Annex 1: General Information for issuing import certificates Test samples
This information applies to test samples for the ICE seized materials (SM) and/or biological specimens (BS) groups. Participating laboratories are requested to submit certificates authorizing the import of test samples for the seized materials (SM) group. Import certificates must be issued by the national competent authority under the International Drug Control Treaties. The import certificates should include all substances in their respective quantities in LIST 1A (see page 3) Please note that no import certificates are required for the BS test samples.
The name of the Exporter on the Import Certificate must be written as follows: Laboratory and Scientific Services Division for Policy Analysis and Public Affairs United Nations Office on Drugs and Crime Wagramer Strasse 5 1400 Vienna Austria
In order to meet deadlines, and in view of the often lengthy procedures for the request/acquisition of import/export certificates, both at your end and ours, we kindly request that the original import certificate should reach the Laboratory and Scientific Services (LSS) as soon as possible, at the latest by 30 September 2025, and be valid for at least 6 months with expiry date not earlier than 31 January 2026. A copy of the original certificate should be sent by e-mail in advance to speed up the process. Test sample confidentiality and importer
For ICE to be of maximum value, the participants should remain unaware of the identity of the substances included in test samples. However, the Austrian export certificate accompanying those samples will, as required by the international drug control conventions, indicate the contents of each sample. In order not to reveal this information to the analyst(s) of the participating laboratories, it is advised that the ICE samples be delivered to a person (e.g. Director or Quality Manager) who is not involved in any part of the analysis nor interpretation of results. This person has the responsibility to conceal the identity of the test samples (e.g. by removing any documentation in the parcel which might then reveal its contents). If there is no such person within the same organization and for countries where a UNODC Field Office is available, the local UNODC Representative should be specified as the importer of the samples for the ICE participating laboratory on the import certificate. The UNODC Representative will then receive the samples and ensure confidentiality of the nature of the test samples before onward delivery to the laboratory.
