Dear Mr. Kuningas,
In my capacity as Officer in Charge of the Sustainable Transport Division, I have the honour, on behalf of the United Nations Economic Commission for Europe (UNECE), to invite representatives of your ministry to attend the sixty-eighth session of the Working Party on Intermodal Transport and Logistics (WP.24), to be held in person from 8 to 10 October 2025 at the Palais des Nations in Geneva, Switzerland.
WP.24 serves as the UNECE intergovernmental platform for advancing intermodal transport across the UNECE region. Within its mandate, WP.24 administers the European Agreement on Important International Combined Transport Lines and related Installation (AGTC) as well as its Protocol, promotes policies and measures in support of intermodal transport – including digitalization and automation of data and information – addresses emerging issues in freight transport and logistics or co-administers the Code of Practice for Packing of Cargo Transport Units in collaboration with ILO and IMO bodies.
The 2025 session will feature discussions on several key topics, including: • A workshop on collaborative planning in multimodal supply chain operations,
focusing on the development of basic data infrastructure for sharing supply chain event data such as changes in cargo status, transport assets, infrastructure, or operations;
• Review of AGTC updates, KPIs for measuring performance under the AGTC, and considerations of possible AGTC developments regarding network resilience;
• Establishment of a group of experts for developing the AGTC Protocol; • Setting intermodal transport targets; • Examination of the role of intermodal terminals in providing charging
infrastructure; • Preparation to the first meeting of the ILO-IMO-UNECE group of experts for the
finalization of modifications and restructuring to the CTU Code.
Mr. Ahti Kuningas Deputy Secretary General for Transport Ministry of Economic Affairs and Communications of the Republic of Estonia Tallinn
