WHO European Region preparatory meetings for the eleventh session of the Conference of the Parties (COP11) to the WHO FCTC and the fourth session of the Meeting of the Parties (MOP4)
to the Protocol to Eliminate Illicit Trade in Tobacco Products I have the honour to inform you that the WHO Regional Office for Europe, together with the Secretariat of the WHO Framework Convention on Tobacco Control (WHO FCTC), plans to hold preparatory meetings for the eleventh session of the Conference of the Parties (COP11) and the fourth session of the Meeting of the Parties (MOP4) to the Protocol to Eliminate Illicit Trade in Tobacco Products in the WHO European Region. These meetings will be held virtually (through Zoom) in October 2025 on the following days:
Joint pre-COP11 and pre-MOP4 14 October 2025 9:00–11:00 am (CEST)
Pre-COP11 15 October 2025 First session: 9:00–11:00 am (CEST) Second session 1:00–3:00 pm (CEST)
Pre-MOP4 16 October 2025 First session 9:00–11:00 am (CEST) Second session 1:00–3:00 pm (CEST)
The objective of the COP11 and MOP4 preparatory meetings is to provide an opportunity for Parties to be briefed about agenda items and to clarify areas in which they might have questions. The working languages will be English and Russian, and simultaneous interpretation will be provided. The provisional agendas for both events are enclosed. I have the pleasure of inviting you to nominate an expert (or group of experts, but no more than three persons) to attend each of these virtual preparatory meetings. We are looking forward to receiving nominations from Parties and Observers for the COP11 and MOP4 preparatory meetings, including the name, title and email address of the expert(s), so we can contact the person(s) with more details concerning their participation in these online events. Given that the events aim to provide information on agenda items of the COP11 and MOP4 sessions, the experts nominated by each Party and Observer should have the relevant competence and, if possible, expect to be named to the official delegation for the November sessions.
