LETTER OF NTENT BETWEEN THE WORLD INTELLECTUAL PROPERTY ORGANIZATON AND THE MNISTRY OF JU3TICE AND DIGITAL AFFAIRS OF THE REPUBLIC OF ESTONÅ (HERENAFTER THE PARTIES)
Considering that:
A. The World ntacctua Property Orgar1zeWn (VJPO) is an intergovernmental organization and a speciaflzd gency of the Urted Nations wth its headquarters Iocated in Geneva,
Switzerlarid whos3 rnsion is to Iead the deveoprnent of a balanced and effective giobal intellectual property (IP) ecosysteri to prornote iovation and creativity for a better and more sustainable future.
The WPO Acarny a center of exc&!enc3 for e’:ucation, training and capacity-building in IP O for WIPO Mernber Stäes, iri paiicular deveopLg countries, Ieast developed countries and
countries in trrtion. The ;cader’iy haps to ud uman capacity in IP, which is fundamental for innovation and cretivlty. The Acaderny managas the IP training institutions (IPTIs) program, which creates and consoIdates eIf-sustairing raning capacities in ?P through education and
O capacity-bullding at the national ond regional c vs. The IPTIs respond to Iocal demand for IP education and skiUs-bui!ding l a manner that is tored to the goals and priorities of the Member States.
B. The Ministry of Justice and Digital Affairs ot the Republic of Estonia plans and carries out a legal and crirninal poiicy of the state of Estonia, which among its other aims wiII help ensure an
O open and secure society, where peope and egal antities may be assured of the proper use and protection oftheir rights and interests.
The Estonian Patent Office is a government agency that operates in the area of government of the Ministry of Justice and Digita Affairs and irnplements national economic policy in the field of legal protection ot ndustrial property. The Office provides legal protection to patents, trademarks, utility modeis, industrial designs, geographical indications and integrated circuits.
The Estonian Patent Office also raises public awareness of IP, to promote innovation and the economy and to revitalize the cooperation between science and entrepreneurship.
C. In this context, The Ministry of Justice and Digita! Affairs of the Republic of Estonia and the Estonian Patent Office have formally expressed interest to establish closer collaboration with WIPO, to raise awareness on IP and build new IP skifls and capacities for various stakeholders in Estonia.
The Parties recognize that the WIPO Academy’s cooperation wiII make it possible to generate skiIIs and human capacity especially within the youth community and young professionais, government officials and higher education institutions.

D. The Parties wiII work together to promote their common objectives, as set forth in this Letter of Intent.
The Parties undertake to work together as follows:
ARTICLE 1 - AREAS OF 000PERATION BETWEEN THE PARTIES
The Parties wiII work together to develop and implernent targeted IP awareness and IP capacity-building activities and projects for different stakeholders in Estonia, including youth, innovative companies, researchers, government officials, IP support institutions and higher
( education institutions. The activities wifl also aim to raise the awareness of these stakeholders about the work, activities and support tools developed by WIPO to support the creation of a sustainable national talent pipeline in the field of IP in Estonia. Through the activities, the Parties also aim to strengthen the participation of Estonian nationais in IP Education and Training provided by the WIPO Academy.
Within this framework of cooperation, the following areas were identified as priority areas of importance:
— Raising awareness and understanding of IP as a tool for economic growth and sustainable development.
— Working with selected universities in Estonia to enhance IP education programs through curriculum development and support for IP teaching.
— Expanding access to the WIPO Academy IP eLearning Courses for participants in Estonia.
— Supporting the integration of IP education into primary and secondary schools through educator training and curriculum development.
— Enhancing collaboration on initiatives designed to enhance the knowledge of young people in Estonia regarding the connections between IP and creativity, innovation, and entrepreneurship through innovation camps.
ARTICLE II - GENERAL PROVISIONS
This Letter of Intent does not and is not intended to establish any enforceable or legally binding rights or obligations on the Parties.
Any provision of this Letter of lntent may be amended at any time by mutual consent of the Parties, form&ized by an exchange of notes specifying the effective date of the amendment in question.
This Letter of Intent shall enter into force on the date of its signature.
This Letter of lntent shall be of indefinite duration and may be terminated by mutual consent of the Parties or by either Party upon three months’ written notice to the other Party.

Nothing in the provisions of this Letter of lntent shall be deemed a waiver of any of the privileges and immunities accorded to WIPO under its constituent instruments or under international law.
IN WITNESS WHEREOF, this Letter of lntent has been signed in the city of Geneva, Switzerland, on July 7, 2025, in two original copies, in English.
