Subject: Survey to gather insight into the functions and impact

of Regional Safety Oversight Organizations (RSOOs),

Regional Accident and Incident Investigation Organizations

(RAIOs) and other regional cooperation mechanisms (RCMs).

Sir/Madam,

I have the honour to invite you to participate in the online State survey on Regional Safety

Oversight Organizations (RSOOs), Regional Accident and Incident Investigation Organizations (RAIOs)

and other regional cooperation mechanisms (RCMs) services. The objective of this survey is to gather

insights into the roles, performance, and overall effectiveness of these organizations, with particular

attention to the functions they perform on behalf of their Member States.

RSOOs, RAIOs and RCMs currently provide a multitude of tasks and functions for their

Member States in the areas of safety oversight and aircraft accident and incident investigations. These

functions vary in scope and complexity, including advisory and coordination roles, operational and

regulatory support, surveillance, certification and investigation.

In an effort to identify common strengths and areas for improvement, ICAO has developed

this survey to better understand the quality and impact of the services provided by these organizations. The

survey also aims to capture the nature of interactions between the organizations and their Member States.

The results of the survey and the data collected will help identify common strengths and

areas requiring improvement, enabling ICAO to develop targeted guidance and support. Additionally,

ICAO is interested in promoting effective practices by highlighting the strengths of these organizations and

promoting their activities as best practices. All responses and results of this survey will remain anonymous

and will not be attributed to your State.
