Helsinki-Tallinn Race 2025 sailing
competition
Dear Mr. West,
In response to your application (26.07.2025) to use Estonian territorial waters for sailing
competition 22.08.2025 to 23.08.2025 we inform you that the Estonian Transport Administration
approves the race under the following conditions:
1. The vessel(s) performing auxiliary functions during the race must have operational VHF radio
equipment on board, and the deck officer must keep radio watch on Channel 13 or 61
(depending on the area) to ensure the possibility of radio communication with the VTS
operator (call sign “Tallinn VTS” or “Tallinn Traffic” depending on the area);
2. The designated contact person who possesses appropriate competence and is responsible for
the organisation of the race, must co-ordinate with the VTS operator in a timely manner, any
relevant information necessary to ensure the safety of vessel traffic (ph. +372 6205 770; e-
mail: [email protected]);
3. It is highly recommended that sailors on sailing vessel (equipped with AIS and VHF) and
holding appropriate certificates will keep radio watch on ch 13 in the VTS area and ch 61 in
the GOFREP area;
4. The race has to be conducted according to the route published in the Notice of Race 2025

5. It is recommended to use the inshore traffic zone in Tallinn Bay (see enclosed map);
6. All the vessels, including sailing vessels, must adhere to the Colreg and demonstrate good
seamanship. It should be noted that a vessel using the Traffic Separation Scheme (TSS)
must navigate within the appropriate traffic lane, and sailing vessels must not impede
the safe passage of a power-driven vessels following a traffic lane (Colreg rule 10 Traffic
separation schemes). Additionally, outside of the TSS, sailing vessels must provide
sufficient space for the safe passage of power-driven vessels;

7. The organizer is responsible for ensuring the safety of vessel traffic along the race courses.
