You contacted the Health Board to obtain information about the requirements and certification of shower heads as products. Below we will answer your questions.
In Estonia, general product safety requirements apply, which are laid down in the Product Conformity Act. This Act transposes the European Union's General Product Safety Directive. There are no specific national certification or approval requirements for shower heads, provided that the products comply with the relevant European standards, such as the EN 1112 you mentioned. Market surveillance in Estonia is carried out by the Consumer Protection and Technical Regulatory Authority (TTJA).
Testing of materials in contact with drinking water is mandatory to ensure their compliance with the directive's requirements. The manufacturer must ensure and be able to prove that its product is safe. Although Estonia does not have a specific national approval scheme for shower heads, compliance with European standards, such as the EN 12873 series which deals with the influence of materials on drinking water, is expected. The same ideas are added into the Water Act and Drinking Water Regulation.
According to § 85-5 of the Water Act, materials used in facilities for the abstraction, treatment, storage, or distribution of drinking water must not:
Directly or indirectly endanger human health.
Adversely affect the colour, odour, or taste of the water.
Promote microbial growth.
Leach contaminants into the water in quantities greater than is unavoidable for the intended purpose of the material.
Furthermore, § 2(5) of the Drinking Water Regulation stipulates that any equipment, chemicals, substances, and materials in contact with drinking water must not impair its quality or pose a health risk.
Regarding test reports or certificates issued in another EU country according to EN ISO 17025, these are generally accepted in Estonia as part of the principle of mutual recognition within the EU single market. The key is to demonstrate compliance with the overarching legislative requirements.
Currently, there are no specific national requirements for eco-labels or water labels for shower heads in Estonia. However, as mentioned above, uniform marking specifications will be introduced as part of the new EU-wide regulations.

We have a need to find out the requirements for the product shower head (only the showerhead which is hand held) in Estonia.
We are interested to know if there are any additional requirements (special national certification or approval) despite the products are compliant with the Directive (EU) 2020/2184, as well as the standards EN 1112 (non-harmonized standard) and EN 12873 series.
If you cannot assist us on these matters, please advise us where to address for this.
