"Over the Rainbow? The Road to LGBTIQ+
Inclusion"
Dear Stefano Scarpetta, I am writing to inform you that the Estonian Ministry of Economic Affairs and Communications will contribute EUR 5,000.00 to support the work on LGBTIQ+ inclusion which is included in the Organisation for Economic Co-operation and Development (OECD) Programme of Work and Budget under the output 2.2.3.4.1. The voluntary contribution pertains to the work on the second edition of the OECD report “Over the Rainbow? The Road to LGBTIQ+ Inclusion”, the inaugural edition of which was published in 2020. Scheduled for release in December 2025, this edition will update and expand upon its predecessor. Specifically, it will assess the progress that OECD countries have made in passing LGBTIQ+-inclusive laws between 30 June 2019 and 30 June 2024. Furthermore, this edition will provide an overview of whether policies that it is critical to implement on top of passing LGBTIQ+-inclusive laws are indeed adopted in OECD countries, based on a detailed country questionnaire – this benchmarking aspect was missing in the first edition. The continuation of any outputs beyond 2026 is subject to the inclusion of such outputs in the OECD’s Future Programme(s) of Work and Budget. I note that the OECD shall administer the contribution in accordance with its Financial Regulations and other relevant rules, policies and procedures which provide for an administrative cost recovery charge already included in the total contribution amount. This amount will be paid in full upon receipt of an invoice from the OECD. The OECD will issue the invoice(s) in accordance with its standard invoicing procedures and submit the invoice(s) to the Estonian Ministry of Economic Affairs and Communications in the form of PDF file(s) sent via email. Upon request, paper copy invoice(s) will be sent to the Estonian Ministry of Economic Affairs and Communications. The OECD shall not be required to use any electronic system for submitting invoice(s) under this Agreement, including, but not limited to, by providing direct input through a platform operated by or on behalf of the Equality Policies Department at the Estonian Ministry of Economic Affairs and Communications. All outputs of the project, in whatever form, shall be the sole property of the OECD. Any disagreement arising out of or relating to the interpretation of, compliance with or execution
of this contribution shall be resolved by the Parties by mutual agreement.
