Subject: Implementation of European Digital Identity Wallets
Your Excellency,
The European Union has decided to introduce EU Digital Identity Wallets for all its
citizens at the end of 2026. These personal digital wallets will be installed on mobile
phones and offer the possibility to securely identify and/or authenticate for online public
and private services and share digital documents securely and under full user control and
protection of personal data.
To ensure the success of this strategic project for the EU, it is important that all Member
States attach a high degree of priority and urgency to the technical preparations for the
issuance of the wallet at the end of next year as required by the European Digital Identity
Regulation (1).
The Commission already provides several components to facilitate this process: An
Architecture and Reference Framework developed jointly with Member states experts
provides detailed technical specifications and reference standards for the wallet
framework. It will be completed in December and inform an update of key implementing
acts. In addition, the Commission makes available a wallet template which delivers
software components and libraries to facilitate Member States’ wallet developments. The
template will be completed in November for all key functionalities.
As the European Digital Identity Cooperation Group identified several difficulties and
delays in a number of Member States to ensure the timely issuance of wallets at its last
meeting in May this year, the Commission has decided to extend its support to Member
States:
• The Commission has decided to launch an additional call for proposals for large
scale pilot project(s) to support cooperation between Member States on wallet
development and certification and to promote the integration of mobile driving

licenses into EU Digital Identity Wallets. This additional call is planned for early
October. Its main objective is to ensure the timely issuance of wallets in all Member
states at the end of 2026. (2) In order to prepare for this call, I encourage the
competent administrations responsible for the issuance of the EU Digital Identity
Wallet in your Member State to engage already now with their counterparts in other
Member States to identify areas where support is needed and where it can be
offered.
• Furthermore, the Commission has decided to provide a common testing
infrastructure to facilitate the functional certification of national wallets which
should be available in the beginning of 2026.
To assist Member State competent authorities in planning the necessary activities for the
deployment of wallets at the end of 2026, I would like to share with you in the attachment
an overview of essential milestones and intermediate tasks that would have to be
completed in the coming months.
I would be grateful if you could assess the preparatory activities that your Member State
has undertaken against these milestones and tasks, and if you could inform the Commission
about any difficulties or delays in meeting them in order to discuss how further support
can be provided. This will help us target better the different support actions foreseen.
I am planning to organise a meeting of the European Digital Identity Cooperation
Group at high-level before the end of the year to take stock on progress.
