Request from Taltech for Support in Arranging Interviews on EDRMS

Thank you for your kind request. We’d be happy to support you in your research but first we’d like you to clarify the profile of the potential interviewees.

Within the ministry of Justice and Digital Affairs we have effectively two types of staff:

• * people in charge of Estonian IT policy and strategy, i.e. high level thinkers who deal with rules and principles which are to be implemented across the whole public sector and beyond;

• * people who are working on the records management and service provision of the ministry itself (i.e. records managers).

Further, are you more interested in interviewing people who are records management insiders or outsiders? With „outsiders“ I mean people who are not working in records management per se but rather on AI, public service or similar matters -> people who potentially want to use records but are not working with these on a daily basis.

I hope this message finds you well. My name is Sidra Azmat Butt, and I am a Researcher at the Information Systems Department at the Tallinn University of Technology. I am currently conducting a study titled:

“Why Electronic Document and Records Management Systems (EDRMS) Still Essentially Matter? Preservation, Governance, and Maturity in Estonia's Public Sector,”

supervised by Prof. Ingrid Pappel and Prof. Dirk Draheim.

As part of this research, I am conducting interviews with professionals involved in digital governance, records management, and administrative services across Estonia’s public institutions. The interview aims to explore how EDRMS are currently used, how critical they are for compliance and service delivery, and how institutions assess their maturity and readiness for emerging technologies like AI. 

I kindly ask for your assistance in arranging at least two suitable interviewees from your ministry who can share their insights on these topics.
