majority of its members. The Executing Agency shall provide the secretariat.

2.4.2 PCC shall elect each year from among its members, a chairman, a vice-

chairman and a rapporteur.

2.4.3 The Chairman shall:

• convene and preside over sessions of PCC; • undertake such additional duties as may be assigned by PCC.

2.4.4 Subject to any special arrangements that may be decided upon by PCC,

members of PCC shall make their own arrangements to cover the expenses incurred in attending sessions of PCC.

2.5 Procedures

2.5.1 In its proceedings PCC shall be guided mutatis mutandis by the Rules of

Procedure of the World Health Assembly.

2.5.2 In consultation with the Chairman, the secretariat shall prepare an annotated

provisional agenda for each session.

2.5.3 A report, prepared by the Rapporteur with the assistance of the secretariat,

shall be circulated as soon as possible after the conclusion of the session for the approval of participants.

3. The Standing Committee 3.1 Composition

The Standing Committee shall be comprised of representatives of the Cosponsors.

3.2 Functions

The Standing Committee shall have the following functions:

3.2.1 To review plans of action and a budget for the coming financial period,

prepared by the Executing Agency and reviewed by STAG, in time for presentation to the annual session of PCC.

3.2.2 To make proposals to PCC for the financing of the Special Programme for the

coming financial period.

3.2.3 To review the reallocation of resources during a financial period, as

recommended by STAG and the Executing Agency, and to report to PCC.

3.2.4 To examine the reports submitted to the Executing Agency by STAG and the

Executing Agency's comments; make the necessary observations thereon; and transmit these, with comments as appropriate, to PCC.

3.2.5 To review particular aspects of the Special Programme, including those that

may be referred to it by PCC, and present findings and recommendations to PCC.

3.2.6 To inform PCC, as required, regarding Special Programme matters of interest

to PCC.

3.2.7 To prepare an annual report of its activities for PCC.

3.3 Operation

3.3.1 The Standing Committee shall usually meet twice a year; once at the time of

the PCC session, and additionally between sessions of PCC.

3.3.2 The Executing Agency shall arrange for support services and facilities as may

be required by the Standing Committee.

3.3.3 Members of the Standing Committee shall make their own arrangements to

cover the expenses incurred in attending meetings of the Standing Committee.

4. Scientific and Technical Advisory Group (STAG) 4.1 Functions

STAG shall have the following functions:

4.1.1 To review, from a scientific and technical standpoint, the content, scope and

dimensions of the Special Programme, including the research areas covered and approaches to be adopted.

4.1.2 To recommend priorities within the Special Programme, including the

establishment and disestablishment of task forces, and all scientific and technical activities related to the Special Programme.

4.1.3 To provide PCC and the Standing Committee with a continuous and

independent evaluation of the scientific and technical aspects of all activities of the Special Programme.

4.1.4 To review the plans of action and the budget for financial periods prepared by

the Executing Agency and make proposals to the Standing Committee for possible reallocation of resources within the scientific and technical component of the Special Programme during each financial period.

For these purposes, STAG may propose and present for consideration to the Executing Agency, the Standing Committee or PCC, as appropriate, such technical documents and recommendations as it deems necessary.

4.2 Composition

4.2.1 STAG shall have 15-18 members, who shall serve in their personal capacities

to represent the broad range of biomedical and other disciplines required for Special Programme activities.

4.2.2 Members of STAG, including the Chairman, shall be selected, on the basis of

scientific and technical competence, by the Executing Agency, in consultation with the Standing Committee and with the endorsement of PCC.

4.2.3 Members of STAG shall not be members of other committees of the Special

Programme, principal investigators in studies undertaken by the Special Programme, or Special Programme grantees.

4.2.4 Members of STAG, including the Chairman, shall be appointed to serve for a period of three years, and shall be eligible for immediate reappointment only once.

4.3 Operation

4.3.1 STAG shall meet at least once each year.

4.3.2 The Executing Agency shall provide the secretariat of STAG, including

sustained scientific, technical and administrative support.

4.3.3 STAG shall elect a vice-chairman and a rapporteur for each meeting from

among its members.

4.3.4 STAG shall prepare an annual report on the basis of a full review of all

technical and scientific aspects of the Special Programme. This report, containing its findings and recommendations, shall be submitted to the Executing Agency and to the Standing Committee. The Executing Agency shall submit its comments on the report (if any) to the Standing Committee. The Standing Committee shall then transmit the report, including any comments of the Executing Agency, together with its own observations and recommendations, to PCC. The Chairman of STAG, or in the absence of the Chairman a member of STAG acting as deputy, shall attend all sessions of PCC.

5. The Executing Agency

The Executing Agency, after consultation with the Standing Committee and other consultations as appropriate, shall appoint the Director, Special Programme, and appoint or assign all other personnel to the Special Programme, as specified in the plans of work. Drawing, as required, on the administrative resources of the Executing Agency, and in cooperation with the Cosponsors, the Assistant Director-General supervising the Director, Special Programme will be responsible for the overall management of the Special Programme. Drawing to the full on the scientific and technical resources of the Executing Agency, the Director, Special Programme shall be responsible for the overall scientific and technical development and operation of the Special Programme, including the plans of action and the budget.

Memorandum sur la structure administrative

du Programme spécial de Recherche, de Développement et de Formation à la Recherche en Reproduction humaine (HRP)1

Le Programme spécial de recherche, de développement et de formation à la recherche en reproduction humaine (ci-après désigné sous le nom de Programme spécial, ou HRP) possède une structure fondée sur le coparrainage du Programme des Nations Unies pour le Développement (ci-après désigné sous le nom de PNUD), du Fonds des Nations Unies pour la Population (ci-après désigné sous le nom d’UNFPA), du Fonds des Nations Unies pour l'Enfance (ci-après désigné sous le nom d’UNICEF), de l’Organisation mondiale de la Santé (ci-après désignée sous le nom d’OMS et de la Banque internationale pour la Reconstruction et le Développement (ci-après désignée sous le nom de la Banque) et il est exécuté dans le cadre élargi d’une coopération et d’une participation à caractère gouvernemental et inter-institutions.

1. Structure de base

1.1 Le Programme spécial est un programme mondial de coopération technique lancé

par l’OMS pour encourager, coordonner, appuyer, exécuter et évaluer des travaux de recherche en reproduction humaine, notamment en fonction des besoins des pays en développement, et qui se propose d’accomplir les activités suivantes :

(i) encourager et appuyer les travaux de recherche visant à découvrir et à mettre

au point des méthodes sûres et efficaces de régulation de la fécondité et à identifier et éliminer les obstacles à cette démarche;

(ii) identifier et évaluer les problèmes de santé et d’innocuité liés à la technologie de

régulation de la fécondité, analyser les facteurs sociaux et comportementaux de cette régulation, et évaluer les interventions sur le plan coût-efficacité, afin d’améliorer les approches concernant la régulation de la fécondité, dans le contexte des prestations portant sur les aspects médico-sanitaires de la reproduction ;

(iii) renforcer le potentiel de formation professionnelle et de recherche des pays

en développement dans le domaine de la reproduction humaine;

(iv) établir les bases d’une collaboration avec d’autres programmes consacrés à la recherche et au développement en reproduction humaine, notamment pour identifier des priorités dans ce domaine et établir une coordination des travaux à la lumière de ces priorités.

1.2 Les parties coopérantes sont :

1.2.1 Les gouvernements qui versent une contribution au Programme spécial ; les

gouvernements qui accordent à ce même programme un appui technique ou scientifique ; et les gouvernements ayant adopté des mesures répondant aux besoins de leur population en matière de régulation de la fécondité et de planification familiale, dans le contexte des plans généraux de soins médico- sanitaires et de développement économique et social.

1.2.2 Les organisations intergouvernementales, Fonds et Programmes des Nations

Unies et d’autres organisations sans but lucratif qui versent une contribution au Programme spécial ou lui accordent un appui technique et scientifique.

1.3 Coparrainage : PNUD, UNFPA, UNICEF, OMS et la Banque.

1.4 L’agent d’exécution est l’OMS.

1.5 Les fonds du Programme spécial sont constitués par les ressources financières

mises à la disposition du Programme par divers gouvernements et organisations, par l’entremise du fonds bénévole de l’OMS pour la promotion de la santé.

2. Comité Politiques et Coordination

Le Comité Politiques et Coordination (PCC) est l’un des organes directeurs du

Programme spécial. 2.1 Activités

Le PCC, dont le but est de coordonner les intérêts et les activités des parties coopérantes du Programme spécial, exerce les activités suivantes :

2.1.1 Etudier la préparation et l’exécution du Programme spécial et prendre des

décisions à ce sujet. A cette fin, le PCC se tiendra informé de tous les aspects du développement du Programme spécial et examinera les rapports et recommandations qui lui sont soumis par le Comité permanent mentionné à la section 3 du présent mémorandum (ci-après désigné sous le nom de Comité permanent), par l’agent d’exécution et par le Groupe consultatif scientifique et technique mentionné à la section 4 du présent mémorandum (ci-après désigné sous le nom de STAG).

2.1.2 Etudier et approuver le plan d’action et le budget préparés pour l’exercice

suivant par l’agent d’exécution et soumis à l’examen de STAG et du Comité permanent.

2.1.3 Etudier les propositions du Comité permanent et approuver les

dispositions relatives au financement du Programme spécial.

2.1.4 Etudier les propositions de plans d’action à long terme, ainsi que leurs incidences financières.

2.1.5 Etudier les exposés financiers annuels présentés par l’agent d’exécution, ainsi

que le rapport de vérification présenté par le commissaire aux comptes de l’agent d’exécution.

2.1.6 Etudier les rapports périodiques faisant le point des progrès accomplis par le Programme spécial dans la réalisation de ses objectifs.

2.1.7 Examiner et approuver le choix des membres du STAG opéré par l’agent

d’exécution, en consultation avec le Comité permanent.

2.1.8 Examiner toute autre question intéressant le Programme spécial qui peut lui être soumise par l’une quelconque des parties coopérantes.

2.2 Composition

Le PCC se compose de 34 membres choisis parmi les parties coopérantes, selon

les modalités suivantes :

2.2.1 Principaux contributeurs : 11 représentants de gouvernements des pays qui ont accordé au Programme spécial la plus large contribution financière pour l’exercice biennal précédent.

2.2.2 Pays choisis par les comités régionaux de l’OMS : 14 représentants de

gouvernements d’Etat élus par les comités régionaux de l’OMS pour un mandat de trois ans, en fonction de la répartition de la population et des besoins régionaux.

2.4 Fonctionnement

2.4.1 Le PCC se réunit au moins une fois par an et, si nécessaire, en sessions

extraordinaires, sous réserve de l’accord de la majorité de ses membres. L’agent d’exécution assure les services de secrétariat.

2.4.2 Le PCC élit chaque année parmi ses membres un président, un vice- président et un rapporteur.

2.4.3 Le Président :

• convoque et préside les réunions du PCC ; • Accomplit toute autre tâche qui pourra lui être assignée par le PCC.

2.4.4 Sous réserve de toute disposition particulière dont peut décider le PCC, les

membres de ce comité doivent prendre à leur charge les frais encourus du fait de leur participation aux sessions du PCC.

2.5 Méthodes de travail

2.5.1 Au cours de ses sessions, le PCC applique strictement le règlement intérieur de

l’Assemblée mondiale de la Santé. 2.5.2 En consultation avec le président, le secrétariat prépare un ordre du jour

provisoire annoté pour chaque session. 2.5.3 Un rapport, préparé par le rapporteur, avec l’aide du secrétariat, sera diffusé

le plus rapidement possible après la fin de la session, et soumis à l’approbation des participants.

3. Le Comité permanent

3.1 Composition

Le Comité permanent se compose de représentants des organisations coparrainantes.

3.2 Activités

Le Comité permanent exerce les activités suivantes :

3.2.1 Examiner les plans d’action et le budget pour l’exercice suivant, tels

qu’ils ont été préparés par l’agent d’exécution, puis examinés par le STAG – et ceci suffisamment à temps pour qu’ils puissent être communiqués à la session annuelle du PCC.

3.2.2 Adresser au PCC des propositions relatives au financement du Programme

spécial pour le prochain exercice.

3.2.3 Examiner la réaffectation des ressources en cours d’exercice, selon les recommandations du STAG et de l’agent d’exécution, et faire rapport à ce sujet au PCC.

3.2.4 Examiner les rapports transmis à l’agent d’exécution par le STAG, ainsi que les observations dudit agent; formuler à ce sujet les remarques nécessaires, puis les transmettre, avec les annotations appropriées, au PCC.

3.2.5 Etudier certains aspects particuliers du Programme spécial, notamment à la

demande du PCC, et communiquer à celui-ci les conclusions et recommandations.

3.2.6 Informer le PCC, à sa demande, des questions du Programme spécial qui le

concernent.

3.2.7 Préparer un rapport annuel sur ses propres activités, à l’intention du PCC. 3.3 Fonctionnement

3.3.1 Le Comité permanent se réunit ordinairement deux fois par an; une fois

pendant la session du PCC et une autre fois entre les sessions dudit Comité.

3.3.2 L’agent d’exécution prend les dispositions nécessaires pour fournir les

services d’appui ainsi que les autres prestations dont le Comité permanent peut avoir besoin.

3.3.3 Les membres du Comité permanent prennent leurs dispositions pour couvrir

eux-mêmes les frais occasionnés par leur participation aux réunions du Comité permanent.

4. Groupe Consultatif Scientifique et Technique (STAG)

4.1 Activités

Le STAG exerce les activités suivantes :

4.1.1 Examiner, sur le plan scientifique et technique, le contenu, les dimensions et

le champ d’action du Programme spécial, et notamment les secteurs de recherche et les approches qu’il convient d’adopter, à ce sujet.

4.1.2 Formuler des recommandations sur les priorités du Programme spécial,

et notamment l’engagement et la cessation d’activités de la part des groupes d’étude, de même que des recommandations sur les activités scientifiques et techniques qui intéressent le Programme spécial.

4.1.3 Donner au PCC et au Comité permanent une évaluation indépendante et

continue des aspects scientifiques et techniques de toutes les activités du Programme spécial.

4.1.4 Examiner les plans d’action et le budget préparés pour chaque exercice par

l’agent d’exécution et présenter au Comité permanent des propositions pour une éventuelle réaffectation des ressources, en cours d’exercice, dans le cadre de la composante scientifique et technique du Programme spécial.

A ces fins, le STAG peut proposer et présenter à l’examen de l’agent d’exécution, du Comité permanent ou du PCC, selon le cas, tout document et recommandation de caractère technique qu’il jugera utile.

4.2 Composition

4.2.1 Le STAG se compose de 15 à 18 membres qui représentent à titre personnel

les divers éléments du large éventail de disciplines biomédicales et autres touchant aux activités du Programme spécial.

4.2.2 Les membres du STAG, dont le Président, sont sélectionnés en fonction de

leurs compétences scientifiques et techniques par l’agent d’exécution, en consultation avec le Comité permanent et avec l’approbation du PCC.

4.2.3 Les membres du STAG ne peuvent pas faire partie d’autres comités du

Programme spécial, ni occuper des fonctions de chercheur principal dans toute étude exécutée par le Programme spécial ou subventionnée par lui.

4.2.4 Les membres du STAG, dont le Président, sont nommés pour une durée de

3 ans et ne peuvent être réélus immédiatement qu’une seule fois. 4.3 Fonctionnement

4.3.1 Le STAG se réunit au moins une fois par an.

4.3.2 L’agent d’exécution assure au STAG un service de secrétariat, et

notamment un soutien scientifique, technique et administrative permanent.

4.3.3 Le STAG élit pour chaque réunion un vice-président et un rapporteur

choisis parmi les membres.

4.3.4 Le STAG prépare un rapport annuel sur la base d’un examen complet de tous les aspects scientifiques et techniques du Programme spécial. Ce rapport, qui contient les conclusions et recommandations du STAG, est communiqué à l’agent d’exécution ainsi qu’au Comité permanent. L’agent d’exécution transmet, le cas échéant, au Comité permanent, les remarques qu’il aurait à formuler au sujet de ce rapport. Le Comité permanent transmet ensuite au PCC ledit rapport, assorti des observations de l’agent d’exécution, et également de ses propres commentaires et recommandations. Le Président du STAG, ou en son absence un membre du STAG agissant en qualité d’adjoint, assiste à toutes les sessions du PCC.

5. L’agent d’exécution

L’agent d’exécution, après avoir consulté le Comité permanent et avoir pris les autres contacts qu’il juge nécessaires, nomme le Directeur du Programme spécial et procède à la nomination ou à l’affectation de tous les autres membres du personnel du Programme, comme indiqué dans les plans de travail. En faisant appel, le cas échéant, aux ressources administratives de l’agent d’exécution et en collaboration avec les organisations coparrainantes, le Sous-Directeur général dont relève le Directeur du Programme spécial a la charge de l’ensemble de la gestion dudit Programme. En faisant pleinement appel aux ressources scientifiques et techniques de l’agent d’exécution, le Directeur du Programme spécial assume la responsabilité de l’ensemble des travaux de développement et d’exécution du Programme spécial au niveau scientifique et technique, notamment en ce qui concerne les plans d’action et le budget.

MEMBERSHIP

The Policy and Coordination Committee (PCC) is the governing body of the

UNDP/UNFPA/UNICEF/WHO/World Bank Special Programme of Research, Development

and Research Training in Human Reproduction (HRP). Attached for your information is a

copy of the Memorandum on the Administrative Structure of the Special Programme (HRP

MOU), which defines the structure, functions and mode of operation of HRP, including the

membership of PCC. Also attached, for your information, is the current list of PCC members

in 2025.

The membership of PCC is described in paragraph 2.2 of the MOU, and includes as

category 3, two members elected by PCC for three-year terms from interested remaining

Cooperating Parties. The term of office of one member in category 3 will come to an end on

31 December 2026. It will therefore be necessary for an election to take place at the Thirty-

ninth meeting of PCC, which will take place in Geneva and on 22 and 23 April 2026.

In accordance with the terms of the HRP MOU, all governments in the European

Region, except those that may be listed as a category 1 or category 2 member, are eligible for

election under category 3. The term of office of the newly-elected member will run from

1 January 2027 to 31 December 2029.

In accordance with paragraph 2.2 of the HRP MOU, PCC members may be re-elected.

solicit applications for category 3 membership for among the above-mentioned eligible

governments by 21 February 2026, which is 60 days before the start of the Thirty-ninth

meeting of PCC and the deadline for the receipt of applications.

Programme ([email protected] and [email protected]), outlining the motivation for applying,

specifically noting work on family planning, research and development and in human

reproduction and fertility regulation, as demonstrated by national policies and programmes.

Memorandum on the Administrative Structure of the Special Programme of Research, Development and

Research Training in Human Reproduction (HRP)1

The Special Programme of Research, Development and Research Training in Human Reproduction (hereinafter called the Special Programme, or HRP) is structured on the basis of cosponsorship by the United Nations Development Programme (hereinafter called UNDP), the United Nations Population Fund (hereinafter called UNFPA), the United Nations Children’s Fund (hereinafter called UNICEF), the World Health Organization (hereinafter called WHO), the International Bank for Reconstruction and Development (hereinafter called The Bank), and operates within a broad framework of intergovernmental and interagency cooperation and participation.

1. Basic structure

1.1 The Special Programme is a global programme of international technical cooperation initiated by WHO to promote, coordinate, support, conduct and evaluate research in human reproduction, with particular reference to the needs of developing countries, by:

(i) promoting and supporting research aimed at finding and developing safe and

effective methods of fertility regulation, and identifying and eliminating obstacles to such research and development;

(ii) identifying and evaluating health and safety problems associated with fertility

regulation technology, analysing the behavioural and social determinants of fertility regulation, and testing cost-effective interventions to develop improved approaches to fertility regulation within the context of reproductive health services;

(iii) strengthening the training and research capability of developing countries in the

field of human reproduction;

(iv) establishing a basis for collaboration with other programmes engaged in research

and development in human reproduction, which will include the identification of priorities across the field and the coordination of activities in the light of such priorities.

1.2 The Cooperating Parties are:

1.2.1 Governments contributing to Special Programme resources; governments

providing technical and/or scientific support to the Special Programme; and governments with policies designed to address the needs for fertility regulation and family planning for their populations in the context of their overall plans for health care and social and economic development.

1.2.2 Intergovernmental organizations, United Nations Funds and Programmes, and

other non-profit-making organizations contributing to Special Programme Resources or providing technical and scientific support to the Special Programme.

1.3 The Cosponsors are UNDP, UNFPA, UNICEF, WHO and The Bank.

1.4 The Executing Agency is WHO.

1.5 Special Programme Resources are the financial resources made available to the

Special Programme by governments and organizations through the WHO Voluntary Fund for Health Promotion.

2. Policy and Coordination Committee

The Policy and Coordination Committee (PCC) is the governing body of the Special Programme.

2.1 Functions

PCC shall, for the purpose of coordinating the interests and responsibilities of the

parties cooperating in the Special Programme, have the following functions:

2.1.1 To review and decide upon the planning and execution of the Special

Programme. For this purpose it will keep itself informed of all aspects of the development of the Special Programme and consider reports and recommendations submitted to it by the Standing Committee referred to in Section 3 of this Memorandum (hereinafter called the Standing Committee), the Executing Agency and the Scientific and Technical Advisory Group referred to in Section 4 of this Memorandum (hereinafter called STAG).

2.1.2 To review and approve the plan of action and budget for the coming financial

period prepared by the Executing Agency and reviewed by STAG and the Standing Committee.

2.1.3 To review the proposals of the Standing Committee and approve

arrangements for the financing of the Special Programme.

2.1.4 To review proposed longer term plans of action and their financial implications.

2.1.5 To review the annual financial statements submitted by the Executing Agency,

and the audit report thereon submitted by the External Auditor of the Executing Agency.

2.1.6 To review periodic reports that will evaluate the progress of the Special

Programme towards the achievement of its objectives.

2.1.7 To review and endorse the selection of members of STAG by the Executing Agency in consultation with the Standing Committee.

2.1.8 To consider such other matters relating to the Special Programme as may be

referred to it by any Cooperating Party.

2.2 Membership

PCC shall consist of 34 members from among the Cooperating Parties as follows:

2.2.1 Largest financial contributors: 11 government representatives from the

countries that were the largest financial contributors to the Special Programme in the previous biennium.

2.2.2 Countries elected by the WHO regional committees: 14 government

representatives from Member States elected by the WHO regional committees for three-year terms according to population distribution and regional needs, distributed as follows:

In these elections due account should be taken of a country's financial and/or technical support to the Special Programme and its interest in the fields of family planning, research and development and in human reproduction and fertility regulation, as demonstrated by national policies and programmes.

2.2.3 Other interested Cooperating Parties: two members elected by PCC for

three-year terms from the remaining Cooperating Parties.

2.2.4 Permanent members: the Cosponsors of the Special Programme,the

International Planned Parenthood Federation and the Joint United Nations Programme on HIV/AIDS.

Members of PCC in categories 2.2.2 and 2.2.3 may be re-elected.

2.3 Observers

Other Cooperating Parties may be represented as observers with the approval of the

Executing Agency after consultation with the Standing Committee. Observers attend sessions of PCC at their own expense.

2.4 Operation

2.4.1 PCC shall meet at least once a year, and in extraordinary sessions, if

required, subject to the agreement of the majority of its members. The Executing Agency shall provide the secretariat.

2.4.2 PCC shall elect each year from among its members, a chairman, a vice-

chairman and a rapporteur.

2.4.3 The Chairman shall:

• convene and preside over sessions of PCC; • undertake such additional duties as may be assigned by PCC.

2.4.4 Subject to any special arrangements that may be decided upon by PCC,

members of PCC shall make their own arrangements to cover the expenses incurred in attending sessions of PCC.

2.5 Procedures

2.5.1 In its proceedings PCC shall be guided mutatis mutandis by the Rules of

Procedure of the World Health Assembly.

2.5.2 In consultation with the Chairman, the secretariat shall prepare an annotated

provisional agenda for each session.

2.5.3 A report, prepared by the Rapporteur with the assistance of the secretariat,

shall be circulated as soon as possible after the conclusion of the session for the approval of participants.

3. The Standing Committee 3.1 Composition

The Standing Committee shall be comprised of representatives of the Cosponsors.

3.2 Functions

The Standing Committee shall have the following functions:

3.2.1 To review plans of action and a budget for the coming financial period,

prepared by the Executing Agency and reviewed by STAG, in time for presentation to the annual session of PCC.

3.2.2 To make proposals to PCC for the financing of the Special Programme for the

coming financial period.

3.2.3 To review the reallocation of resources during a financial period, as

recommended by STAG and the Executing Agency, and to report to PCC.

3.2.4 To examine the reports submitted to the Executing Agency by STAG and the

Executing Agency's comments; make the necessary observations thereon; and transmit these, with comments as appropriate, to PCC.

3.2.5 To review particular aspects of the Special Programme, including those that

may be referred to it by PCC, and present findings and recommendations to PCC.

3.2.6 To inform PCC, as required, regarding Special Programme matters of interest

to PCC.

3.2.7 To prepare an annual report of its activities for PCC.

3.3 Operation

3.3.1 The Standing Committee shall usually meet twice a year; once at the time of

the PCC session, and additionally between sessions of PCC.

3.3.2 The Executing Agency shall arrange for support services and facilities as may

be required by the Standing Committee.

3.3.3 Members of the Standing Committee shall make their own arrangements to

cover the expenses incurred in attending meetings of the Standing Committee.

4. Scientific and Technical Advisory Group (STAG) 4.1 Functions

STAG shall have the following functions:

4.1.1 To review, from a scientific and technical standpoint, the content, scope and

dimensions of the Special Programme, including the research areas covered and approaches to be adopted.

4.1.2 To recommend priorities within the Special Programme, including the

establishment and disestablishment of task forces, and all scientific and technical activities related to the Special Programme.

4.1.3 To provide PCC and the Standing Committee with a continuous and

independent evaluation of the scientific and technical aspects of all activities of the Special Programme.

4.1.4 To review the plans of action and the budget for financial periods prepared by

the Executing Agency and make proposals to the Standing Committee for possible reallocation of resources within the scientific and technical component of the Special Programme during each financial period.

For these purposes, STAG may propose and present for consideration to the Executing Agency, the Standing Committee or PCC, as appropriate, such technical documents and recommendations as it deems necessary.

4.2 Composition

4.2.1 STAG shall have 15-18 members, who shall serve in their personal capacities

to represent the broad range of biomedical and other disciplines required for Special Programme activities.

4.2.2 Members of STAG, including the Chairman, shall be selected, on the basis of

scientific and technical competence, by the Executing Agency, in consultation with the Standing Committee and with the endorsement of PCC.

4.2.3 Members of STAG shall not be members of other committees of the Special

Programme, principal investigators in studies undertaken by the Special Programme, or Special Programme grantees.

4.2.4 Members of STAG, including the Chairman, shall be appointed to serve for a period of three years, and shall be eligible for immediate reappointment only once.

4.3 Operation

4.3.1 STAG shall meet at least once each year.

4.3.2 The Executing Agency shall provide the secretariat of STAG, including

sustained scientific, technical and administrative support.

4.3.3 STAG shall elect a vice-chairman and a rapporteur for each meeting from

among its members.

4.3.4 STAG shall prepare an annual report on the basis of a full review of all

technical and scientific aspects of the Special Programme. This report, containing its findings and recommendations, shall be submitted to the Executing Agency and to the Standing Committee. The Executing Agency shall submit its comments on the report (if any) to the Standing Committee. The Standing Committee shall then transmit the report, including any comments of the Executing Agency, together with its own observations and recommendations, to PCC. The Chairman of STAG, or in the absence of the Chairman a member of STAG acting as deputy, shall attend all sessions of PCC.

5. The Executing Agency

The Executing Agency, after consultation with the Standing Committee and other consultations as appropriate, shall appoint the Director, Special Programme, and appoint or assign all other personnel to the Special Programme, as specified in the plans of work. Drawing, as required, on the administrative resources of the Executing Agency, and in cooperation with the Cosponsors, the Assistant Director-General supervising the Director, Special Programme will be responsible for the overall management of the Special Programme. Drawing to the full on the scientific and technical resources of the Executing Agency, the Director, Special Programme shall be responsible for the overall scientific and technical development and operation of the Special Programme, including the plans of action and the budget.

Le Programme spécial de recherche, de développement et de formation à la recherche en reproduction humaine (ci-après désigné sous le nom de Programme spécial, ou HRP) possède une structure fondée sur le coparrainage du Programme des Nations Unies pour le Développement (ci-après désigné sous le nom de PNUD), du Fonds des Nations Unies pour la Population (ci-après désigné sous le nom d’UNFPA), du Fonds des Nations Unies pour l'Enfance (ci-après désigné sous le nom d’UNICEF), de l’Organisation mondiale de la Santé (ci-après désignée sous le nom d’OMS et de la Banque internationale pour la Reconstruction et le Développement (ci-après désignée sous le nom de la Banque) et il est exécuté dans le cadre élargi d’une coopération et d’une participation à caractère gouvernemental et inter-institutions.

1. Structure de base

1.1 Le Programme spécial est un programme mondial de coopération technique lancé

par l’OMS pour encourager, coordonner, appuyer, exécuter et évaluer des travaux de recherche en reproduction humaine, notamment en fonction des besoins des pays en développement, et qui se propose d’accomplir les activités suivantes :

(i) encourager et appuyer les travaux de recherche visant à découvrir et à mettre

au point des méthodes sûres et efficaces de régulation de la fécondité et à identifier et éliminer les obstacles à cette démarche;

(ii) identifier et évaluer les problèmes de santé et d’innocuité liés à la technologie de

régulation de la fécondité, analyser les facteurs sociaux et comportementaux de cette régulation, et évaluer les interventions sur le plan coût-efficacité, afin d’améliorer les approches concernant la régulation de la fécondité, dans le contexte des prestations portant sur les aspects médico-sanitaires de la reproduction ;

(iii) renforcer le potentiel de formation professionnelle et de recherche des pays

en développement dans le domaine de la reproduction humaine;

(iv) établir les bases d’une collaboration avec d’autres programmes consacrés à la recherche et au développement en reproduction humaine, notamment pour identifier des priorités dans ce domaine et établir une coordination des travaux à la lumière de ces priorités.

1.2 Les parties coopérantes sont :

2. Comité Politiques et Coordination

Le Comité Politiques et Coordination (PCC) est l’un des organes directeurs du

Programme spécial. 2.1 Activités

Le PCC, dont le but est de coordonner les intérêts et les activités des parties coopérantes du Programme spécial, exerce les activités suivantes :

2.1.1 Etudier la préparation et l’exécution du Programme spécial et prendre des

décisions à ce sujet. A cette fin, le PCC se tiendra informé de tous les aspects du développement du Programme spécial et examinera les rapports et recommandations qui lui sont soumis par le Comité permanent mentionné à la section 3 du présent mémorandum (ci-après désigné sous le nom de Comité permanent), par l’agent d’exécution et par le Groupe consultatif scientifique et technique mentionné à la section 4 du présent mémorandum (ci-après désigné sous le nom de STAG).

2.1.2 Etudier et approuver le plan d’action et le budget préparés pour l’exercice

suivant par l’agent d’exécution et soumis à l’examen de STAG et du Comité permanent.

2.1.3 Etudier les propositions du Comité permanent et approuver les

dispositions relatives au financement du Programme spécial.

2.1.4 Etudier les propositions de plans d’action à long terme, ainsi que leurs incidences financières.

2.1.5 Etudier les exposés financiers annuels présentés par l’agent d’exécution, ainsi

que le rapport de vérification présenté par le commissaire aux comptes de l’agent d’exécution.

2.1.6 Etudier les rapports périodiques faisant le point des progrès accomplis par le Programme spécial dans la réalisation de ses objectifs.

2.1.7 Examiner et approuver le choix des membres du STAG opéré par l’agent

d’exécution, en consultation avec le Comité permanent.

2.1.8 Examiner toute autre question intéressant le Programme spécial qui peut lui être soumise par l’une quelconque des parties coopérantes.

2.2 Composition

Le PCC se compose de 34 membres choisis parmi les parties coopérantes, selon

les modalités suivantes :

2.2.1 Principaux contributeurs : 11 représentants de gouvernements des pays qui ont accordé au Programme spécial la plus large contribution financière pour l’exercice biennal précédent.

2.2.2 Pays choisis par les comités régionaux de l’OMS : 14 représentants de

gouvernements d’Etat élus par les comités régionaux de l’OMS pour un mandat de trois ans, en fonction de la répartition de la population et des besoins régionaux.

Lors de ces élections, il est dûment tenu compte de l’appui technique ou financier accordé par les pays au Fonds spécial, ainsi que de leur intérêt pour les questions de planification familiale, de recherche et de développement concernant la reproduction humaine et la régulation de la fécondité - cette appréciation se fondant sur les orientations des programmes adoptés au plan national.

2.2.3 Autres parties coopérantes intéressées : deux membres élus par le

PCC pour un mandat de trois ans et choisis parmi les autres parties coopérantes.

2.2.4 Membres permanents : ceux qui assurent le coparrainage du Programme

spécial, ainsi que la Fédération internationale pour la Planification familiale et le Programme commun des Nations Unies sur le VIH/sida (ONUSIDA).

Les membres du PCC qui appartiennent aux catégories 2.2.2 and 2.2.3 peuvent être réélus.

2.3 Observateurs

D’autres parties coopérantes peuvent être représentées comme observateurs, avec

l’approbation de l’agent d’exécution, et après consultation du Comité permanent. Les observateurs assistent aux réunions du PCC à leurs propres frais.

2.4 Fonctionnement

2.4.1 Le PCC se réunit au moins une fois par an et, si nécessaire, en sessions

extraordinaires, sous réserve de l’accord de la majorité de ses membres. L’agent d’exécution assure les services de secrétariat.

2.4.2 Le PCC élit chaque année parmi ses membres un président, un vice- président et un rapporteur.

2.4.3 Le Président :

• convoque et préside les réunions du PCC ; • Accomplit toute autre tâche qui pourra lui être assignée par le PCC.

2.4.4 Sous réserve de toute disposition particulière dont peut décider le PCC, les

membres de ce comité doivent prendre à leur charge les frais encourus du fait de leur participation aux sessions du PCC.

2.5 Méthodes de travail

2.5.1 Au cours de ses sessions, le PCC applique strictement le règlement intérieur de

l’Assemblée mondiale de la Santé. 2.5.2 En consultation avec le président, le secrétariat prépare un ordre du jour

provisoire annoté pour chaque session. 2.5.3 Un rapport, préparé par le rapporteur, avec l’aide du secrétariat, sera diffusé

le plus rapidement possible après la fin de la session, et soumis à l’approbation des participants.

3. Le Comité permanent

3.1 Composition

Le Comité permanent se compose de représentants des organisations coparrainantes.

3.2 Activités

Le Comité permanent exerce les activités suivantes :

3.2.1 Examiner les plans d’action et le budget pour l’exercice suivant, tels

qu’ils ont été préparés par l’agent d’exécution, puis examinés par le STAG – et ceci suffisamment à temps pour qu’ils puissent être communiqués à la session annuelle du PCC.

3.2.2 Adresser au PCC des propositions relatives au financement du Programme

spécial pour le prochain exercice.

3.2.3 Examiner la réaffectation des ressources en cours d’exercice, selon les recommandations du STAG et de l’agent d’exécution, et faire rapport à ce sujet au PCC.

3.2.4 Examiner les rapports transmis à l’agent d’exécution par le STAG, ainsi que les observations dudit agent; formuler à ce sujet les remarques nécessaires, puis les transmettre, avec les annotations appropriées, au PCC.

3.2.5 Etudier certains aspects particuliers du Programme spécial, notamment à la

demande du PCC, et communiquer à celui-ci les conclusions et recommandations.

3.2.6 Informer le PCC, à sa demande, des questions du Programme spécial qui le

concernent.

3.2.7 Préparer un rapport annuel sur ses propres activités, à l’intention du PCC. 3.3 Fonctionnement

3.3.1 Le Comité permanent se réunit ordinairement deux fois par an; une fois

pendant la session du PCC et une autre fois entre les sessions dudit Comité.

3.3.2 L’agent d’exécution prend les dispositions nécessaires pour fournir les

services d’appui ainsi que les autres prestations dont le Comité permanent peut avoir besoin.

3.3.3 Les membres du Comité permanent prennent leurs dispositions pour couvrir

eux-mêmes les frais occasionnés par leur participation aux réunions du Comité permanent.

4. Groupe Consultatif Scientifique et Technique (STAG)

4.1 Activités

Le STAG exerce les activités suivantes :

4.1.1 Examiner, sur le plan scientifique et technique, le contenu, les dimensions et

le champ d’action du Programme spécial, et notamment les secteurs de recherche et les approches qu’il convient d’adopter, à ce sujet.

4.1.2 Formuler des recommandations sur les priorités du Programme spécial,

et notamment l’engagement et la cessation d’activités de la part des groupes d’étude, de même que des recommandations sur les activités scientifiques et techniques qui intéressent le Programme spécial.

4.1.3 Donner au PCC et au Comité permanent une évaluation indépendante et

continue des aspects scientifiques et techniques de toutes les activités du Programme spécial.

4.1.4 Examiner les plans d’action et le budget préparés pour chaque exercice par

l’agent d’exécution et présenter au Comité permanent des propositions pour une éventuelle réaffectation des ressources, en cours d’exercice, dans le cadre de la composante scientifique et technique du Programme spécial.

A ces fins, le STAG peut proposer et présenter à l’examen de l’agent d’exécution, du Comité permanent ou du PCC, selon le cas, tout document et recommandation de caractère technique qu’il jugera utile.

4.2 Composition

4.2.1 Le STAG se compose de 15 à 18 membres qui représentent à titre personnel

les divers éléments du large éventail de disciplines biomédicales et autres touchant aux activités du Programme spécial.

4.2.2 Les membres du STAG, dont le Président, sont sélectionnés en fonction de

leurs compétences scientifiques et techniques par l’agent d’exécution, en consultation avec le Comité permanent et avec l’approbation du PCC.

4.2.3 Les membres du STAG ne peuvent pas faire partie d’autres comités du

Programme spécial, ni occuper des fonctions de chercheur principal dans toute étude exécutée par le Programme spécial ou subventionnée par lui.

4.2.4 Les membres du STAG, dont le Président, sont nommés pour une durée de

3 ans et ne peuvent être réélus immédiatement qu’une seule fois. 4.3 Fonctionnement

4.3.1 Le STAG se réunit au moins une fois par an.

4.3.2 L’agent d’exécution assure au STAG un service de secrétariat, et

notamment un soutien scientifique, technique et administrative permanent.

4.3.3 Le STAG élit pour chaque réunion un vice-président et un rapporteur

choisis parmi les membres.

4.3.4 Le STAG prépare un rapport annuel sur la base d’un examen complet de tous les aspects scientifiques et techniques du Programme spécial. Ce rapport, qui contient les conclusions et recommandations du STAG, est communiqué à l’agent d’exécution ainsi qu’au Comité permanent. L’agent d’exécution transmet, le cas échéant, au Comité permanent, les remarques qu’il aurait à formuler au sujet de ce rapport. Le Comité permanent transmet ensuite au PCC ledit rapport, assorti des observations de l’agent d’exécution, et également de ses propres commentaires et recommandations. Le Président du STAG, ou en son absence un membre du STAG agissant en qualité d’adjoint, assiste à toutes les sessions du PCC.

5. L’agent d’exécution

L’agent d’exécution, après avoir consulté le Comité permanent et avoir pris les autres contacts qu’il juge nécessaires, nomme le Directeur du Programme spécial et procède à la nomination ou à l’affectation de tous les autres membres du personnel du Programme, comme indiqué dans les plans de travail. En faisant appel, le cas échéant, aux ressources administratives de l’agent d’exécution et en collaboration avec les organisations coparrainantes, le Sous-Directeur général dont relève le Directeur du Programme spécial a la charge de l’ensemble de la gestion dudit Programme. En faisant pleinement appel aux ressources scientifiques et techniques de l’agent d’exécution, le Directeur du Programme spécial assume la responsabilité de l’ensemble des travaux de développement et d’exécution du Programme spécial au niveau scientifique et technique, notamment en ce qui concerne les plans d’action et le budget.
