Our Ref.: 20240326SP The Hague, 26 March 2024 To whom it may concern, Following the proposal of the Government of the Kingdom of the Netherlands dated 26 March 2024, and in accordance with Article 2 of the Statute of the HCCH, I am pleased to open the six- month voting period on the admission of the Kingdom of Bahrain as a Member of the HCCH. Article 2 of the Statute reads as follows:

1. Members of the Hague Conference on Private International Law are the States which have

already participated in one or more Sessions of the Conference and which accept the present Statute.

2. Any other State, the participation of which is from a juridical point of view of importance for the work of the Conference, may become a Member. The admission of new Member States shall be decided upon by the Governments of the participating States, upon the proposal of one or more of them, by a majority of the votes cast, within a period of six months from the date on which that proposal is submitted to the Governments.

3. The admission shall become effective upon the acceptance of the present Statute by the State concerned.

In line with Article 2(2), please kindly inform the Permanent Bureau of your Government’s position regarding the Netherlands’ proposal before 26 September 2024, which is the expiry date of the six- month period.

The Kingdom of Bahrain is currently Party to the Convention of 5 October 1961 Abolishing the Requirement of Legalisation for Foreign Public Documents (Apostille Convention).

Moreover, the Kingdom of Bahrain has participated in Special Commission meetings of 2012 and 2016 on the practical operation of the Apostille Convention.

I take this opportunity respectfully to remind Member States of the HCCH Strategic Plan 2023 – 2028, adopted by the Council on General Affairs and Policy at its 2023 meeting, and which identifies universality and inclusiveness as essential elements for the HCCH’s work to be truly effective at the global level.

Notre réf. : 20240326SP LA HAYE, le 26 mars 2024 À qui de droit, Par suite de la proposition du Gouvernement du Royaume des Pays-Bas en date du 26 mars 2024, et conformément à l’article 2 du Statut de la HCCH, j’ai le plaisir d’ouvrir la période de vote de six mois tendant à admettre le Royaume de Bahreïn comme Membre de la HCCH. L’article 2 du Statut de la HCCH se lit comme suit :

1. Sont Membres de la Conférence de La Haye de Droit International Privé les États qui ont déjà

participé à une ou plusieurs Sessions de la Conférence et qui acceptent le présent Statut.

2. Peuvent devenir Membres tous autres États dont la participation présente un intérêt de nature juridique pour les travaux de la Conférence. L'admission de nouveaux États membres est décidée par les Gouvernements des États participants, sur proposition de l'un ou de plusieurs d'entre eux, à la majorité des voix émises, dans un délai de six mois à dater du jour où les Gouvernements ont été saisis de cette proposition.

3. L'admission devient définitive du fait de l'acceptation du présent Statut par l'État intéressé. Conformément à l’article 2(2), je vous serais reconnaissant de bien vouloir informer le Bureau Permanent de la position de votre Gouvernement à l’égard de la proposition des Pays-Bas avant le 26 septembre 2024, date d’expiration du délai de six mois.

Le Royaume de Bahreïn est actuellement Partie à la Convention du 5 octobre 1961 supprimant l’exigence de la légalisation des actes publics étrangers (Convention Apostille).

De plus, le Royaume de Bahreïn a participé aux réunions de 2012 et 2016 de la Commission spéciale sur le fonctionnement pratique de la Convention Apostille. Je saisis cette occasion pour réitérer aux États membres l’importance du Plan stratégique 2023-2028 de la HCCH, qui a été approuvé lors de la réunion du Conseil sur les affaires générales et la politique de 2023. Ce Plan met en avant l’universalité et l’inclusivité comme piliers fondamentaux, essentiels pour garantir l’efficacité du travail de la HCCH à l’échelle mondiale.
